EXECUTIVE SUMMARY
The Coastal Towns Environmental Infrastructure Project (CTEIP) is a key infrastructure
initiative of the Government of Bangladesh. The project consists of three components (i)
improved climate-resilient municipal infrastructure, (ii) strengthened institutional capacity,
governance, and awareness, (iii) project management and administration support. The
outcome of the project will be improved access to climate-disaster resilient municipal
services, including (i) municipal infrastructure such as drainage, cyclone shelters, urban
roads, bridges, culverts, solid waste management, bus terminals, slum improvements,
boat landings, and markets, (ii) water supply, and (iii) sanitation.
The package consists of Construction of 04 nos. RCC Bridge at Galachipa Pourashava of
Patuakhali district. The infrastructure will definitely improve the transportation system
along the project area.
This environmental quality test (air, water, noise & soil) report has been prepared keeping
in view the work order as provided by the client. The results of air quality test show that
the concentration of the measured air quality parameters for the sub-project locations did
not exceed the national standard. The results show that time weighted average value of
the sound monitored in the sub-project location do not exceed the national standard set
for the area at both day time and night time. Most of the parameters of groundwater and
surface water quality have not yet been standardized and rest are within the standard set
by ECR,1997. From the test result it is found that the potassium is 1.09%, zinc is 25.8
mg/kg, sulfur is 61.5 mg/kg, iron is 6.98 mg/kg and nitrate is 6.50 mg/kg for the sub-
project location.

1 Introduction
1.1 Project Description
The Coastal Towns Environmental Infrastructure Project (CTEIP) is a key infrastructure
initiative of the Government of Bangladesh. The project consists of three components (i)
improved climate-resilient municipal infrastructure, (ii) strengthened institutional capacity,
governance, and awareness, (iii) project management and administration support. The
impact of the project will be improved climate change resilience and natural disaster
preparedness in coastal towns. The outcome of the project will be improved access to
climate-disaster resilient municipal services, including (i) municipal infrastructure such as
drainage, cyclone shelters, urban roads, bridges, culverts, solid waste management, bus
terminals, slum improvements, boat landings, and markets, (ii) water supply, and (iii)
sanitation.

1.1 Scope of Work


This environmental quality test (Air, Water, Noise & Soil) report has been prepared
keeping in view the scope of works provided by the Client. The scope of the present
environmental monitoring report describes the following most important features:
❖ The ambient air quality monitoring at one (01) subproject location.
❖ The collection of groundwater sample from the one (01) subproject location and
to carry out testing of defined parameters.
❖ The collection of surface water samples from one (01) subproject location and to
carry out testing of defined parameters.
❖ The ambient sound level monitoring at one (01) subproject location for both day
and night time.
❖ The collection of soil samples from the one (01) subproject location and to carry
out testing of defined parameters.
❖ Preparation of an environmental quality test (air, water, noise & soil) report.

2 Methodology
2.1 Air Quality

Procedure

• The aerosol masses of coarse particle (PM10 and PM2.5) were determined by the
weighing (Gravimetric measurement) (after moisture equilibration at 22°
temperature and 50% moisture) the filter papers before and after the exposure.
• The gaseous air pollutants (NO2 and SO2) were collected by passing the air through
particular absorbent solutions in individual impinger at a constant flow rate (100 to
200 ml/min). The absorbent solutions finally analyzed and determined in UV-Visible
Recording Double Beam Spectrophotometer.
• For the determination of CO, HTC Carbon Monoxide Meter CO-01 was used and
value is expressed in ppm.

2.2 Sound Level
Noise level was measured from one (01) subproject location, during the day time (0600 -
2100 hours), and during the night time (2100 - 0600 hours). All the Measurements were
taken using an HTC Scientific Sound Level Meter (SLM), SL – 1352. Both day and night
time noise was recorded for at least 15 minutes.

The calibrated Sound Level Meter set to A-weighting, fast response and statistical
analysis settings. The Sound Level Meter (SLM) was mounted on a tripod at a height of
approximately 1.5m, facing in the direction of the apparent predominant noise source.
The SLM was programmed to record statistical noise levels for at least 15 minutes at the
location and was calibrated before and after the survey; no significant drift was detected.

2.3 Groundwater Quality


Groundwater sample was collected from one (01) sub project location on 26 January
2021. The parameters measured were Temperature, pH, Electric Conductivity (EC), Total
Dissolved Solids (TDS), Dissolved Oxygen (DO), Salinity, Hardness, Chlorine and
Manganese.
The sample was collected in plastic sampling bottle, kept in an ice cooler, after necessary
stabilization/fixing, and analyzed within 72 hours of being collected. However,
Temperature, pH, EC, TDS, Salinity and DO was tested on the site by the DSCL
personnel. The calibrated EZDO Multimeter was used to conduct the on-site test of
temperature, pH, EC, TDS and Salinity. Lutron DO-5509 (Figure 2.3) was used to
conduct the on-site test of Dissolved Oxygen (DO).

2.4 Surface Water Quality


Surface water sample was collected from one (01) sub project location on 26 January
2021. The parameters measured were Temperature, pH, Oxidation Reduction Potential
(ORP), Electric Conductivity (EC), Total Dissolved Solids (TDS), Dissolved Oxygen (DO),
Ammonia-Nitrogen, Aluminum, Nitrite and Manganese.
The sample was collected in plastic sampling bottle, kept in an ice cooler, after necessary
stabilization/fixing, and analyzed within 72 hours of being collected. However,
Temperature, pH, EC, TDS, Salinity, ORP and DO was tested on the site by the DSCL
personnel. The calibrated EZDO Multimeter was used to conduct the on-site test of
temperature, pH, EC, TDS, ORP and Salinity. Lutron DO-5509 (Figure 2.3) was used to
conduct the on-site test of Dissolved Oxygen (DO).

2.5 Soil Quality
The investigation of chemical releases to soil usually requires collection of composite
samples to characterize a large area or volume of near-surface soil in likely contaminated
areas. In this context a composite soil sampling technique was followed to measure the
contaminant. The composite samples were created from equal volume subsamples
collected from:
• four to five equally spaced locations sampling area; and
• a common 6-inch-thick vertical depth interval.
The exact size and shape of the sampling area may be adjusted to meet site specific
conditions. All subsamples used to create a given composite sample was collected from
the same 6-inch depth interval. The methods used to collect composite samples for
characterizing soil samples are:
i. Use of a new pair of disposable gloves during the creation of each
composite sample to prevent cross contamination of the samples;
ii. Mixing of all the subsamples in a large clean surface (in this case clean
plastic surface was used);
iii. Decant or drain away any liquids;
iv. Removal of large stones, sticks and vegetation;
v. Thoroughly mixing the subsamples together with hands covered with new
disposable gloves;
vi. Transfer an adequate volume of the composite sample to a lab cleaned
plastic jar; and
vii. Wipe the threads, then cover, label and seal the container.

3 Results & Discussions


3.1 Air Quality
The ambient air quality monitoring was performed at one (01) subproject location on 26
January 2021 (Figure 3.1). The weather was sunny during the monitoring period. Results
of the air quality monitored at the sub-project location have been showed in Table 3.1.

The result (Table 3.1) shows that the concentration of the measured air quality
parameters for the subproject location did not exceed the national standard set for
Bangladesh.

3.2 Sound Level
Noise level has been monitored inside the subproject location during both day and night
time on 26 January 2021 (Figure 3.2). Result of the noise level monitored along with
details of the sampling locations have been showed in Table 3.2.

Notes:
▪ Land use category is based on the classification provided in the Noise Pollution Control Rules (2006).
▪ The sound level standards for Residential area at day and night are 55 dBA and 45 dBA respectively.
▪ Noise Level is the average noise recorded over the duration of the monitoring period.
The results show that time weighted average value of the sound monitored inside the
project area did not exceed the national standard set for the subproject location during
day or night time.

3.3 Groundwater Quality


The groundwater sample was collected from one (01) subproject location on 26 January
2021 (Figure 3.3). Results of the groundwater quality for the sub-project location have
been showed in Table 3.3.

The laboratory test result of the groundwater sample and the GoB standards for potable
water (ECR, 1997) are shown in Table 3.3. All the parameters are found within the GoB
standards for potable water (ECR, 1997) for the subproject location.

3.4 Surface water Quality


The surface water sample was collected from one (01) subproject location on 26 January
2021 (Figure 3.3) from the Ulania-Galachipa Canal, of Galachipa Pourashava of
Patuakhali District. Results of the surface water quality for the sub-project location have
been showed in Table 3.4.

The laboratory test result of the surface water sample along with the GoB standards for
inland surface water (ECR, 1997) are shown in Table 3.3.

From the test result it is found that, all the parameters are found within the GoB standards
(ECR, 1997) for the subproject location.

3.5 Soil Quality


Soil sample was collected from one (01) subproject location on 26 January 2021 (Figure
3.4). Collected soil sample was sent to laboratories for analysis of defined parameters.
The laboratory test results are given is Table 3.4

From the test results it is found that, the concentration of potassium is 1.09 %, zinc is
25.8 mg/kg, sulfur is 61.5 mg/kg, iron is 6.98 mg/kg and nitrate is 6.50 mg/kg for the sub-
project location.
