CONTEXT AND RATIONALE

Liliw Central Elementary School depends on DepEd’s mandate to

provide a school system and assist learners to discover their full potential

in a child-centered and value driven teaching-learning environment and

thereby, enable them to create their own destiny in the global community.

In compliance with the “Campus Journalism Act of 1991” which

declared the policy of the state to uphold freedom of the press even at the

campus level and promote the growth of campus journalism as means of

strengthening ethical values, encouraging critical and creative thinking,

and developing moral character, LCES, in furtherance of the policy

undertook various programs that improve the journalistic skills of pupils

concerned.

For the journalistic skills to be truly used on various publication

activities, LCES Campus Journalism Coordinator / proponent led Project

JoWorksKI (Journalism Workshops Key to Informative Newspaper) which

focused on school-based journalism activities for young journalists. This is

a year-long journalism program which started in 2017 and needed to make

some innovations and upgraded intervention in its review program in this

time of new normal since face to face is prohibited or not allowed.

The Banahaw Breeze and Ang Balitang Banahaw, the official English

and Filipino school publication of Liliw Central Elementary School, cohere

to Republic Act No. 7079, An Act Providing for the Development and

Promotion of Campus Journalism and for their Purposes, which shall be

utilized to train interested pupils in the application of communication arts in

journalism; the basic mechanism and technical skills in journalism; the

responsibilities and privileges in journalism in relation with the contents of

articles to be published and the use of the student publication in support of

the educational development of the learner, the school, the community and

the country.

This Campus Journalism program provides pupils a voice. Young

journalists can act as the messengers of the student body. It also helps

pupils improve their skills in communication arts and each one is given

regular tasks such as editing, writing, proofreading, and headline writing,

among others.

LCES Young Journalists were doing campus journalism that serves to

enable communities where the students live, enable them to advance,

grow and serve the common good. The Banahaw Breeze and Ang

Balitang Banahaw provide a platform for students/pupils to express their

ideas and creativity. It helps to develop their critical thinking skills. Having

a school newspaper empowers young journalists to showcase their writing

skills and voice their opinions.

An important feature of this academic year is the use of alternative

learning modalities or adaptive learning such as the use of online

platforms for their classes. Campus Journalism this school year undergoes

widespread changes. Campus journalism intervention and review program

are needed to sustain in order to develop the journalistic skills of LCES

young journalists; assess the training needs supported by an output of

each participant; and further equip young journalists with the much-needed

skills in the field of journalism.

Innovation in campus journalism and the review program of Liliw

Central Elementary School will be a great help or can assist young

journalists to improve their journalism skills even in this time of new normal

in education.

In connection with, the researcher decided to conduct an action

research to improve the existing campus journalism training program and

made innovations in this new normal to address the needed changes in

the training program.

The primary objective of this study is to assess the effectiveness of

Project JoWorKsKI in the new normal as innovative technique in campus

journalism intervention and review program for S.Y. 2020-2021 towards

the increase of young journalists’ performance even in this time of new

normal or amidst pandemic.

INNOVATION, INTERVENTION, AND STRATEGY

The journalism program of LCES which started last April 2017 needed

to implement innovations and upgrade interventions in this school year

amidst pandemic. This project, chaired by LCES Campus Journalism

Coordinator, aims to enhance the journalistic skills of LCES young

journalists.
From the school year 2017-2018, the journalism activities under Project

JoWorksKI (Journalism Workshops Key to Informative Newspaper). It

starts with benchmarking in the other schools in Liliw District wherein

journalism is also in the list of their priorities then followed by invitations to

all interested and skillful pupils of LCES, then an orientation for the young

journalists is conducted during the month of June. Rules and Regulations

are discussed during the orientation. Journalism training is conducted a

week after the orientation after classes. School paper advisers discussed

a particular category and topic. Some division trainers are also invited to

share their skills and ideas to LCES young journalists. Critiquing of

journalists’ outputs are also included in the program and their training.

The process of this school-based campus journalism training which

conducted annually for three years was already established in the minds of

every young journalist and results into having self-confidence and self-

realization which helped them to receive gold during district and higher

campus journalism competitions.

The pandemic and education ‘in the new normal” transformed the

record and changed the situation. Campus Journalism underwent

widespread changes and needed to find itself in a ‘new normal’.

In relation to this, the researcher presented an action plan and

implemented a generated innovation of campus journalism training in

LCES.

This action research was conducted from December 2020 to June of

the current year. The Banahaw Breeze and Ang Balitang Banahaw young
journalists were the focus of this action research. The profiling of the

respondents was first done and their performance was evaluated through

their outputs which were checked and graded by their school paper

advisers using the monitoring and evaluation tool of Project JoWorKsKI.

Since face to face is not allowed, online campus journalism training

phase 1 was conducted on December 2020 while phase 2 was also

conducted in April 2021. Project JoWorKsKI Monitoring and Assessment

Tool used by Campus Journalism Coordinator to track the performance of

young journalists which was designed for this action research. Campus

Journalism Coordinator utilized Project JoWorksKI in the new normal as

an intervention which aims to enhance the journalistic skills of LCES

young journalists amidst pandemic.

These young journalists together with their coaches underwent virtual

training with their respective categories. Division trainers and other junior

journalists were also invited to impart knowledge and to assist LCES

journalists in doing their outputs. Written outputs were checked by their

coaches. As part of the upgraded action plan and innovation of Project

JoWorksKI was the use of Reflection or Exit Card in google form which

was answered by young journalists after their workshops to find out their

thoughts regarding the virtual training conducted by their School Paper

Advisers. Survey Questionnaires in google form were forwarded to the

respondents and were answered.
