About CTG-UNHABITAT(AUSSP):
The United Nations Human Settlements Programme (UN-Habitat) promotes socially and environmentally sustainable human
settlements development and the achievement of adequate shelter for all. It is the lead agency within the UN system for
coordinating activities in the eld of cities and other human settlements. Through drawing together cooperation with
committed partners, relevant stakeholders, and urban actors, including at all levels of government as well as the private
sector, UN-Habitat is applying its technical expertise, normative work and capacity development to implement the New
Urban Agenda and Sustainable Development Goal 11 – to make cities inclusive, safe, resilient and sustainable.

UN-Habitat Afghanistan

UN-Habitat established a presence in Afghanistan early 1992.  The overarching vision of UN-Habitat’s work in Afghanistan is
for prosperous, inclusive and equitable human settlements that reduce poverty and contribute to national stability and
development. The mission of the UN-Habitat Country Programme is to transform lives through enhancing access to urban
land, housing and services, while making systems and institutions responsive to people’s views and needs.

UN-Habitat’s Country Programme Strategy 2016-2019 is focused on three thematic focus areas:

Planned and Well-Governed Settlements to enhance the government’s capacity to guide the development of human
settlements in a participatory, equitable and accountable manner while ensuring access to basic services;
Inclusive Settlements to improve access to affordable land and housing, services and infrastructure for all residents of
human settlements with a focus on poor and female-headed households, including IDPs and returnees.; and
Prosperous Settlements to contribute to towns and cities being hubs of economic activity that generate sustainable
employment and enable residents ─ particularly the young ─ to acquire productive skills.

Integral to each of these Focus Areas are cross-cutting issues of gender, youth, and development of national capacity,
environmental protection and disaster risk reduction.

UN-HABITAT has presence in 8 provinces of the country, including ve major cities and works in implementing its strategy
through ve programmes: Afghanistan Urban Peace building Programme (AUSSP), Clean and Green Cities (CGC), City for All
(K-SMNP and MGSP and SHURA

About Programme:

The Afghanistan Urban Safety and Security Program (AUSSP) is a three-year program that promotes safety and security by
strengthening the delivery of urban safety services, improving local government responsiveness and accountability, and
enhancing partnerships between government, communities and civil society. The most vulnerable and marginalized groups
including women, youth, IDPs/ returnees will be empowered as a key actor of participatory governance and societies.

AUSSP targets eight of Afghanistan’s most strategic cities: Kabul, Herat, Mazar-e-Sharif, Jalalabad, Kunduz, Farah, Nili and
Bamyan. It is implemented under the leadership of the Ministry of Urban Development and Housing, the Independent
Directorate of Local Governance/ Deputy Ministry of Municipalities, Ministry of Interior Affairs, Ministry of Women’s Affairs
and Kabul Municipality, with technical support from UN-Habitat. The Swiss Agency for Development and Cooperation and
the Kingdom of the Netherlands fund the program.

Job Description:
The identi ed 160 enumerators/ data collectors (80 females and 80 males; 10 each in Kabul, Herat, Mazar,
Jalalabad, Kunduz, Farah, Nili and Bamyan) shall undergo a two-day survey training to familiarize with the
survey tools, KoBo Toolbox, and selection of household and study participants;
Data collectors, who will be working in pairs, need to have their own smartphones/tablets to be able to gather
and record data in the eld using the KoBo Toolbox;
Target survey training date: 27-28 January 2020;
Target data collection period: 29 January-10 February 2020;
Each survey team shall consist of 20 surveyors (10 females and 10 male) in each province;
Each team shall be assigned to survey target areas including control areas as speci ed by AUSSP;
Household (HH) survey and focus group discussion (FGD) shall be conducted in all target areas.

Job Requirements:
160 survey enumerators (80 females and 80 male) shall be recruited by UN-HABITAT to perform data
collection for HH surveys and FGDs. An enumerator should possess the following:
High School Certi cate
Good reading and writing skills in Pashto and/or Dari language;
Good communication skills with people;
Honest and dependable;
With or without survey experience;
Willing to work in the eld for extended periods.
The enumerators will be paid on an output basis with some compensations for the two-day training.
