RESOLUTION NO. 01

WHEREAS, submitted was Resolution No. 898 dated November 7, 2022, of the
Sangguniang Panlalawigan, this province, returning Resolution No. 234, series of 2022, enacting
Ordinance No. 14, regarding the creation of the position Municipal Government Department
Head I (Social Welfare Officer V), Salary Grade 24, for modification with the observation that
the appropriate parenthetical title of the position sought to be created is Municipal Social
Welfare Officer I;

NOWTHEREFORE, on motion of Honorable William A. Kirit, duly seconded by

Honorable Emelyn M. Gadingan, the Sangguniang Bayan, Municipality of Siaton, Province of
Negros Oriental

RESOLVED, as it is hereby resolved, to modify Resolution No. 234, series of 2022, and
to enact the following Ordinance:

ORDINANCE NO. 01

AN ORDINANCE CREATING THE POSITION OF MUNICIPAL GOVERNMENT

DEPARTMENT HEAD I (SOCIAL WELFARE OFFICER I), SALARY GRADE 24, ITEM
NO. 100-A, IN THE LOCAL GOVERNMENT UNIT OF SIATON, THIS PROVINCE, AND
PROVIDING ITS DUTIES AND FUNCTIONS HEREOF.

Be it ordained by the Sangguniang Bayan, Municipality of Siaton, Province of Negros

Oriental, that:

SECTION 1. There is hereby created the position of Municipal Government Department

Head I (Social Welfare Officer I), Salary Grade 24, Item No. 100-A, in the Local Government
Unit of Siaton, this province.

SECTION 2. The duties and functions of the Municipal Government Department Head I
(Social Welfare Officer I) are as follows:

a) 20% - Formulate measures for the approval of the Sanggunian and provide
technical assistance and support to the Mayor in carrying out said
measures to ensure the delivery of basic services and provision of
adequate facilities relative to social welfare and development services;

b) 20% - Develop plans and strategies on social welfare programs and projects and
implement them upon approval by the Mayor;

c) 10% - Identify the basic needs of the needy, the disadvantaged and the
impoverished and develop and implement appropriate measures to
alleviate their problems and improve their living condition;

d) 10% - Provide relief and appropriate crisis intervention for victims of abuse and
exploitation and recommend appropriate measures to deter further abuse
and exploitations;

e) 10% - Assist the Mayor in implementing the barangay program for the total
development and protection of children;

f) 10% - Facilitate the implementation of welfare programs for the disabled, the
elderly, the victims of drug addiction, the rehabilitation of prisoners and
parolees, the prevention of juvenile delinquency and such other activities
which would eliminate or minimize the ill-effect of poverty;

g) 10% - Be in the frontline of service delivery, particularly those concerning

immediate relief and assistance during in the aftermath of man-made and
natural disaster and calamities;

h) 10% - Exercise such other powers and performs such other duties as maybe
100% prescribed by law

SECTION 3. This Ordinance shall take effect immediately upon its approval.

 The Sangguniang Bayan passed Resolution No. 02 and to read as follows:

WHEREAS, submitted was the 1st Indorsement dated December 22, 2022 of the
Municipal Mayor, this municipality, requesting authority to enter into and sign the Memorandum
of Agreement with the Department of Social Welfare and Development (DSWD) Field Office
VII, Cebu City, and Mr. Abito K. Amamangpang of Barangay Malabuhan and Mr. Nicolas P.
Palomaria of Barangay Siit (clients), all of this municipality, to jointly support and contribute the
proposed Balik Probinsya Bagong Pag-asa Program in this municipality;

NOWTHEREFORE, on motion of Honorable William A. Kirit, duly seconded by

Honorable Christine Faith H. Diaz, the Sangguniang Bayan, Municipality of Siaton, Province of
Negros Oriental

RESOLVED, as it is hereby resolved, to authorize the Municipal Mayor, this

municipality, to enter into and sign the Memorandum of Agreement with the Department of
Social Welfare and Development (DSWD) Field Office VII, Cebu City, and Mr. Abito K.
Amamangpang of Barangay Malabuhan and Mr. Nicolas P. Palomaria of Barangay Siit (Clients),
all of this municipality, to jointly support and contribute the proposed Balik Probinsya Bagong
Pag-asa Program in this municipality; and to furnish copies hereof each to the parties concerned
for their information.

Approved.

(Client), to jointly support and contribute the proposed Balik Probinsya Bagong Pag-asa Program
in this municipality;

NOWTHEREFORE, on motion of Honorable William A. Kirit, duly seconded by

Honorable Emelyn M. Gadingan, the Sangguniang Bayan, Municipality of Siaton, Province of
Negros Oriental

RESOLVED, as it is hereby resolved, to authorize the Municipal Mayor, this

municipality, to enter into and sign the Memorandum of Agreement with the Department of
Social Welfare and Development (DSWD) Field Office VII, Cebu City, and Mr. Lamberto
Masias Pajayat Ragudo of Barangay Saguing, Maria, Siquijor (Client), to jointly support and
contribute the proposed Balik Probinsya Bagong Pag-asa Program in this municipality; and to
furnish copies hereof each to the parties concerned for their information.
