EXECUTIVE ORDER NO. 69 SERIES OF 2022

IMPLEMENTATION OF PROPER ANIMAL WASTE DISPOSAL AS A RESOLUTION

TO THE CASE OF WATER POLLUTION IN OUR BARANGAY

WHEREAS, Pet waste is very toxic according to a study by the World Health

Organization “Animal Waste, Water Quality, and Human Health” published in 2012. United

States of America’s Environmental Protection Agency states that pet waste provides a nitrogen

source for algae blooms, which deplete the water of oxygen and can make people and animals

sick.” Pet waste left on the street is washed down into waterways like rivers, bays, and beaches.

This can make people sick from salmonella, E. coli, and other infections”

WHEREAS, Every person having any animal under his or her ownership, custody,

supervision, or control shall punctually and thoroughly remove all manure left by the animal

upon any private or public property. Provided, however, if a person fails to removes animal

waste from a private property because of some lawful interests or claims or if the owner of the

property doesn’t allow anyone to remove such waste for legal and valid purposes shall be

exempted.

WHEREAS, In Republic Act 9482, also known as the Anti Rabies Act, owners shall also

be responsible for the proper collection and disposal of animals excreta, manures, and sullage.
 WHEREAS, For a strong implementation of such ordinance the following penalties shall

be also applied to all people who violate and doesn’t give respect to this ordinance. Note that

these penalties shall exempt no one for fairness in the community.

Penalty:

First Offense: warning and will be required to have a community service (whole

day) in 3 days.

Second Offense: Will be required to pay 1000 pesos and to render 5-day

community service

Third Offense: Will be required to pay 1500 and also to render 7-14 days

community service. The number of days will depend on the reporter of the case.

Note that the reporter shall be informed of the past records of the one who is

being reported for him/her to decide how long the repartee will render service.

Fourth and Succeeding Offenses: Immediately report and handle the custody of

the case to the police and will also pay not less than 5000 pesos as a compensation

fee to the office and also to the reporter.

EFFECTIVITY. This Executive Order shall take effect immediately upon approval.
