1.0 PURPOSE
This method statement describes procedures for carrying out the Civil Works at Shuqaiq
Project and to achieve the requirements of ISO9001 Quality Management System standard,
statutory, regulatory, and contract requirements. The method statement shall address all aspects
of the work which shall outline the overall execution, safety, quality, access, storage, distribution
and measures to be implemented throughout the works with a brief description of the plant to be
used.
The purpose of this method statement is to detail method of work, establish, monitor and control
of all the civil work activities in order to meet the project requirements.
2.0 SCOPE
The scope is to perform Civil Works. This would typically include the following major items
of works:
• Formworks
• Reinforcement Works
• Concrete Works
• Concrete Curing
• Concrete Repair & Surface Preparation
• Inspection and Testing

The project site is located in Shuqaiq, in the western region of the Kingdom of Saudi Arabia. The
layout plan of the working area locations is presented in Figure-1 below. The current work
instruction covers all plant areas (under the planned structure and buildings) open areas, roads
and parking lots as per the contractor’s instruction.
5.1 The Project Manager shall be responsible for the implementation of this Method
Statement as per the IFC drawings and Project Specifications.
5.2 The Const. Manager is responsible for the over-all civil works execution in the site
providing qualified manpower, the approved required materials, proper tools and
equipment in the site for the smooth and proper implementation of the work that shall suit
the minimum requirements of the approved drawings and this Method Statement. He shall
be working closely and giving direct to the civil works foreman as well as the surveyor
regarding the information pertaining to the established line and grade that shall serve as
reference points for construction.
5.3 The Civil Superintendent / Site Engineer shall be responsible for supervision and
implementation of this Method Statement

5.4 The QC Inspector shall monitor and verify the work as per the project quality standards,
IFC drawings and as per the Inspection and Test Plan (ITP).
5.5 The Safety Supervisor shall review each activity based on Risk Assessment (RA) for the
activity, submitted along with work permit for approval prior to the work. He shall ensure
that safe working plan and work permits submitted to the Contractor safety department
must be implemented and observed during the concerned activity for project safety
regulations.
5.6 The Field Surveyor shall be responsible for the Benchmarks, Coordinates & Elevations
per the IFC drawings at site.
All equipment and tools being mobilized on site shall be certified and in good and running
condition. They shall be double checked and inspected by the concerned personnel prior to use of
them. Equipment operators and drivers shall have a current Saudi Arabia license. The following
are the equipment and tools to be used (but not limited to)

7.0 PROCEDURE
GENERAL
7.1 The subcontractor shall secure necessary Work Permit prior to work start.
7.2 Proper PPE such as hard hat, safety goggles, cover-all, safety shoes, hand gloves, harness,
etc., shall be arranged and implemented with the personnel engaged in the working area.
7.3 The surveyor along with his team shall verify the approved Bench Mark (BM) locations
and the latest construction drawings during and after the concrete works.
7-SAFETY MEASURES
FORM WORKS
7.1 The latest IFC drawings shall be used for preparing the formwork dimensions.
The formworks shall be prepared using either 18mm thick marine plywood or equivalent
and ribbed with 2”x4” timber or aluminum. The frame shall have 4”x4” timber free
from defects or steel soldiers as braces to resist buckling effect when subjected to
enormous dead load of concrete.
The forms shall be secured to its position properly by using the tie rods, clamps, or
wood cleats or combination of which that is suitable depending on the site conditions.
Forms shall be built watertight to prevent run-off of cement paste from the fresh
concrete and to avoid honeycombs.
The stability of formwork for both vertically and laterally in the initial position during
or after concrete. The formwork must be tight to prevent mortar loss. The formwork
shall be in accurate positions, all the embedded items placed as per construction
drawings.
Form-releasing agent shall be applied on inner side (face of concrete) of the forms.
Plastic chamfer strips shall be fixed on the plywood, only at exposed exterior
7.2 In case of overhead formworks, additional vertical soldier supports with bracing shall be
installed along with the scaffolding. However, the scaffolding shall be independent from
formworks.
7.3 All formworks shall be checked for any misalignment or displacement resulting during
the fixing of braces, ties and supports. Verticality shall be ensured by using the plumb
tools.
7.4 The top of the concrete elevation shall be marked by fixing nails on two opposite side
inside the form and on starter bars for wider areas of pouring.
7.5 Forms shall be free of noticeable wrinkles, warps, big patches, and other such defects.
The concrete contact surface of forms shall be clean, and free of ruts and other roughness.
7.6 The wind velocity shall be verified during installation of wide and big pre-fabricated
formworks.
7.7 Anchor bolts and Concrete embedded items shall be installed and secured in position
before concrete placement as per the construction drawings.
7.8 Removal of Forms (Post concrete activity): Earliest removal times of forms are given in
the below table. The Removal of formwork should be as per given / approved general
notes.

REBAR WORKS
7.9 Rebar materials received at site shall be verified, and protected from inclement weather.
Rebar shall be stored above the wooden planks in order to avoid direct exposure to soil
Fusion Bonded Epoxy Coated Rebar (FBECR) shall be cleaned prior to placement. No
sign of damage or cracking of epoxy shall exist; damaged coating of reinforcing bars
shall be repaired with approved patching materials as per manufacturer recommendation.
All field cut ends in rebar shall be likewise re-touched with the approved patching
material.
All materials used for concrete and reinforced concrete structures, shall be of the
approved / best quality, free from defects likely to undermine the strength and duration
of service of woks. The same must be free from damage coating.
7.22 The r e b a r spacing, concrete cover thickness; lapping locations and lapping
lengths
s ha l l be fi xe d in accordance to the specified drawing requirements.
7.25 Reinforcing bars partially embedded in concrete shall not be field bent.
7.26 Construction joints shall be at right angles to the main rebar in the member, unless
otherwise shown on the latest construction drawings.
7.27 Details and the positioning of expansion and contraction joints, together with the sealing
materials to be used, shall be as per the latest construction drawings.
7.28 Waterstop shall be installed at the locations shown in the construction drawings.
CONCRETE WORKS
7.29 The works shall be carried out as per contract’s specifications and project safety
construction manual. The procedure shall cover the work & inspection for concrete
placement. Finishing of structural concrete in accordance with project specification and
International Standard applicable codes.
7.31 Temperature - The temperature of fresh concrete shall not exceed 30°C at the time of
placement. The maximum allowable temperature of any point within any cast element is
60°C. The maximum allowable temperature differential between any two points in the
same element is 15°C. The Subcontractor shall internally monitor the temperature of the
casted concrete after initial setting time.
7.32 Waiting Time - The waiting times between the concrete trucks shall not exceed half an
hour.
7.33 After discharge from the mixer, concrete shall be transported as rapidly as possible to its
final destination by agitator trucks, which shall prevent adulteration, segregation, loss of
workability or contamination of the ingredients.
7.34 The containers that convey the concrete shall be kept clean and free from hardened or
partially hardened concrete at all times.
7.35 Water shall not be added at the point of discharge, and trucks shall have the water tank
completely disconnected from the drum.
7.36 The use of chutes, spouts, skips and pumps shall be used.
7.37 The designated working crew shall be well prepared with necessary tools and equipment
prior to concrete placement.
7.38 Proper access for the concrete truck mixers and the location for concrete pump shall
be arranged on time.
7.39 The concrete pump shall be well positioned to cover maximum distance, in order to avoid
multiple location settings.
7.40 In case of direct pouring, the truck mixer shall have enough access to the work place.
7.41 Lean concrete shall be placed above compacted Select Fill material or as per the IFC
drawings.
7.42 Concrete shall not be dropped into place from a height exceeding one (1) meter, nor shall
it be dropped through dense reinforcing steel, which could cause segregation of the
coarse aggregate, or displacement of the reinforcement or formwork.
7.43 The concrete shall be placed in layers not exceeding 450 mm thickness. Concrete layers
should be placed while the preceding layer is still plastic in order to avoid cold joints.
7.44 Precaution shall be exercised to prevent the movement of formwork and reinforcement
during the placement and setting of the concrete and any remedial work that is necessary
shall be executed promptly.
7.45 Full compaction of the concrete shall be achieved throughout the entire depth of the
layer. It shall be thoroughly worked against the formwork and around the reinforcement.
Successive layers shall be thoroughly bonded together.
7.46 Vibrators shall be inserted vertically with appropriate intervals so that the concrete is
satisfactorily and uniformly compacted.
7.47 Immersion-type vibrators shall penetrate into the full depth of the layer and part of the
successive layer to ensure that the layers are bonded together. Immersion vibrators shall
be withdrawn slowly to prevent the formation of voids.
7.48 The concrete vibrating process typically takes between 5 to 15 seconds. If there are still
bubbles in the concrete, the process shall be repeated until there are no bubbles. Over-
vibration causing segregation, surface laitance or leakage through formwork shall be
avoided.
7.49 Additional concrete vibrator(s) shall be kept available as standby for every concrete
pouring.
7.50 Hot concrete temperature – Planning the job to avoid adverse exposure of the concrete
to the environment. Placing shall be scheduled during times, when weather conditions
are favorable.
7.51 Concrete Finishing – Surfaces shall be pitched to drains or as shown in the construction
drawings. Wood floated tools shall be used to correct any unevenness. Dry cement shall
not be used to absorb excess water.
CONCRETE CURING
7.52 Curing shall commence immediately after finishing (Flatwork) or within two (2) hours
after consolidation, and shall continue for a minimum of 7 days.
7.53 Curing Tags shall be implemented for monitoring the 7-day curing period for all concrete
pouring.
7.54 The use of curing compounds shall be permitted after project approval, except for
surfaces receiving subsequent finishes.
7.55 Immediately after finishing, surface shall be covered with white polyethylene sheeting,
which shall be in contact with concrete surface, with the edges lapped or tied down to
exclude air circulation.
7.56 After the concrete has stiffened, the sheeting shall be removed and replaced with a
hessian, soaked with potable water. The sheeting shall be placed over the hessian
immediately, to prevent evaporation from the hessian.
7.57 If inspection of concrete surfaces reveals small holes and minor honeycombing, which
do not impair strength, they shall be filled with mortar. Mortar shall be of essentially the
same composition as the surrounding concrete.
7.58 Tie rod holes and honeycombing with size greater than above, and members with defects
(for example cracks, bulging, warping) shall be repaired or replaced with suitable
approved materials and by following the material manufacturer’s product data sheets,
application procedure and recommendation documents.
7.59 Cracks causing leaks at ‘water retaining structures’ shall be repaired by injection using
approved materials.
7.60 The QC Inspectors of Subcontractor and Contractor representative shall carry out the
necessary tests and inspections in various stages of the concrete works.
7.61 Inspection shall be based on approved ITP, Checklist and Project Specifications or as
stated in the latest construction drawing.
7.62 Subcontractor’s and Contractor’s quality control inspectors shall initiate the Request for
Inspection (RFI) before 24 hours in order to perform any inspections at time.

Environmental Management measures and activities are to be implemented in accordance with
the Project HSE specifications.
