AN ORDER EXPANDING THE ROLE OF THE DAVAO CITY ADVISORY

COMMITTEE ON PEACE AND DEVELOPMENT (DC PEACE-DEV), THROUGH THE
CREATION OF TASK FORCE PEACE 911 OF DAVAO CITY (PEACE 911) AS ITS
IMPLEMENTING ARM FOR ALL PROGRAMS UNDER PEACEBUILDING PROCESS
WITHIN THIS JURISDICTION, IDENTIFYING THE COMPOSITION OF PEACE
911, DEFINING ITS DUTIES AND RESPONSIBILITIES, PROVIDING FUNDS
THEREFOR AND FOR OTHER PURPOSES.

WHEREAS, Executive Order No. 45 constituted the Davao City Advisory

Committee on Peace and Development (DC PEACE-DEV) to serve as the
recommendatory body in all matters involving peace promotion in this jurisdiction;

WHEREAS, DC PEACE-DEV conducted community consultations called "Panag-

Ambit" in pilot barangays and as a consequence thereof, devised a program for the
peacebuilding process in Paquibato District as part of the committee's duty to create
solutions to identified concerns within this jurisdiction;

WHEREAS, due to the urgency of addressing the issues and concerns raised by
the Paquibato Community, DC PEACE-DEV recommends an implementing mechanism
that will effectively manage and deliver services embodied in the program designed for
Paquibato District and Barangay Dominga of Calinan District;

WHEREAS, DC PEACE-DEV is tasked anew to spearhead peacebuilding

programs through an implementing arm to be created under its supervision and
direction, and that said implementing arm shall focus on and facilitate the
implementation of the Paquibato Peacebuilding Program with the aim of delivering big,
fast and quality public service;

NOW, THEREFORE, I, SARA Z. DUTERTE, City Mayor, this City, by virtue of

the powers vested in me by law, do hereby order the following:

Section 1. THE CREATION OF PEACE 911 OF DAVAO CITY (PEACE 911)

UNDER THE DAVAO CITY ADVISORY COMMITTEE ON PEACE AND
DEVELOPMENT (DC PEACE-DEV) OF THE CITY MAYOR'S OFFICE.

The DC PEACE-DEV is hereby tasked anew to supervise and spearhead the

implementation of all programs embodied in the peacebuilding process within this
jurisdiction through an implementing arm which shall be organized as PEACE 911.

There is hereby created a task force called PEACE 911 which shall operate under
the supervision of the DC PEACE-DEV. PEACE 911 shall have the following membership:

FOCAL PERSON:
A member of the DC PEACE-DEV, duly appointed by the City Mayor, shall sit as
the Focal Person of the Task Force.

Four (4) Cluster Managers:

Cluster Managers are Community Development Officers duly appointed/
designated by the City Mayor.

Support Group for each Cluster shall be composed of the following:

(2) Technical Staff (to be designated by the City Mayor)

(1) Technical/Plantilla Personnel from each of the following Departments of the
City Government of Davao:

a. City Health Office

b. City Agriculturist's Office
d. City Veterinarian's Office
e. City Administrator's Office — City Economic Enterprise
f. City Cooperative Development Office
. City Social Services and Development Office
h. City Tourism Operations Office
i. City Engineer's Office

The City Planning and Development Office, through its Plans and Programs
Division, shall provide secretariat services to Peace 911.

In order to effectively uphold and sustain the thrust of the creation of PEACE
911, designation of permanent members by their respective department heads shall be
made in writing and must be submitted to the Secretariat on or before the first meeting
of Peace 911 to be held within 10 days from its creation.

Section 2. FUNCTIONS.

In addition to the duties and functions of the DC Peace-Dev as provided under

Executive Order No. 45, Series of 2017, DC Peace-Dev shall supervise and spearhead
the implementation of all programs embodied in the peacebuilding process within this
jurisdiction through the PEACE 911.

PEACE 911 shall have the following duties and functions:

1) To serve as the gatekeeper of all programs and projects to be implemented

within the Paquibato District and some identified barangay/s, and as such,
shall coordinate all efforts and initiatives to the Paquibato locals and other
involved barangay/s, government agencies concerned and/or to the
prospective project proponents, as may be necessary, in order to effectively
manage and smoothly carry out these programs, and at the same time
sustain peace in the district;

2) To serve as the implementing arm for all initiatives embodied under the
Peacebuilding program designed for Paquibato District, and eventually, for
other districts within this jurisdiction, as may be proposed by the DC PEACE-
DEV;

3) To report and recommend, any concerns and issues which may arise, from
time to time, to the City Mayor through the DC PEACE-DEV;

4) To perform such other duties and functions related to peace promotion within
this jurisdiction, as may be assigned by the City Mayor.

Section 3. FUNDING. All expenses necessary and incidental to the effective

implementation of the operations of DC PEACE-DEV and PEACE 911 shall be
charged to funds made available for the purpose by the Office of the City Mayor.

Section 4. EFFECTIVITY CLAUSE. This Executive Order shall take effect

immediately.
