I. Main Topic: Principle of Subsidiarity II.


Overview

A. Introduction

How would you feel if the government orders you to wear only the clothing that it wants you to wear;
determines what college programs to take up, where to live for you and which hobbies to engage a in? Can
these commands establish a happy and prosperous society? Another way to look at this principle is that “a
central authority should only perform tasks that cannot be performed at a local level. This is unlikely to
happen in our country because Filipinos were born into a culture that follows the principle of subsidiarity
and grew up there. The Subsidiarity Principle means that a matter should be dealt with by the smallest,
lowest or least centralized authority capable of dealing effectively with the matter. Another way of looking
at this idea is that ' a central authority can only undertake tasks that cannot be carried out at local level.

A. Objectives
/ Intended Outcomes:
At the end of the lesson, the students must have:

a. identified the elements of subsidiarity ;


b. examined the principle of subsidiarity one can uphold in the family,
school and community; and
c. written a reflection about the right values that one should embody to
live with others in a community.

IV. LESSON PROPER

Principle of Subsidiarity

Every human being has the potential to solve his social economic problems. Therefore, according to
the Subsidiarity Concept, people, their families and relatives, friends and acquaintances, the
community, civic and professional associations, and other organizations should do certain things on
their own and must be permitted to do certain things to meet those social and economic needs. For
those roles and functions which they cannot handle and manage, will then be allocated to the higher
level; The local government in this case. Then, for those tasks that cannot be efficiently handled by
local governments, they will be under the responsibility of the national government.
Decentralization

The idea of decentralization is linked to the theory of subsidiarity where the national government can
delegate roles that can be performed at a lower level such as local councils or small organizations. There
should be no doubt that local councils or voluntary groups are the ones that know the people's unique
needs or the prevailing local circumstances. It would also speed up response time, correct errors and
bottlenecks, and reduce red tape. The method, in decentralization, emanates from the national
government down to the regional level, to the provincial level and finally to the local level.

Applications of the Principle of Subsidiarity

Have you found any organizations or organizations in your society that are not necessarily part of the
government but operate and function at the behest of the people? Some communities have set up youth
groups to help youth keep themselves fit, healthy, active, and occupied. There are also organizations
that cater to out-of-work women and housewives, providing them training to set up their own livelihood.
At the local level, city and barangay officials are taking steps to make sure the community is clean,
healthy and a happy place to live in. While there are initiatives at the provincial level that promote local
products or industry to help increase the local people's financial well-being and boost the native industry.
Such examples are manifestations of the principle of subsidiarity whereby the national government gives
individuals, families, other organizations and local governments the freedom to pursue activities that
address their particular social and economic needs.

Principle of Subsidiarity at Home


1. Bear in mind that members of your family are completely capable of seeking solutions to problems
but still need each other's help.
2. Celebrate the singularity of the members of your family.
3. Enable your siblings to follow their academic interests or hobbies, as long as their physical,
emotional, or spiritual well-being is not harmful.
4. Encourage your sisters and brothers to solve basic imaginative problems.
5. Ask your parents for support and advice in the event you face a tough situation but share it with
them, tell them your initial thoughts as to how to deal with it.

Principle of Subsidiarity in the School


1. Propose a class project that does respond to students' pressing needs. For those students who find it
difficult to go to school due to traffic, an alternative may be a peer tutoring program for those who have
difficulties with their studies or a car pool "initiative.
2. Know that you should communicate with members of your student government or student council to
voice your grievances and suggest ideas that would help not only your class but also the student
population.
3. Seek your teachers' advice on issues beyond your influence.
Principle of Subsidiarity in the Community
1. Enter youth organizations that catch your imagination and strive to contribute to a positive
climate. Happy society, and healthy world.
2. Respect the barangay law, and help their community projects.
3. Share some of your ideas with your parents that will make your barangay a better place to live
in so that during city hall meetings, they can discuss these with the barangay officials.

Valuing a Virtue
Delegation

Delegation is the transfer of duty or authority to another person, in the sense of the concept of subsidiarity
or agency conducting those tasks. The Delegation empowers the "subordinate" to take decisions and
take steps to achieve the goals. Two principles must be considered at delegation. First, the person who
assigns the job to the subordinate must ensure that the subordinate has the capacity and has access to
resources to successfully carry out the mission and achieve the objective. Secondly, the subordinate who
receives the work must be responsible and respect the faith and trust which he or she has been given.
The subordinate shows that he or she is capable of greater responsibility in performing the assigned role
and has added value to the organization. This is seen at home, as your parents ask you when they're
out to take care of your younger siblings. They assigned the job to you, because they have faith in you.
Therefore, you have the power over your brothers and sisters but you still have the duty to make sure
they have time to play, finish their homework and do their homework. In school, one potential scenario is
when the responsibility for organizing a class project is assigned to the class officers which supports the
school's community service goals. While in your community, the barangay officials may delegate the task
of cleaning the streets and decorating the stage as part of the preparations for the fiesta celebration to
youth organizations.
