INTRODUCTION

Overseas Min-Tech Consultants (OMTC) is an Indian International Consultancy Organization


expertized in Mining, Civil, Manpower Outsourcing, Staffing & Skilling and Environmental
Engineering and provides comprehensive professional services to Mining, Highways, Water and
Building & Large Construction sectors. M/S Overseas Min-Tech Consultants established in the
year 2011. It is an ISO 9001:2015 certified organization as well as certified RQP organization by
Indian Bureau of Mines for preparation of Mining Plans. It is also accredited as Category ‘A’
Organization for preparation of EIA/EMP for Mining, Highways including Railways, River
Valley Projects including Irrigation and Hydropower; Ports, Harbours, Break Waters
and Dredging; Isolated Storage & Handling of Hazardous Chemicals; Synthetic
organic chemicals industry; Mineral beneficiation; Cement Plants and Building
& Large Construction by NABET.
The company’s genesis is attributed to the acute need of consulting services by providing end to
end solutions for mining, road, rail, port, and environment sectors. We pioneered in taking mining
and environment sectors consultancy on well-organized professional services in the state of art
manner with more than 50 In-house engineers and scientists.
During its last 9 years of existence, the company has travelled quite far in the consultancy
services by preparing technical reports on Mine Planning, Surveying, Risk Assessment,
Environmental Impact Assessment Study, Environmental Monitoring and Environmental
Compliance, R&R, Land Acquisition, Traffic Survey, Geo-technical and topographical survey, etc.

TECHNICAL SERVICES

Technical services are provided with an additional level of support in the following areas

1. Mining and Geology


a) Exploration:-

Preparation of Scheme of Prospecting,


Core-drilling of NX size by using double
tube core barrel, Bore hole logging,
splitting of core, preparation of
samples for chemical analysis, Reserves
& Grade estimation by using CAE Data
Mine Software.
(ii) Preparation of Pre - feasibility and Feasibility reports for Prospecting License
(P. L.) Mining Lease (M.L) areas.
b) Mine Planning & Surveying:- Survey, preparation of Geological blocks models, Geo-
statistical and Structural Geological models, Preparation of pre-feasibility/ feasibility
reports of the mineral deposits, Open-pit & Underground Mines optimization and their
designs, Environment Impact Assessment and Monitoring of Short-term and Long-term
Scheduling etc. Preparation and get approval of Mine Plan, Scheme of Mining,
Progressive Mine Closure Plan, Final Mine Closure Plan, Topographical Survey by using
DGPS, Total Station, GPS etc.
c) Engineering Survey for Highways, Railways & Building Construction: - Survey and
preparation of Survey report for Highways, Railways & Building Construction by using
Differential Global Positioning System (DGPS) of Topcon Dual frequency RTK DGPS
Model HiPer V.

2. Hydrogeological Services
a) Geophysical investigation/Scientific
Investigation and Field Data Interpretation.
Analysis of surface hydrological data
pertaining to flow fluctuation, estimation of
flows at 10, 50 and 90 percentile levels;
setting up and interpretation of gauging
station readings, designing of ground water
table measurement and monitoring network,
computation of ground water recharge, flow
rate and direction
b) Plotting of ground water contours, ground
water and aquifer modelling. Analysis and
description of aquifer characteristics e.g.
permeability, transmissivity, storage coefficient etc., estimation of groundwater
potential and recharge phenomenon, determination of impact of withdrawal of
groundwater.
c) Preparation of water budget for an area. Identification major anomaly / major seepage
path/ source, nature of flow, drainage and catchment study. Design of Catchment Area
Treatment Plan and Rain Water Harvesting Plan
d) Support to project proponent for NOC from CGWA for ground water abstraction

3. EIA and Bio-diversity Study


a) OMTC is NABET accredited environmental consulting agencies for 11 sectors and
provide EIA and Environmental Clearance Services.
b) Conduct baseline environmental study, prediction of environmental impact, formulation
of mitigation measures, design of environmental management plan and estimation of
EIA
budget, technical backup to client for Environmental Clearance from MoEF &CC
/SEIAA as well as CTE and CTO from
SPCB
c) Taxonomy in resource inventory (flora and
fauna) of the project area. Conducting
ecological/wildlife surveys and preparation of
status and conservation reports for rare,
endangered and threatened species of animals
and plants and also species protected under
national laws and international treaty signed
by the country.
d) Techno-Legal support to proponent to comply
India policies, guidelines and legislations related to ecology biodiversity conservation for
seeking Forests Clearance and NWLB Clearance.

4. Social and R&R Survey


a) Conduct baseline socio-economic surveys through
interviews/ questionnaire/ focused group
discussions/participatory rural appraisal
(PRA)/rapid rural appraisal (RRA)
b) Extrapolation of census data to project an up-
to- date status including selected ground
validation of the same; Conduct social and
training needs assessment survey; Evaluation of
socio-economic
status of project affected person; vulnerable, tribal and non-tribal person
c) Conduct Rehabilitation and Resettlement (R & R ) studies for people displaced due to
developmental projects and preparation of resettlement action plan (RAP) /
Indigenous People Development Plan (IPDP)
d) Assessment of social changes arising out of development projects

5. Environmental Monitoring Services


a) OMTC have in-house NABL accredited
Environmental Lab and provide consultancy
services for the baseline environmental monitoring
and compliance monitoring to proponent as per
national and multilateral policy.
b) Conduct Ambient Air Quality Monitoring for all the
12 parameters set by CPCB for the infrastructure
and Industry including NOx, SOx, PM2.5, PM 10,
CO, etc.
c) Conduct Stack Air Monitoring
d) Noise, soil and hazardous waste monitoring
e) Monitoring and testing of drinking water, waste water, affluent water, leachate water
and fresh water as per CPCB, BIS and WHO standards
f) Technical and legal support to proponent for environmental monitoring compliance, six
monthly environmental compliance and yearly environmental statement report as per EC
condition and compliance

6. Social and Environmental Management Services


a) Consultancy and technical support to project
proponent for the EMP Implementation
b) Prepare Wild Life Conservation Plan
c) Services for biodiversity conservation and climate
change resilience
d) Conducting special environmental protection
study for reducing air, water, noise and soil
pollution and conservation of biological resources
e) Consultancy for RAP Implementation

7. Feasibility and DPR Study


a) Conducting topographical (total station and
drone survey)
b) Hydrogeological investigation,
c) Conduct Traffic survey and hydrological
and drainage study
d) Provide Dam Break Analysis Services
e) Road safety design services
f) Preparation of ESIA, EMP/SMP, RAP and land
acquisition report as per WB/ADB/National Policy and
EC for Project Proponent.
8. HAZOP and QRA Study
a) HAZOP: Identify plant section on the P&I
diagram; Define the design intent and normal
operation conditions of the section; deviation from
design intent or operating conditions; Identify
possible causes for, and consequences of, the
deviation; action plan for addressing meaningful
deviation that can result in harmful consequences;
consultation and discussion with stakeholders and
preparation of HAZOP Report
b) QRA: Reconnaissance survey, hazard
identification, preparation of hazard indices, PHA analysis; Generation of release
scenarios for accidental release of hazardous chemicals, fuels etc.; computation of
damage distances and consequence analysis; computation of frequency of release
scenarios; assessment of risks and design of Risk Mitigation Measures and Plan.
c) ERDMP: Preparation and Certification of Emergency Response & Disaster
Management Plan as per PNGRB regulations 2010 engaging Third Party Inspection
Agency (TPIAs)
