WHEREAS, Section 76 af the Local Government Code of 1991 provides

that every local government unit shall design and implement its own
erganiza$onal shrrchrre and sAffing pattern taking into conslderation its
,**ir* {equirements and financial capability, tobl*tt to th; minimurn
standardf and guidelines prescribed by the Civil Service Commission;

WHEREAS, the progress and development of the City brought about

increase in dealings and transactions. hence is necessary to employ it
sufiEcient number of permanent employees in the City Health Office to
provide more effective and efficient duties and responsibilities;

WHEREAS, there are fourteen [14] plantilla

submitted/presented by the City- Human Resources and Management Offiee
the Sangguniang Panlungsod for the purpose of creation;

SECTION 1. CREATION OF PUINTIIIA POSITIONS WITH ITS

CORRESPONIIING APPROPRATIOITI. - The following plantilla positions are
hereby crBated in the City Hdahh Offi|e in Valenzuela CitI with cglTesponding

SEEfiOil 2. QUALIFICATIOilS. - The newly creqted plantilta positfons

shall have the qralifications as embodied in thq approved Index of
Occupational Services of the Departrnent of Budget and Management (DBM)
and Qualification Standard of the Civil Seryice Commission (CSQ. No person
thall be \ired on these fourteen [L4] new plantilla positions thus created and
$nded vqithout sapisfying the employment requirements presqibed by the
Civil Service [aw.

SECTIOH 3. SAI^ARIES AND Bf,NEFITS. - The employees that will be

hired in fhe above-created plantilla positions shall recaive a mqnthly salary
qquivalerlt to thef respective salary grades and such other penefits and
dmolumehts attacfred to thti positioirs pursuant to law, order,lcircular or
ordinance.

SECTION 4, FUI{DIHG. The necessary fpnding for these positions shall

be appropriated iri the Annual Budget of the lCity Government of Valenzuela
for CY ?OLB to cover the salaries and benefits in accordance with Section 3
hereof, and shall be sustained and incorporated in their respective office
budgets in the succpeding years.

SECTIOI{ 5. TRANSITORY CIAUSE, - For purposes of expediency

economy, appointrrrent to newly created positions or items may be
from existing city personnel of any departrnent or section, who may be
$Pgraded upon reqommendqtion of the Employees Wglfare and Promotions
Board (EWPB) or Uy the Personnel Selection Board PSb) and approval byl*re
City mayor.

SECTIOT{ 6. SEPARABILTY CIAUSE. - Should any provision of this

Ordinancp be declared inoporative bi the courts for bging inconsistent ryith
the Constitution of the law, the othei unaffe&ed provision of this Ordinance
shall remain in full force and effecl

SECTION 7. REPEALIIIG CIJIUSE. - Any and all ordinance or parts

thereof which are inconsistent with the of this are
