Development of ISO/IWA 42 Net Zero Guiding Principles

To achieve publication by COP27 in November we will need to work in a spirit of collaboration: please aim for good not perfect.

COMMENTING

- Comments should be submitted on the ISO commenting template: please limit comments to what really matters rather than wording preference
- Please only submit one comment/proposed change per row of the template and per sentence of the draft.
- Very long comments, proposing changes to multiple sentences/paragraphs/bullet points are very difficult for other people to understand.
- Please do NOT alter the template in anyway (e.g. removing, adding or changing column width).

Column: MB Put your initials here so we can identify whose comment it is.
Column: Line number Always reference the first line number your comment refers to, so that we can easily identify where it belongs
Column: Clause Also use the clause/sub-clause number as an additional identifier
Column: Para/Fig/Table This column can also be used to identify a specific bullet point
Column: Type of comment Comments can be general (whole document), technical (substantive) or editorial (grammar, spelling, clarity)
Please focus on technical comments. The IWA will be edited both during development and before publication
Column: Comment Explain the reason/justification for your proposed change to help others understand
Column: Proposal Write the exact text you think should be included. It is helpful to copy existing text and put your proposed changes in red
Column: Observations Leave this column BLANK. This is where proposed and final dispositions of comments will be noted.
PROCESSING OF COMMENTS
1. Comments received at every stage will be collated into one document.
2. The Secretariat will review the comments and propose how they should be resolved. Proposals will include:

ACCEPT accept the change exactly as proposed


PARTIALLY ACCEPT accept part of the proposal or the idea of the proposal but with modifications
NOT ACCEPT a reason will be provided: participants can ask to discuss the decision and a compromise can be sought
NOTED comments without proposed changes will be noted and not discussed. A comment may also be noted if it refers to issues such as consistency.
These checks and corrections will be done outside of workshops.

3. The collated comments with proposals will be circulated to workshop participants.


4. Participants should review the proposals and note the number of any comments where they disagree with the proposal and wish to discuss. We anticipate a
lot of comments will be submitted, therefore please only raise issues which are very important to you.
5. At the workshop we will ONLY discuss comments raised as an issue.

WORKSHOPS
The workshops will be used to improve the draft through processing of all comments (on the template). If there are a large number of comments, we will need to
continue to work through them in both of the workshops held on one day, rather than going over all comments with everyone.
Participants are encouraged to trust participants to make good decisions through the consensus process. If a participant has an issue with a change made – or not
made – they should submit a new comment at the next iteration and identify it as a key issue.

- polls will be used to assess the level of consensus
- to make a change we will seek a minimum of 67% agreement: if there is no agreement the original text remains
- objectors to a change (or those strongly advocating a change not generally supported) will be invited to speak. A new poll will take place to see if views have
changed after hearing speakers.
- discussions may need to be time limited, so please keep verbal comments brief and avoid repeating yourself or others.
- the revised draft will be circulated following the workshops for a new round of commenting
- comment templates with final decisions on all comments will be circulated to everyone so you can see what has been decided and why.

The ISO process enables the IWA to be revised as necessary to ensure it remains fit for purpose. We will provide feedback opportunities after publication.
