Program Managers/Coordinators to their LGUs.

A. Health Facilities and Information and Communication Technology

Health Facility and Enhancement Program (HFEP) Projects shall support the implementation of the Philippine
Health Facility Development Plan (PHFDP) 2020-2040 through the allocation of funds for Capital Outlay.
Beginning 2024, DOH will only provide funding support and procurement of infrastructure, equipment and motor
vehicles to provinces, cities, and municipalities belonging to Category 1, with consideration to those government
health facilities located in UHC-IS and GIDA.

National policy and guidelines development and technical assistance shall be provided by the concerned DOH
Central Office Bureaus/ Services to the CHDs. Whereas, the CHDs shall provide technical assistance to LGUs
including cascading of policies and capacity development, and monitoring of PPAs and performance.

Bureau (HPB) health literacy and health promotion behaviors in the HPFS. Conduct will be
based on provided capacity development activities in FY 2023.

involvement for greater reach and on monthly major events and/or

- Upon request, HPB to arrange a 5-day face-to-face workshop for CHDs,
P/CWHS, LHBs, Academes, private sector, and the general public on
conducting HIA and developing HIA Reports
d. Capacity Building on Evaluation of HIA Reports and PHMMPs
- Upon request, HPB to arrange capacity building activities for CHDs,
P/CWHS, LHBs, Academes, and other HIA reviewers on evaluating HIA
Reports and navigating the HIA Review Process
e. Healthy Settings Playbook Implementation for Healthy Communities
- CHDs can request for additional funds from HPB to be sub-alloted to
P/CWHS to support Healthy Communities implementation in their LGUs

- P/CWHS may request, through the CHDs, for the following as assistance for
implementing the Healthy Communities Playbook:
i. Facilitation of HPFS/ Playbook Orientation through CHDs
