QUATIFIED INDIGENT VALENZUELANO COTLEGE STUDENTS
CURRENTLY ENROLTED IN VARIOUS SCHOOTS AND

WHEREA$ Article XIV, Section 1 of the 1987 Constitution provides that

State shall protect and promote the right of all citizens to quality education at
levels, and shall take appropriate steps to make such education accessible to all;

WHEREA$ the Local Government Code of L99L, provides that the

Sangguniang Panlungsod, as the legislative body of the City, shall ensure the efficient
and effective delivery of the basic services through the establishment of a
scholarship fund for poor but deserving students in schools located within its
urisdiction or for students residing within the city;

WHEREA$ ensuring equal access to quality education for all Valenzuelanos,

especially to the marginalized but deserving youth, is imperative for the city
government in order to free its poor constituents from the endless cycle of poverty.

WHEREA$ to realize this, there is a need to provide for adequate financial

assistance to all qualified and deserving Valenzuelano college students who are
hindered by the bounds of poverty but are otherwise eager to pursue higher
Iearning.

NOW THEREFORE, BE IT ORDAINED, as it is hereby ordained by the

Sangguniang Panlungsod of Valenzuela, in session duly assembled, THAT:

SECTION 1. Title. This Ordinance shall be known as, AN ORDINANCE

APPROPRIATING FUNDS THEREFOR.

SECTION 2.
Declaration of policy. It shall be the policy of the Local
Government Unit of Valenzuela City to provide opportunities especially to poor and
deserving students who are eager to obtain their college education.

SECTION 3. Definition ofTerms. The words, language and expression foun

in this Ordinance shall be interpreted in accordance with their usual meaning and t-,
usage, in such manner that would most accurately depict the legislative intent

(a) Qualified Beneficiaries -

refers to poor but deserving college students
who qualified for the financial assistance herein provided;

(bJ Deserving - refers to a studentwho has a potential willingness to pursue

and finish a higher degree of education but is financially incapable

[c) Financial assistance - refers to the sum of money to be given to qualifie

beneficiaries.

(d) Indigent or poor -

refers to a student whose monthly income and that of
his/her immediate family living with him/her or whom he/she is living
with does not exceed the National Economic and Development Authority
(NEDA) poverty threshold.

[e) Qualification - refers to a requirement which has to be met

SECTION 4. Qualified Beneficiaries - In order to qualify for t}te financial

assistance provided under this ordinance, the applicants must comply with the
following requirements:

(a) a natural born Filipino citizen;

[b) a resident of Valenzuela City;

[c) of good moral character as certified by school authorities and Barangay

Captain where the applicant resides;

(e) enrolled in a CHED accredited government or private institution

q (government and private tertiary institution) in the Philippines;

[f) not a beneficiary of the Dr. Pio Valenzuela Scholarship Program

The City Social Welfare and Development Ofnce (CSWDO) of Valenzuela is

hereby authorized to determine the qualified applicants for financial assistance
based on the qualifications provided above.

SECTION 5. Amount of Financiol Assistnnce. The City Mayor, through the

City Social Welfare and Development Office and the City Budget Office, is hereby
given the authority to determine the amount of financial assistance to be given to
the qualified beneficiaries, subject to availability of funds. Provided, however, that
the financial assistance shall not exceed Twelve Thousand Pesos (P12,000.00)

SECTION 6. Appropriation. The City Government of Valenzuela, through the

City Budget Office shall ensure that the appropriate amount for the implementation
of this Ordinance shall be charged against City funds in accordance with the
pertinent provisions ofthe Local Government Code of 1991 and Auditing Rules and
Regulations, subject to availability of funds.

SECTION 7. Seporability Clause. If for any reason, any part or provision of

is ordinance is declared unconstitutional or invalid by a competent court, the
remaining sections or provisions not affected thereby shall continue to be in full
force and effecl

SECTION 8. Repealing Clouse. All ordinances, resolutions, rules or

regulations inconsistent with or contrary to the provisions of this ordinance are
hereby repealed, amended, or modified accordingly

SECTION 9. Effectivity. This Ordinance shall take effect immediately upon

approval.
