SETTING THE STANDARDIZED AND UNIFIED CURFEW HOURS IN

THE NATIONAL CAPITAL REGION FROM 10:00 P.M. TO 4:00 A.M.
STARTING ON 25 JULY 2021 THROUGH THE METRO MANILA
LOCAL GOVERNMENT UNITS ON ACCOUNT OF THE COVID-19
DELTA VARIANT

WHEREAS, as of 24 July 2021, the Department of Health (DOH) reported that there
are nine (9) confirmed cases of the COVID-19 Delta Variant in the National Capital Region
(NCR);

WHEREAS, the DOH likewise declared that there is an increase in COVID-19

infections in the NCR with the corresponding increases in the COVID-19 Growth Rate,
Average Daily Attack Rate, Health Care Utilization Rate, and Intensive Care Utilization Rate;

WHEREAS, the COVID-19 Delta Variant is highly contagious with an R Naught (R0),
a measure of contagion or reproduction rate, of 5 to 8 that may potentially trigger an
exponential surge and local transmission in densely populated areas like the NCR;

WHEREAS, while the Metro Manila Council recognizes the imperative to gradually
and cautiously open the economy in order to increase business activity, reduce unemployment
and underemployment, and promote economic growth, it is equally mindful of the paramount
interests of life and health and the strict implementation of PDITR strategies;

WHEREAS, pursuant to the Omnibus Guidelines on the Implementation of

Community Quarantine in the Philippines and in view of the confirmed cases of the COVID-
19 Delta Variant in the NCR, all Local Chief Executives in Metro Manila have agreed to enact
their respective Executive Orders and/or adopt or amend their respective Ordinances for the
proper implementation of the standardized and unified curfew hours;

NOW, THEREFORE, be it resolved, as it is hereby resolved, that the Metro Manila

Council shall set the standardized and unified curfew hours in the National Capital Region
from 10:00 p.m. to 4:00 a.m. starting on 25 July 2021 through the Metro Manila Local
Government Units.

This Resolution shall immediately take effect after its publication in two (2) newspapers
of general circulation and submission of a copy thereof with the Office of the National
Administrative Register, U. P. Law Center.

APPROVED AND ADOPTED this 24th day of July 2021 in Makati City, Metro
Manila.
