Subject: MERGER OF DET NORSKE VERITAS & GERMANISHER LLOYD

1. The purpose of this circular is to inform about the widely publicized merger of Classification Societies
Det Norske Veritas (DNV) and Germanischer Lloyd (GL) form DNV GL AS.

2. Both, DNV and GL are Recognized Organizations (R.O.’s) and Recognized Security Organizations
(R.S.O.’s) authorized to conduct audits, inspections, surveys and issue statutory certification on behalf of
the Panama Maritime Authority (PMA)

3. This notice is intended to advise ship owners, managers and other interested third parties of the
implications of the DNV GL merger for Panama flagged ships classed with DNV or GL or where DNV or
GL issued ISM, ISPS or ILO certification.

4. DNV and GL were authorized as R.O.’s under separate agreements with PMA.

5. Based on above, PMA will recognize all statutory certification issued by DNV or GL under their existing
R.O. agreements.

6. Continuous Synopsis Records (CSR) require that the Classification Societies and issuing bodies for the
Safety Management Certificate, Document of Compliance and International Ship Security Certificate to
be identified on the CSR.

7. In order to reduce the administrative burden placed on owners and PMA the PMA will not require CSR’s
to be re-issued to reflect the merger of DNV and GL. The DNV GL merger will only be reflected on new
CSR’s which are issued due to a change of other mandatory information on the CSR document (change of
name, change of owner/manager details, transfer of class, etc.).

8. The PMA has informed/will inform to the IMO and Secretariats of all Port State Control MoU’s and the
US Coast Guard advising PMA’s policy with respect to certification issued by DNV, GL and DNV GL
AS on behalf of the Republic of Panama and the R.O status of DNV GL AS in order to prevent the undue
delay of Panamanian Ships.
