INFORMATION FOR THE CONSULTANTS

1. RATIONALE

Technical & Financial Proposals are invited on Single Stage Two Envelopes Basis from the
under mentioned pre-qualified Consultancy Firms Notified by FATA SECRETARIAT vide
Notification No. FS/E/100-1/DS/SOL-Const/VOL-II/2908-19 Dated 07/12/2017.

2. NAME OF THE PROJECT

Design and Supervision of “Solarization of existing AHQ/THQ Hospital FATA A/FDWP and
solarization of 1 No water supply scheme under ADP 193/130322 (2017-18) in the following
region:

Numbers / Details of projects are attached as Annex -I.

3. NAME OF CLIENT:

4. SCOPE OF WORK & TOR

Scope of work covers Design, Preparation of Bidding Documents, Preparation of BOQ,

Procurement of Contractor/Firms, Project/Bid Evaluation, Preparation of Detail Cost Estimate
and Supervision of the Project.

Estimates Cost: 28.449 Million

Note: Details of projects attached as annexure-1. (i.e: Nos of Schemes, and Estimated Cost).

5. VALIDITY

The proposal will remain valid for a period of 60 days from the last date of submission of
proposal.
6. SUBMITTAL

Consultant must submit the original, along with 1 copy of the technical & Financial proposal in
sealed envelope, by 12:00 hours, 8 May, 2018 at the following address:

The consultants are required to provide evidence/documentary proof of the credentials

mentioned in the profile/technical proposal.

7. LIST OF STAFF TO BE DEPLOYED ON THIS PROJECT

List of staff along with CV’s on prescribed format as given in this RFP shall be provided for all
the key staff to be deployed on this project.

8. PROPOSAL FORMAT:

Technical proposal shall provide the following and any additional information:
I-From-1 A brief description of the Consultant’s organization (Profile).
Firm’s Tax Returns / Financial Statements for the last three Years.
I-Form-2 A list of projects completed or presently being under taken by the Firm and data
Sheets for Each Project.
I-Form-3 Consultants’ understanding of the objectives of the project, their approach
towards the assignment and a description of methodology that the consultants
propose to perform on the activities and completion of the assignment.
I-Form-4 Any comments or suggestions; The Consultant’s comments, if any,
I-Form-5 CVs of the proposed key professional staff. Key information should include
number of years with the firm, and degree of responsibility held in various
assignment.
I-Form-6 A Proposed work plan, illustrated with a bar chart of activities and graphics of the
critical path method (CPM) or Project Evaluation Review Techniques (PERT)
type.
I-Form-7 A schedule for compilation and submission of various types of reports.
I-Form-8 Staffing Schedule.
I-Form-9 The composition of the proposed staff team, the tasks which would be assigned to
each staff members and their positions.

should be equal or more than One (1) million, For
Consultancy Projects of value more than Five (5)

Relevant Projects In-Hand (Buildings and Solar
Home Systems):
Experience of Solar Projects In-hand relevant to
the assignment.
Number of similar Solar Projects In-Hand (Work
(ii) orders/ LOA Certificates to be attached as proof), 15

Financial Score of Firm Fs = 100xfm/f; where,
 - fm is the lowest price, and
- f is the price of the proposal under consideration
3. The weight age assigned to the technical and financial proposals are:
Technical: 80%
Financial: 20%
4. Expected date of commencement of the assignment/consulting services is May 2018.

5. Expected date of completion of assignment/ consultancy services is 6 Months.
