MUNICIPALITY OF VALENCIA, NEGROS ORIENTAL, THE
NECESSARY AND RELATED DOCUMENTS FOR THE
ESTABLISHMENT OF AN LGU-OWNED, MANAGED
AND OPERATED COMMUNITY RADIO
STATION IN THE MUNICIPALITY”

“WHEREAS, the Local Government Unit of Valencia, Negros Oriental adheres to the
principles of transparency, accountability, participation and collaboration;

“WHEREAS, in line with the above-mentioned norms in public service, the municipality
deems it imperative for the constituents to be well-informed of the various programs, projects
and activities of the municipality by providing information about its activities and governance to
stakeholders that is accurate, complete and made available in a timely way;

“WHEREAS, it is the government’s obligation to share information with citizens that is

needed to make informed decisions and hold officials accountable for the conduct of public
funds, and this aids the education and development of the community as a whole;

“WHEREAS, the municipality believes that community radio station is the best medium that
caters for the information needs of the constituents; with Committee Report No. 4/5/2022-(11)
prepared by the Committee on , recommending approval without amendment;

“WHEREFORE, on motion of Honorable Sangguniang Bayan Member Elsie A.

Dagoy, seconded by Honorable Sangguniang Bayan Members BLANK, the Sangguniang
Bayan duly assembled in session,

“RESOLVES, to GRANT AUTHORITY to Hon. Edgar Y. Teves, Municipal Mayor,

to represent the Municipality of Valencia, Negros Oriental, and to process, enter into and sign for
and in behalf of the municipality all the necessary and related documents for the establishment of
an LGU-owned, managed and operated community radio station; subject to the usual accounting
procedures, to the DILG Memorandum Circulars, to the DBM Budget Circulars, and to the COA
Rules and Regulations relative thereto, as well as to other existing applicable laws and
administrative issuances.

The SB Committee on Rules to which was referred a resolution resolving to GRANT

AUTHORITY to Hon. Edgar Y. Teves, Municipal Mayor, to represent the Municipality of
Valencia, Negros Oriental, and to process, enter into and sign for and in behalf of the
municipality all the necessary and related documents for the establishment of an LGU-owned,
managed and operated community radio station; subject to the usual accounting procedures, to
the DILG Memorandum Circulars, to the DBM Budget Circulars, and to the COA Rules and
Regulations relative thereto, as well as to other existing applicable laws and administrative
issuances.

Introduced by Honorable Elsie A. Dagoy, has considered the same and has the honor to
report it back to the Sangguniang Bayan with the following recommendation approved without
amendment.
