30223708– ACTIVE FIBER OPTIC MONITORING SYSTEM (AFOMS)

DESCRIPTION
This work shall consist of furnishing, installing and configurating an Active Fiber Optic
Monitoring System at the Regional Transportation Management Center (RTMC) at location in the
contract document and as ordered by the Engineer. The Active Fiber Optic Monitoring System
shall be an active fiber monitoring testing tool for the RTMC.
Active Fiber Optic Monitoring System central (AFOMS) shall allow fast detection and location of
fiber optic cable faults and reducing the MTTR (Mean Time To Repair) and ensuring the RTMC
has highest fiber optic network availability. The AFOMS shall contain the following general
characteristics:
AFOMS-Character.1. Real time active and passive fiber monitoring.
AFOMS-Character.2. Send alerts and alarm messages to users via multiple channels when
problems are detected
AFOMS-Character.3. Perform an analysis of the optical fibers to analyze trends over time
AFOMS-Character.4. Document the monitored fiber optic network and correlate OTDR (Optical
Time Domain Reflectometer) traces with geographical routes in a map
AFOMS-Character.5. Be able to integrate to the existing RTMC NMS system
AFOMS-Character.6. Be able to utilize RTMC existing GIS mapping and information for
recognizing the existing fiber optic cable network system.
AFOMS’s Fiber Optic Remote Test Unit (FO-RTU) is a fiber optic test device with embedded
OTDR and optical switch for monitoring the multiple fibers. The FO-RTU shall contain the
following general characteristics:
FO-RTU-Character.1. Rugged hardware unit
FO-RTU-Character.2. Continuous automated surveillance of active or passive optical fibers in the
network using its embedded OTDR technology.
FO-RTU-Character.3. Contain optical switch for monitoring multiple fiber stands (24 ports) from
different cables.
The contractor shall coordinate with RTMC for selecting and the qualification of the of the vendor
for complete furnish and installing these items as specified here.
The vendor shall implement complete AFOMS and FO-RTU deployment as a turn-key system that
includes following deployment components:
Component.1. All AFOMS Software including third parties’ software
Component.2. All hardware including active fiber monitoring devices and AFOMS servers as
needed
Component.3. Import all existing fiber optic cable system information from RTMC GIS or As-
built electronic files. (fiber optic cables, segment, manhole/ pull boxes, splicing
node, splice details, termination point and details, fiber status (active or spare) and
geo mapping information.

The vendor shall have experiences with AFOMS and FO-RTU manufacturing and implementation
experiences with following minimum requirements:
Qualification.1. Past projects qualification- more than 10 years experiences on AFOMS
manufacturing and deployment
Qualification.2. Experiences with larger AFOMS with more than 30 Fiber Optic Remote
Terminal Unit (FO-RTU) deployment projects
Qualification.3. Provide minimum three references of projects deploy last 5 years.
(additional references are preferred)
Qualification.4. The manufacturer shall have support service office located in the United
States.

MATERIALS
All materials furnished, assembled, fabricated, or installed shall be new, corrosion resistant, and
in strict accordance with the standards set by the New York State Department of Transportation
(NYSDOT). The AFOMS shall deliver high quality Fiber optic fault detection with a real time
alarm distribution to the RTMC operation/ maintenance and management teams.
All AFOMS equipment at the RTMC and at the field shall be furnished, installed, and configured
and shall be managed and operated by the RTMC. All communication/network cabling,
connectors, labeling, field FO-RTU device, and incidentals required for installation of AFOMS
servers and the integration to the RTMC existing NMS shall be supplied and installed by the
vendor. The vendor shall not access any existing software, firmware, and hardware at the RTMC
without the written approval of the RTMC.
a. AFOMS application requirement
AFOMS-App-Req.1. The AFOMS shall real time monitor and detect and locate any of fiber
fault events in the monitoring fiber optic network. The AFOMS shall
reduce the MTTR and result in being able to guarantee a higher level of
service to its customers.
AFOMS-App-Req.2. The AFOMS shall real time monitor the fibers and enable the early
detection of a gradual deterioration in the optical characteristics of the
fiber and this shall enable the implementation of preventive
maintenance work before the data traffic carrying capability of the
network is compromised.
AFOMS-App-Req.3. The AFOMS shall provide an integrated mechanism for documenting
the monitored the optical network. All testing data shall be
automatically correlated with geographic information.
AFOMS-App-Req.4. The AFOMS shall have an optical network statistics recording
capability to support documented proof of MTTR (Mean Time To

Repair) and MTBF (Mean Time Between Failure) and capability for
having other statistics of the optical network operation and maintenance.
The system shall store sufficient test and measurement data to support
such time-based analysis.
AFOMS-App-Req.5. Central server based, capable of managing more than 500 FO-RTUs and
100s of the AFOMS’s users simultaneously.
AFOMS-App-Req.6. Ability to reside on a redundant server with automatic backup
capabilities
AFOMS-App-Req.7. PostgreSQL database support
AFOMS-App-Req.8. Licenses for an unlimited number of clients, web clients and users
AFOMS-App-Req.9. All software including database and mapping software shall include all
needed licenses for operation in perpetuity; no additional licenses shall
be needed in the future

AFOMS-App-Req.11. GIS mapping tools, with maps available online or off-line

GUI shall allow all system configuration, testing and alarm handling
without the need for additional applications.
AFOMS-App-Req.54. The required AFOMS system shall have a flexible hardware and
software architecture enabling it to grow dynamically as the network

grows. In addition, the system shall allow for integration with existing
OSS components including but not limited to network documentation
(GIS), alarm manager and other centralized network management
functions
b. AFOMS functional requirement
▪ Network configuration functions
The configuration of fibers under test shall be done via the GUI interface. It will be composed
of a domain tree and reference OTDR traces. It shall be possible from the domain tree, with a
GUI interface, to define and configured the following elements:
AFOMS-Function-Req.1. Landmarks element to be configured in base information
AFOMS-Function-Req.2. Geographical distances to be verified and configured in base
information
AFOMS-Function-Req.3. GPS co-ordinates to be verified and configured in base information
AFOMS-Function-Req.4. Monitored points to be verified and configured in base information
AFOMS-Function-Req.5. Splices/ splice enclosure to be verified and configured in base
information
AFOMS-Function-Req.6. Connectors/ termination points to be verified and configured in base
information
AFOMS-Function-Req.7. The connection path between the FO-RTU and the fiber under test
(OTAU port)
AFOMS-Function-Req.8. Fiber optics pull boxes/ junction boxes/ manholes with slack fibers
to be verified and configured in base information.
AFOMS-Function-Req.9. Fiber optic demarcation box/ cabinet to be verified and configured
in base information.
AFOMS-Function-Req.10. Fiber Optic hubs to be verified and configured in base
information.
AFOMS-Function-Req.11. ITS field cabinet with fiber termination/ splices to be
verified and configured in base information.
AFOMS-Function-Req.12. Position adjustment, the adjustment of the position of the
optical components on the OTDR trace will enable the
determination of the true optical distance and give an accurate ratio
between optical distance and geographical distance. This ratio will
then correct all the unknown values due to the helix factor, refractive
index and cable slack. This ratio shall be used to give the
geographical distance in case of fault location.

AFOMS-Function-Req.13. Any client station shall have an overview of all the fibers
under test. The color of the fiber, associated with a graphical
symbol, shall indicate the status of that fiber. The minimum
indication function to be configured shall be:
o Fibers are not monitored, (NM-FIBER)
o Fibers are monitored (M-FIBERS)
o A fault has been found on this fiber.
AFOMS-Function-Req.14. The system shall be capable and configure to distinguish
between Major and Minor fault conditions and thresholds for the
two levels of alarm should be independently settable.
▪ Network domain configuration functions
AFOMS-Function-Req.15. The AFOMS system shall have the ability to organize Fiber
Circuits and FO-RTUs in Domains.
AFOMS-Function-Req.16. The monitoring and maintenance of a network can be broken
down into multi-ways, each of which is unique to a specific
organization. The Domain utility shall enable customized
organization of network elements within the framework of a
AFOMS monitoring system.
AFOMS-Function-Req.17. This organization could be defined in any one of several
ways: Regional, Operational Customer and Service approaches.
▪ Network user account configuration functions
AFOMS-Function-Req.18. User accounts shall be managed from a Domain basis. By
default, the monitoring system shall have a single default Domain
call System that contains all monitored elements including FO-
RTUs, OTAUs and fiber optic links.
AFOMS-Function-Req.19. All other Domains are comprised of elements from the
System Domain. When creating a user account, there should be five
permission levels:
o Administrator
o Operator
o Technician
o Customer
o Share

AFOMS-Function-Req.20. The Administrator shall have the ability to create monitoring


equipment records, modify all system properties, create Domains,
and create user accounts.
AFOMS-Function-Req.21. The Operator shall have the ability to modify monitoring
system properties.
AFOMS-Function-Req.22. The Technician shall have the ability to view testing
parameters, investigate faults, generate reports, and perform
interactive tests with the fiber.
AFOMS-Function-Req.23. Other customer shall have the ability to “view” the network
and the testing results but may not request test data or generate
reports.
AFOMS-Function-Req.24. The Share account provides a read-only access to the system
to generate generic network views and reports that are useful in a
service sharing role.
AFOMS-Function-Req.25. When creating an account, a given user shall have
permissions assigned on a per Domain basis. In other words, an
individual responsible for one region can be Operator in the
appropriate Domain, but Technician in the other Domains. Thus,
modifications to the system are limited to those with appropriate
level and organizational responsibility.
▪ Test functions
AFOMS-Function-Req.26. Test on demand shall be performed by choosing the
appropriate fiber from a menu in the system at the server site, and
the test is initiated. OTDR test of the fiber is performed, and the
OTDR trace information is sent back to the Server site
AFOMS-Function-Req.27. Test on demand shall be the basic test of any of the fibers
connected with the AFOMS, and it should offer a simple and
interactive test environment, where the user can choose a fiber to
test, and the AFOMS shall swiftly prompt with the test results
AFOMS-Function-Req.28. Auto Routine Testing shall allow for testing according to a
schedule. It shall be possible to test selected fibers in the network at
pre-determined times. For example, every Monday at 10 in the
morning, or every day in two hours intervals, etc.…
AFOMS-Function-Req.29. Historical data of the network performance shall be able to
obtain using Auto routine test. This is important in detecting
degradations to the network that happen slowly over a long-time
span.

AFOMS-Function-Req.30. The minimum time between tests shall be no more than one
minute to allow for near real-time monitoring of especially sensitive
fibers.
AFOMS-Function-Req.31. The AFOMS System shall have the ability to store and report
on this data for a minimum of 10 year.
AFOMS-Function-Req.32. The AFOMS shall provide the ability to operate in a
surveillance test. In this test, all monitored fibers are repeatedly
tested in a round robin fashion.
AFOMS-Function-Req.33. Surveillance test data shall be used in a subsequent analysis
by comparing to a reference data set. As minimum, these
comparisons shall be done in three modes of evaluation:
o Trace compare
o Ends detect
o End to end loss
AFOMS-Function-Req.34. The AFOMS shall support the use of any or all tests on a
single fiber.
AFOMS-Function-Req.35. The AFOMS shall be capable of testing at least 20 point-to-
point fibers of length at least 150km in no more than 12 minutes
AFOMS-Function-Req.36. The FO-RTU shall be capable of performing such tests
locally without significant utilization of communication resources
or rely on the Server for analysis.
▪ Remote maintenance access functions
AFOMS-Function-Req.37. The AFOMS shall offer as a Remote Maintenance Access
(RMA). RMA is a feature that allows for accessing into the Server
from any location in the World.
AFOMS-Function-Req.38. The RMA feature shall be password protected, and it shall
only be operable if the AFOMS site allows for it.
AFOMS-Function-Req.39. The RMA shall give the user at a remote site exactly the
same computer screen view as at the AFOMS site, and the AFOMS
can be operated from this remote site, just as if the user was at the
AFOMS site.
▪ Optical network documentation management / GIS functions
AFOMS-Function-Req.40. This document management function shall provide for the
entry and maintenance of the optical cables’ documentation.
AFOMS-Function-Req.41. The fiber route information should include its GPS
coordinates so it can be displayed on a map.

AFOMS-Function-Req.42. The fiber routes shall be entered by creating them using only
the GUI interface and by importing as well.
AFOMS-Function-Req.43. The AFOMS shall have a library of components (connector,
splice, coupler, fiber, cable, etc.) and shall be available for the user
as a “Look-up table”.
AFOMS-Function-Req.44. The document management function shall offer the
possibility of creating and adding both point-to-point link and point-
to-multi-point networks. Diagram view of the PON shall be available.
AFOMS-Function-Req.45. The document management function shall be possible to
define certain characteristic points such as topological identifiers
and to associate supplementary information such as address,
telephone number, special precautions, or access details etc.
AFOMS-Function-Req.46. The document management function shall use the
topological identifiers to give information that is easy to interpret
when a fault occurs.
AFOMS-Function-Req.47. The document management function shall also be able to
record GPS co-ordinates for all the points featured on the schematic/
maps documentation.
AFOMS-Function-Req.48. The AFOMS software window shall provide the detailed
nomenclature (uniform identification) of the optical cables. It shall
be possible to define new components by defining a new graphical
representation and inputting typical characteristics.
AFOMS-Function-Req.49. The graphical components shall be able to add in the
standard component’s library.
AFOMS-Function-Req.50. To optimize the network maintenance, it shall be possible to
simulate an OTDR trace from the network optical documentation
management function. Capability to perform the function from the
GIS.
AFOMS-Function-Req.51. The AFOMS shall have the ability to interface with other
network documentation systems and to be able to transfer data
between these two systems.
AFOMS-Function-Req.52. The AFOMS shall have capability for transferring the alarm
information to other documentation system.
AFOMS-Function-Req.53. The AFOMS should be able to display a fiber break directly
on the map, differentiating with color routes in an alarm and routes
not in alarm, for example in red and green colors respectively.

▪ OTDR trace analysis functions


AFOMS-Function-Req.54. The OTDR trace analysis functions shall allow the user to
process, analyze and make measurements on the OTDR traces.
AFOMS-Function-Req.55. The OTDR trace analysis functions shall provide a high-
performance mode to accurately identify and localize an event or a
fault on an optical cable.
AFOMS-Function-Req.56. The OTDR trace analysis functions should be possible to
export OTDR trace data in a suitable industry format. The format to
be SOR or be specified by RTMC.
AFOMS-Function-Req.57. To improve the accuracy of the fault location, the AFOMS
shall be possible graphically to define a correspondence function
between optical and geographical distances.
AFOMS-Function-Req.58. The AFOMS shall offer graphical functions such as zooms
and shifts on an OTDR trace.
AFOMS-Function-Req.59. The AFOMS shall have function for display minimum 8
different traces in the same window and a comparisons and
differences between the selected traces shall be possible.
AFOMS-Function-Req.60. The AFOMS OTDR trace function shall measure the
following parameters:
o Splice, db/km, reflectance, and distance measurement,
o Optical Return Loss, mask control measurement,
o Automatic measurement with detection threshold, manual
measurement with cursors,
o Localization of events or faults with splice thresholds, Fresnel,
end of fiber,
o Automatic ghost detection (Based on the system demonstration
and per RTMC approval this may not require)
o Provide event/ summary tables
AFOMS-Function-Req.61. The AFOMS shall support multiple Index of Refraction and
Backscatter Coefficient to maintain the highest degree of fault
location.
AFOMS-Function-Req.62. The AFOMS shall have an Integrated reporting interface.
This interface shall have the ability to create, schedule, print, e-mail,
and store a multitude of reports.
AFOMS-Function-Req.63. The AFOMS report shall consist of but not limited to
following:

AFOMS-Function-Req.64. The AFOMS’s reports shall be available in SOR, CSV and
Adobe Acrobat formats.
▪ AFOMS administration functions
AFOMS-Function-Req.65. The AFOMS access privileges shall be controlled by the
system Administrator functions.
AFOMS-Function-Req.66. The AFOMS administration function shall be able to define
groups and User Groups. A group will be a set of users with the
same privileges.
AFOMS-Function-Req.67. The AFOMS administration function shall define name and
password for each user.
AFOMS-Function-Req.68. The AFOMS administration function shall give a privileges
per user function and per network area (region). This means for
example that a user will not only be able to run and modify the tests
on his region only, but also be able to see the alarms on another
region.
AFOMS-Function-Req.69. The AFOMS administration function shall provide
privileges will as READ ONLY. READ/WRITE,
READ/WRITE/AMEND/DELETE for the following objects:
o Fiber testing
o Fiber Measuring
o Surveillance configuration set-up and amend
o Predictive maintenance configuration
o System configuration
▪ AFOMS Self-test function
AFOMS-Function-Req.70. The AFOMS shall have a self-test function that run
periodically, as set by the administrator. The self-test shall identify,
and report problems such as:
o Communication problem between the server and an FO-RTU.

▪ AFOMS alarm integration functions
AFOMS-Function-Req.71. The AFOMS alarm integration function alarms tied to a fiber
optic span IDs. A span ID is defined as a denominator for a part of
the fiber optic network monitored by the AFOMS.
AFOMS-Function-Req.72. The AFOMS alarm integration function shall provide an
alarm reporting alarms at a regional site only consists of reports on
the part of the network the regional site is monitoring.
AFOMS-Function-Req.73. The AFOMS alarm integration functions shall provide all
alarm at the central site.
AFOMS-Function-Req.74. The AFOMS alarm integration functions alarm notification
shall be offered in three different ways as follow:
o An audible alarm from the client computer will sound in case of
an alarm.
o The computer monitor will show the alarm information, with a
window, and with a map interface pointing to the location of for
instance a cable break. Also included is a text message
describing the location of the fault, relative to landmarks, and
including longitude and latitude coordinates.
o E-Mails can be sent out with a text message or PDF format alarm
report including information about the location of the fault
relative to known landmarks, and with longitude and latitude
coordinates.

AFOMS-Function-Req.75. The AFOMS alarm integration functions shall map


interface, which shall use color-coding of alarms.
AFOMS-Function-Req.76. The AFOMS alarm integration functions map shall shows
the span ID with the problem in:
o mm A red color code if a fiber break, and in case of a fiber
threshold violation.
o A yellow/red color code if span ID will result from alarms from
a launch level deviation (the OTDR pulse launched, exhibits a

loss in the beginning of the connection exceeding a preset


threshold).
o A Green color if the span ID in normal operation and its

AFOMS-Function-Req.77. The AFOMS alarm integration functions shall have alarm
notification feedback. The notification feedback shall confirm that
alarm notifications are received by the appropriate personnel/ user,
for efficient and prompt response to the potential problem.
▪ AFOMS SNMS interface functions
AFOMS-Function-Req.78. The AFOMS shall support a SNMP interface supporting
functions with following capability:
o Alarm broadcast
o System status
o Be compliant with ITU alarm standards
▪ AFOMS GIS integration functions
AFOMS-Function-Req.79. The AFOMS shall support an interface allowing integration
with pre-existing GIS or network documentation systems.
c. AFOMS deployment requirement
The AFOMS shall be furnished and installed with complete central hardware for monitoring
and management of FO-RTU and provide users services for their operation. The central
hardware system shall include but not limit to the following components:
▪ AFOMS central, redundant, and backup servers’ platform shall have the following as
minimum

The server configuration shall support fault tolerance through a backup server supporting
synchronization and switchover. The server shall be offered with a redundant server. This
redundant server shall contain the same software and database information as the primary
server. Any changes to the database information in the primary Server shall be
automatically copied to the redundant server. In case of hardware failure in the primary
server, the redundant server shall be able to become the primary Server. The AFOMS
shall always be operable, even in case of primary server hardware failure.

▪ AFOMS central server software with multi-user shall have the following minimum
support capabilities:
AFOMS-Dep-Req.8. Minimum 200 FO-RTUs per Server.
AFOMS-Dep-Req.9. Minimum 3 local Optical Test Access Unit (OTAU/ optical switch
unit should be able to be controlled via serial port/ USB
AFOMS-Dep-Req.10. Remote OTAUs should be controlled via Ethernet
AFOMS-Dep-Req.11. Fibers per OTAU. Up to 120 fibers per OTAU.
AFOMS-Dep-Req.12. A Server shall be able to support at least 40 simultaneous users. A
Server shall be able to control and communicate with at least 40
remote PCs.
AFOMS-Dep-Req.13. Server license must support an unlimited number of users at no
additional cost
AFOMS-Dep-Req.14. Database shall not have any additional cost and shall not require
any additional licensing after the initial purchase.
AFOMS-Dep-Req.15. The AFOMS should NOT lock the user in to a certain network size
and complexity. The AFOMS shall be expandable for future needs
▪ Client Software
AFOMS-Dep-Req.16. The AFOMS users shall support the use of networked Windows
clients. The proposed computers must be capable of running the
client software without unnecessary degradation in performance
other than restrictions from network bandwidth.
AFOMS-Dep-Req.17. The vendor shall verify the RTMC’s users’ computers for this
client software compatibility and provide the recommendations to
the RTMC for the user’s computer requirement for upgrading, as
need.
AFOMS-Dep-Req.18. The AFOMS shall provide all access functionality using remote
client access.
AFOMS-Dep-Req.19. The client software must be capable of running on existing desktop
platforms as well.
▪ Distributed Communications
The AFOMS shall use Ethernet for communications means between the central site, and
any of the remote sites (client-server and FO-RTU-server communication equally).
AFOMS-Dep-Req.20. The principal communication mechanism shall be Ethernet. Both
the client-server and FO-RTU-server communication shall use
Ethernet as the primary communication media. As distributed

WAN is a finite resource, the FO-RTU-server communication


usage shall be minimal.
d. FO-RTU requirement
The FO-RTUs shall be capable of the following:
FO-RTU-Req.1. Equipped with an embedded OTDR for measurements
FO-RTU-Req.2. Storage of database information
FO-RTU-Req.3. Comparison of current OTDR traces with reference traces, initiate an alarm
in case of deviations, and send the alarm to the Server.
FO-RTU-Req.4. Communicating with external OTAUs, remote computer, and Server
FO-RTU-Req.5. Internal optical switch with minimum 24 fibers (internal OTAU)
FO-RTU-Req.6. The FO-RTUs shall be comprised of the following components:
o OTDR test module
o Optical switch
o Power supply
o Contact relay alarm outputs
o Eternal communications interfaces
o Local Access Interfaces
FO-RTU-Req.7. The FO-RTUs shall be powered by 120VAC.
FO-RTU-Req.8. The FO-RTUs shall be fully assembled in the USA.
FO-RTU-Req.9. The FO-RTU shall come with a remote reset feature. This feature shall be
accessible with a POTS Line and shall be dialed from any location in the
world to reset the RTU.
FO-RTU-Req.10. The FO-RTUs shall be rack mountable in 19” and 23” racks and have a
height of no more than 2U (3.5 inches).
FO-RTU-Req.11. The FO-RTUs shall have a status display showing the current operation of
the unit.
FO-RTU-Req.12. The FO-RTUs shall have LED indicators showing, whether the laser in the
OTDR module is emitting light, whether the unit is powered, and whether
an error has occurred.
FO-RTU-Req.13. The software resident in the FO-RTUs shall be remotely upgradeable.

nm ranges. FO-RTU type 2 is optional requirement for this project. Also

CONSTRUCTION DETAILS:
The Vendor shall be responsible for full deployment of the AFOMS and the project’s FO-RTU,
testing, training and proving the warranties as specified here. The vendor is also responsible for
any required modifications and additions to implement the field and central equipment furnished
and installed under this specification items. The Vendor shall have qualified staff, meeting the
following requirements:
• A minimum of five years’ experience in the design, development, and operation of
AFOMS and FO-RTU,
The Vendor shall submit to the Engineer the proof of the above qualifications prior to the start of
any work. The Vendor shall submit the complete the AFOMS materials submission, system
deployment plan submittal, system integration to the existing RTMC’s NMS and GIS plan
submittal, test plan submittal and system training submittal to RTMC for review and approval. Per
RTMC’s request and direction, the vendor shall provide a demonstration testing of the proposed
AFOMS and equipment. The demonstration shall include the AFOMS software, performance,
operation, FO-RTU, and integration to NMS and GIS, integration of the data to the existing NMS
and GIS.
The AFOMS shall be install and configured to provide all services and support functions required
to meet system requirements and the number of FO-RTU will be installed on the project. These
services shall include but not limited to:

• System design and final assessment of monitoring requirements


• Guidance during the site survey process
• On-site installation and configuration services for the FO-RTUs, OTAUs, system server
and client software
• Assistance during final system acceptance demonstration
A. System Test:
The Vendor shall submit a comprehensive system. testing plan and procedure for review by the
RTMC for all components, requirements and the functions, threshold data that need to be
measured, verified and validated for commissioning.
The Vendor shall provide representatives to perform commissioning. The commencement of
commissioning shall not begin until all project elements construction, device mounting and
installation, and power and communication connections have been completed.
The Vendor shall submit test plan and procedures to the RTMC for approval a minimum of 30
working days and before conducting any tests. All tests shall comply with items approved in the
design report and be conducted as described in the contract documents.
Prior to approval of the test plan and procedure, the vendor shall provide a system test and
integration workshop on location at the RTMC. The workshop shall describe the test actions in
detail, expected results, and system check list and optimization/updated configuration process. The
flow chart of test, including actions to any test step failure results shall be included in the test plan
and procedure document. The System test and integration period and schedule shall be coordinated
with the RTMC with a minimum of 14 days in advanced notice.
Upon final completion of the work specified herein, the AFOMS shall undergo a 90-day Final
Acceptance Test. This test shall incorporate all communication system data collection/real-time
database, management, and control features described in this specification. The test plan shall have
the following stages as minimum test actions:
▪ Initial Acceptance Testing: Provide test steps for all system functions and control
processes. The test also includes all FO-RTU furnished and installed in this project. All
FO-RTU shall be integrated to the AFOMS and their share data shall be integrated to
existing NMS and GIS.
Testing the remote monitoring capability and configuration changes including any
firmware or software updating shall be performed and confirmed at this stage. The test also
includes the testing of all furnished hardware in this pay item per their manufacturer’s
recommendation and guidelines.
All default or modified configurations of the hardware shall be tested and confirmed in this
stage. The initial acceptance test shall include the definition and description of all test
criteria and accepted or rejected values or results. This test shall be performed to the
satisfaction of all test results.

▪ Start-Up Component Testing: on each site testing shall verify and document the AFOMS
integrating to each individual FO-RTU and shows FO-RTU are functioning properly.
▪ Final System Acceptance Testing: The final acceptance test period shall commence at the
conclusion of successful Start-Up Component testing and shall continue for a period of 90
days. At the RTMC, the AFOMS must continuously operate and demonstrate a cumulative
downtime of less than 5% during the 90-day test period.
FO-RTU must continuously operate and demonstrate a cumulative downtime of less than
5% during the 90-day test period.
If downtime equals or exceeds 5%, a corrective action plan shall be submitted to the RTMC
for approval and the testing shall be repeated for an additional 30 days until successful
demonstration of the less than 5% downtime requirement. All test results and test reports
(whether satisfactory or otherwise) shall be submitted to the RTMC within 48 hours of
testing completion.

B. Documentation:
The Vendor shall provide five (5) copies of all hardware and software/firmware implementations
and modifications made under this contract. Documentation on any manufacturer supplied or
public domain programs used in the modifications shall be included in the documentation. Any
third party required software shall be furnished with full third part documentation, licenses and
required support service agreement, which will be needed for the system operation. The third
parties’ support services shall cover one year after the system acceptance, at a minimum. The
following list of documents shall be included, at a minimum:
• Updated furnished system report. All changes during the implementation plus details of
configuration and software development shall be included in this report,
• Deployed System Hardware component detail list, diagrams, and configuration,
• The AFOMS Operation and Maintenance Manual/User guide,
• The FO-RTU Operation and Maintenance Manual/User guide,
• The AFOMS SOP (System Operation Procedure for RTMC operator),
• Test results reports
• System Training materials,
The Vendor shall submit shop drawings that show, and document all proposed equipment,
subsystems, modifications and integration to the existing NMS and GIS systems for approval by
the engineer.
C. Training:
The Vendor shall provide a minimum 10-hour training course or 20 hours of web-based training
for the AFOMS and FO-RTU including:
• Proposed AFOMS and FO-RTU Operation Concepts

• Proposed AFOMS and FO-RTU tools (hardware part and software modules)
• AFOMS and FO-RTU Operation Training administration, field device remote
configuration capability, OHVD alert and warning settings, database and reporting,
function setting, AFOMS integration to the existing NMS/ viewing data, AFOMS
integration to existing GIS/ viewing data, verification and testing, displaying, alarm
notification and reporting,
• Maintenance: AFOMS and FO-RTU hardware and software preventive maintenance
needs and procedure, hardware checking, test and diagnostic, updating, hardware
spare parts and maintenance tools.
The Training shall be performed at the RTMC or as an alternative a Web based training (20 hours)
will be provided. The training shall be performed in three levels: Operator (Level one), Technician
and FO maintainer (level 2) and Admin and management (Level three). The Training program
shall issue a certificate to successful trainees.
The Web based training shall include 8-hours post training support. The vendor shall provide all
necessary software for the Web based training. All training material and support training tools
shall be provided by the vendor. The vendor shall coordinate the schedule of training and
furnishing materials with the RTMC.
D. Warranty and guarantee:
The Vendor shall provide warranties and guarantees of the AFOMS and FO-RTU to the New York
State Department of Transportation in accordance with Article 104-08 of the Standard
Specifications with following addition:
• Minimum 3 (three) years warranty and support on the AFOMS software. The support
service shall include software upgrades to the latest software version.
• Minimum 2 (two) years warranty on FO-RTU hardware
In addition, all customized software shall have a minimum of 10 years available support from the
software company. The information of the support service provider including U.S. based customer
support, both by phone, fax, e-mail, and by using the Remote Maintenance Access feature shall be
provided.
The cost of the support service after warranty period will be paid under a separate agreement with
the software vendors. All warranty will be started after the completion of the Final System
Acceptance test and approval of the test result by the RTMC and completion of the training.
METHOD OF MEASUREMENT:
The Active Fiber Optic Monitoring System (AFOMS) will be measured on a fixed price Dollar
Cents.
The Active Fiber Optic Monitoring System (AFOMS) shall include the cost of furnishing all
labor, materials, tools, pedestal, equipment, support, warranty, testing, training and incidentals as
necessary to complete the work. The unit pay item shall include quantity of one RTU-24 to be
furnished and installed.

BASIS OF PAYMENT:
The pay item is a draw down item. As materials and services are supplied, the receipts for the
equipment, installation and training shall be submitted to the RTMC The Contractor will be
reimbursed for receipted costs of the equipment plus ten percent (10%) for profit and overhead.

The total cost shown in the itemized proposal for this pay item will be considered the price bid
even though payment will be made only for actual materials supplied, with profit and overhead.
The unit price amount is not to be altered in any manner by the bidder. Should the bidder alter the
amount shown, the altered figure will be disregarded, and the original price will be used to
determine the total amount bid for the contract.

Progress payments will be made as follows:


Ten percent (10%) will be paid when the test equipment has been ordered. Sixty percent (60%)
will be paid when the equipment and system fully installed and operational. Thirty percent (30%)
will be paid after completion of all tests including 90 days operation without failure test and
completion of the training.
