Abstrac The phenomenon of motorcycle gangs in several cities in Indonesia such as Bandung,
Jakarta including the city of Serang and several other big cities in Indonesia is very concerning,
not only the juvenile delinquency behavior of motorcycle gangs such as drinking, drugs and
illegal racing, but acts of violence such as robbery, robbery. They even dared to commit
murder, snatching, this happened in one of the cities in Indonesia, namely the City of Serang,
Banten Province, which was also the location of this research.

By using qualitative research methods and using several data collection techniques such as
observation, in-depth interviews.

Based on this theory, the results found that the cause (because motive) of the perpetrators to
join the motorcycle gang included internal & external factors, internal factors including the
resilience of each perpetrator who was unable to stem the desire to try new things and
temptations that Another negative, this is due to external factors which include the family,
school and community environment that are not functioning properly.

perpetrators of motorcycle gangs commit violence, including not wanting to delay the robbery,
obey senior orders, consume alcohol & drugs, there is resistance from the victim, the factor of
revenge and the existence of sharp weapons owned by the perpetrators. namely the existence
of perpetrators in internal gangs and the existence of gangs in their environment and violence
is used as a tool for self-defense, in this case it dominates the situation when committing
criminal acts. Then in the violence mechanism, the motorcycle gang perpetrators carry out
reconnaissance, security of the location and then commit acts of violence against their victims.

INTRODUCTION
The emergence of motorcycle gangs
in urban communities as a form of crime
committed by teenagers has received
serious scrutiny from various parties. The
formation of motorcycle gangs with a
background in the social, regional or social
environment the same school environment,
which associates itself with motorcycling as
a form of expression. There are no
motorcycle gangs in urban society not only
cause physical damage, but the destruction
of public facilities. The city where
motorcycle gangs grew is the city of
Bandung, but now motorcycle gangs can be
found in almost every city, such as Jakarta,
Surabaya, Makasar, Malang, Kediri,
Pekanbaru and Medan City. The birth of an
average motorcycle gang begins with a
group of teenagers who like to race wildly
and carry out actions against the danger at
night before dawn on the highway.
After forming a group, it's not just
the emotional connection of the teenagers
that matters pstrengthened, the urge to show
off as a biker community also wanted.

Society sees motorcycle gangs as
groups that have actions negatively,

reprehensible behavior such as abuse drugs,
alcohol consumption, theft, gang fights,
robberies and murders. The majority of
motorcycle gang members are children
young people who tend to make trouble
because they want to prove their existence
among other motorcycle groups or gangs.

Motorcycle gangs are one of the
phenomena of social problems that are
closely related to the problem of difficulties
for teenagers in adapting to modernization
both from the aspect of their appearance,
the character of their members, as well as
from the type of activity.
In connection with this problem,
how important is moral awareness. Moral
awareness makes it possible to change
humans into good behavior better, changing
situations and easily adapting to new rules.
Adolescent moral awareness will be able to
control all behaviors that are contrary to
religious morality. This includes not having
obedience to religious teachings, lack of
manners, not being able to distinguish
between good and bad, and doing
something according to one's desires.
RESEARCH METHOD
This research uses a qualitative
approach, namely research procedures that
produce descriptive data in the form of
written words or from people
observable behavior. According to Kirk and
Miller, qualitative research is a particular
tradition in the social sciences that
fundamentally depends on observing
people in their own realm and relating to
these people in their language and events.
While the descriptive research method is
research that is directed to provide a
systematic and accurate description, facts,
or events regarding the characteristics of a
particular population or area.
There are several terms
qualitative research such as casestudies.
phenomenology, ethnomonoloy,
and ethnography. In research using a case
study approach, by conducting interviews
with the community,

gangs in the city of Serang?
local community response:
1. Fathul Huda: In my opinion, the
existence of motorcycle gangs is behavior
that is not good for the benefit of humanity
and use it as a lesson for ourselves so that
we can be more careful in everything
2. rosianti: The view is that it's normal
depending on how you react to it, and it also
and depends on the motorcycle gang, actually
motorcycle gangs are just a group of people
who like motorcycles, right? You could say
it's a hobby, but it's different from juvenile
delinquency which is just rioting causing
anxiety among the residents , I myself am a
little nervous actually because teenagers
nowadays are misusing the name of the
motorbike gang so I am personally afraid
when I ride a motorbike alone let alone go
home from college at night.
3. Misbah : I really don't like motorcycle
in gangs because they cause traffic jams, air
pollution, accidents and delays.
4. Mr. Roni: In my opinion, I do not agree
with the behavior of this motorcycle gang
because they often speed around the
highway for purposes that are not wanted,
such as the many criminals on the road.
FINDINGS AND DISCUSSION
The term gangs has long been used
to refer to groups ranging from "play
groups" to organized crime groups. Gangs
are of general concern because in layman's
terms the term refers to a rioting community
which usually consists of young people. In

a simpler sense, a gang is a gang of juvenile
delinquents, not a youth group supported by
adults. This is a group whose members get
together regularly, and they determine their
own membership criteria. many gangs grow
and develop in cities like today's serang
city. Gangs are also synonymous with
various forms of delinquency that lead to
criminal acts. Although in fact, the boys of
a gang consist of normal children, but by
one form or another of neglect, and their
efforts to seek compensation for all the
shortcomings, cause these young people
then become evil. Children become evil and
try to get everything that makes them happy
and satisfy them. Teenagers think that what
their parents, family and the surrounding
community provide is not enough. Things
that are not found in the midst of their own
family and environment, then they get in a
motorcycle gang, such as solidarity and
togetherness,
In other words, in a motorcycle gang there
is a leader who leads all activities in a
motorcycle gang, one of the leader's powers
is to determine the area to carry out
activities in a motorcycle gang. Of all the
activities they aim to strengthen and foster
loyalty for each of its members.
Some of the characteristics of the gang can
be mentioned below:

1) The number of members ranges from 3-
40 teenagers. Rarely has more than 50
youth members.
2) There are more boys than girls in gangs,
although there are also girls who join them.
Within these gangs, free heterosexual
relations between essentials and women are
common (who feel they are "advanced and
modern"). Marriage often takes place
between them, even though in general boys
prefer to marry outside women, and not
with members of their own gang.
3) Leadership is in the hands of a young
person who is considered to have the most
achievements, and has more advantages or
strengths than other teenagers.
4) The age of the members ranges from 7-
25 years. In general, all members are the
same age; in the form of per-group or peers,
who have more or less the same passion and
ambition.
CONCLUSION
Groups of young people who are
members of motorcycle gangs are a form of
gang life where juvenile delinquency
occurs. As stated by Kartono (1986) gangs
are synonymous with various forms of
delinquency that lead to criminal acts. As
for the delinquency committed by teenagers
in the motorcycle gang community, as
follows;
1. Illegal Racing is a racing action on public
roads and is carried out at night which is
shown by each member of the motorcycle
gang in seeking pleasure, pursuing prestige,
channeling hobbies, and making money
through motor racing bets.

2. Consuming liquor and drugs is a form

and means of strengthening a sense of
solidarity among members of the P-dox
motorcycle gang. And also as a form of
escape from all the problems faced by
teenagers, especially problems that occur in
the family.

The findings in this study also show that as

explained by Robert K. Merton, social
structures or social institutions can
contribute to the maintenance of social
integrity. However, social structure can also
have negative consequences. So the authors
conclude that the family, educational
institutions, and also the social relations
experienced by members do not integrate
them with the values accepted by society.
Instead they feel dissatisfied and carry out
what is called resistance or non-conformity.
Gang member actions

motorbikes tend to go against established

norms that exist in society. Something that
is socially bad, on the contrary they
perceive it as a happy thing.
