communication networks.

lives and livelihoods, clear messages with basic, helpful information are essential. There must
be created acceptable authority voices and pre-identified regional, national, and community
level communication platforms. To ensure that as many people as possible are alerted, to
prevent the failure of any one channel, and to reinforce the warning message, numerous
communication channels must be used.
