LIFTING THE STANDARDIZED AND UNIFIED CURFEW HOURS IN

THE NATIONAL CAPITAL REGION STARTING ON 04 NOVEMBER
2021 THROUGH THE METRO MANILA LOCAL GOVERNMENT
UNITS

WHEREAS, with the approaching Christmas season, mall operators have agreed to
adjust their operating hours by opening until 11:00 p.m., instead of the usual 10:00 p.m., in
order for them to help in alleviating the traffic situation in the National Capital Region (NCR);

WHEREAS, to complement the said adjustment in the mall hours and thus provide the
mall goers and mall employees ample time to get home, the prevailing curfew hours of 12:00
midnight to 4:00 a.m. in Metro Manila should be lifted;

WHEREAS, pursuant to the Omnibus Guidelines on the Implementation of

Community Quarantine in the Philippines and its amendments, all the Local Chief Executives
in Metro Manila have agreed to enact their respective Executive Orders and/or adopt or amend
their respective Ordinances therein lifting the curfew hours in the NCR;

NOW, THEREFORE, be it resolved, as it is hereby resolved, that the Metro Manila

Council shall lift the standardized and unified curfew hours in the National Capital Region
starting on 04 November 2021 through the Metro Manila Local Government Units,
subject to existing ordinances on the curfew hours of persons below eighteen (18) years
old and the continued observance and enforcement of COVID-19 protocols and minimum
public health standards.

This Resolution shall immediately take effect after its publication in two (2) newspapers
of general circulation and submission of a copy thereof with the Office of the National
Administrative Register, U. P. Law Center.
