coMPosITtoN, PowERS, AND FUNCTIONS, AND
PROVIDING FUNDS THF'REFOR.

WHEREAS, Section 16 or t}re General Welfare Clause of RA 7L60, otherwise known

as the Local Government Code of 1991, grants every local government units "the powers

Y, expressly granted, those necessarily implied tlere from, as well as powers necessary,
appropriate, or incidental for its efficient and effective governance, and those which are
essential to the promotion of the general welfare," including the mandate to ensure, within
their respective territorial jurisdictions, "the preservation and enrichment of culture;"

WHEREAS, the Sangguniang Panlungsod, acting on the recommendations of tlre

Philippine Historical Commission, historians from the University of the Philippines History
Department, and local historians, and on the basis of existing historical data, enacted
Ordinance No. 55, Series of 2072 declaring November 12, 1623 as the City's Foundation
Day;

WHEREAS, ten years from now, the City will be celebrating its 400th year
anniversary on November 12,2OL3;

WIIEREAS, there is a need for the fitting commemoration of the City,s

quadricentennial, to allow us to refl€ct on the city's rich history enable us to preserve our
tangible and intangible heritage, and to celebrate tfre role of our local heroes, as well as our
people, in the progress of our communit5l;

NOW THEREFORE, be it ORDAINED, as ir is hereby ORDAINE D, by the

DEKADA NG LUNGSOD NG VALENZUELA. The Years 2013 to 2023 is
hereby declared as "DEI(ADA NG LUNGSOD NG VALENZUEUI" to enable the City
Government and the various sectors to prepare for the City's Quadricentennial \
celebrations, which shall be constituted thru an Executive Order by the City Mayor on or
before Nocember 12,2013, and shall be automatically dissolved on December 3I,2O23;

SECTION 2.
CREATION OF THE UALENZUELA QUAI'RICENTENNIAL COIilMITTEE.

g There is hereby created, a Valenzuela Quadricentennial Committee to take charge of the

various acfivities, program, and projects related to the Quadricentennial celebrations,
which shall be constituted thru an Executive Order by the City Mayor on or before
Nocember 1.2, 2013, and shall be automatically dissolved on Decemtrer 3L,20?3;

SECTION 3.
COMPOSITION OF THE COMMITTEE The Quadricentennial '
Committee shall be composed of the Mayor as chair, and the chair of the Sangguniang
Committee on Culture and the Arts as Vice-Chair, and the following as members:

a) The Head ofthe Cultural and Tourism Affairs Office;

b) The Head of the Public lnformation Office

The President of the Museo Valenzuela Foundation;
The Curator of the Museo Valenzuela and the Valenzuela City Museum;
e) The Division Schools Supertintendent;
fJ The President of the Liga ng mga Barangay;
g) A representative from the Philippine Historical Commission;
h) A represenadve from the Philippine Historical Association; and
i) At least four (4) representatives from the private sector, preferably academic,
local historian, or relatives ofthe city's local heroes, to be appointed by the City
Mayor,
j) A representative from the religious group;
k) A representative from the National Commission for the Culture and Ars INCCA)

SECTION 4, FIINCTIONS. The Quadricentennial Committee shall have the

following functions:
a) Plan, and execute a ten-year program of activities for the Quadricentennial
celebrations leading to the Quadricentennial Year in 2023;
b) Act as the principal coordinator for all activities related to the Quadricentennial
celebrations, including but not limited to the rehabilitation, restoration and
beautification of historic and culturally significant houses, buildings, and
stmctures, placing of markers on sites with historic and cultural significance,

erection of monuments, shrines, and memorials; publication of books on the

history and culture of the city; launching of events and commemorative
activities; while ensuring the participation of the City's residents in these
activities;
> c) Constitute sub-committee and working groups to undertake the implementation
of programs and projects;
d) Coordinate with the National Historical Commission, the National Commission
on Culture and the Ars, and other government agencies, institutions, and
instrumentalities, for the issuance of commemorative items such as notes, coins,
plates and stamps; and
e) Prepare the fund requirements and source requirements for the
Quadricentennial programs and activities.

SECTION S. SECRETARIAT, The Cultural and Tourism Affairs office shall act as

the Committee's Secretariat and shall manage its day to day affairs.

SECTION 6. FUNDS. During its first year of operation, the committee shall draw
its budget from the office of the city Mayor, after which, a specific line item for the
Committee's operation, programs, and projects shall be included in the annual budget of
the City from 2OlS to 2023.

SECTION 7. EFFECTNITY, This Ordinance shall take effect immediately upon its
