AN ORDER DESIGNATING THE BARANGAY CONTACT TRACER OF BARANGAY

WHEREAS, on March 24, 2020, the whole country was placed under a State of National
Emergency through Republic Act No. 11469, or the “Bayanihan to Heal as One Act of
2020”, due to the Coronavirus Disease 2019 (COVID-19) pandemic;

WHEREAS, Republic Act No. 11494, or the “Bayanihan to Recover as One” mandates the
Department of the Interior and Local Government (DILG) to provide guidelines on
Contact Tracing;

WHEREAS, due to COVID-19 Delta Variant, the number of COVID-19 cases in the
country has increased;

WHEREAS, in order to intensify contact tracing in all barangays, the DILG issued
Memorandum Circular No. 2021-103 dated September 16, 2021 re “Pagpapalawig at
Pagpapaigting ng Contact Tracing sa mga Barangay” mandating all Punong Barangays to
designate one (1) Contact Tracer for every 5,000 populations in the barangay;

WHEREAS, DILG Memorandum Circular No. 2021-103 also provides that the designated
Contact Tracer must be preferably a member of the Barangay Emergency Response
Team (BHERT);

NOW, THEREFORE, I, __________________________________________________________,Punong


Barangay of Barangay _____________________________________________, Municipality of
_________________________________, Quirino, by virtue of the powers vested in me by the law,
do hereby designate _________________________________________ as the Barangay Contact
Tracer.

Section 1. Functions. The Barangay Contact Tracer shall exercise the following
functions:

a) Monitor persons coming from other provinces or countries;


b) Make a list of those who are close contacts by the arriving persons;
c) Monitor the temperature of arriving persons twice a day (morning and
afternoon) for fourteen (14) days;
d) Advise arriving persons to observe symptoms related to COVID-19 such as
cold, cough and difficulty in breathing;
e) Regularly monitor the health conditions of arriving persons while observing
minimum public health standards;
f) Isolate immediately those that have symptoms as they are already considered
as COVID-19 suspects. Transport them to the referral center of the
Department of Health (DOH) or at the Rural Health Unit (RHU) for
examination; and
a. The COVID-19 suspects must wear N95 or surgical mask;
b. The home/quarantine facility where the said COVID-19 suspects
stayed must be confined for fourteen (14) days;
c. Monitor those who are exposed to the COVID-19 suspects;
d. If symptoms are no longer observed, report to the Municipal Health
Officer (MHO);
g) Report to the Punong Barangay on the actions taken in monitoring the
arriving persons.

Section 2. Effectivity.

This Order shall take effect immediately.
