Environment
‘Everything, including human beings – the whole of the planet acting
as a linked and interdependent whole.’

International Standards Organisation (ISO) defines the environment as:

‘Surroundings in which an organisation operates including air, water,
land, natural resources, flora, fauna, humans and their inter-
relationships.

Components of the environment

Environmental Management Concept

“Development that meets the needs of the

present without compromising the ability of
future generations to meet their own needs”
(Oxford: Oxford University Press,1987)

DR MOHD HAIRUL KHAMIDUN

Sustainability is a description of environmental
balance (including human society’s place in that
balance)

Sustainable development is the process of

transforming human society into a form that allows
‘sustainability’ to exist.

It involves consideration of social and economic

issues (as well as the environmental ones) that will
need to be addressed along the way.
Pillars of sustainable development.

Environmental Legislation
Act Regulations
Rules Order

– Technological aspect
• Control on any reaction
– ex: faeces – odor – toilet
industrial waste / water pollution-odor – treatment
– Legislation aspect
• Control human activities (development)
– ENVIRONMENTAL QUALITY ACT 1974
– LOCAL COUNCIL ACT 1976
– SEWERAGE SERVICES ACT 1993

DR MOHD HAIRUL KHAMIDUN

Env. Quality Act, 1974

• Act which relate to pollution control &

minimization, improve environmental quality.
• Comprehensive law on environmental manage
ment in Malaysia
• Under DOE to:
– Monitor activities eg. waste discharge,
effluent to environment (set up criteria, limit)
– Involve in R&D
– Disseminate information on environment to
the public.
Legislation

Environmental Quality Act 1974 (Act 127)

• Environmental Quality (Sewage and Industrial Effluents)

(Amendment) Regulations 2000

– Establish criteria/guideline to Local Authorities
(LA) for development
– Coordinate development program (issues &
proposal to Local Authorities)
– Coordinate & manage Local Authorities
Town Planning 1976 (Act 172)

Function:
– Determine LA function
– Empower LA (plan, monitor, control on
land usage & development in the
authorities)
Sewerage Service Act 1993 (Act 508) Replace by National Water
Services Comission Act & WSI 2006 (SPAN)

Function:
Amend & integrate legislation on sewer and
sewerage system & services in Malaysia in
order to upgrade environmental hygienic &
public health.
Environmental Policy

• National Policy on the Environ

ment
Dasar Alam Sekitar Negara.

DASN- Integrate development i

n economic, social, cultural & q
uality of life through sustainabl
e development & environment
al management practice.
Dasar Alam Sekitar Negara
(Green Strategy)

 Integrate environmental issues in development activities

 Improve & preserve the environment
 As a support policy to the existing national
policies (forestry policy, industrial policy)
 Take part in international convention on environment
Green Strategy & areas:-

• Education & awareness

• Natural resources & environmental management
• Integrated planning & development
• Minimize and control of pollution & environmental
deterioration
• Enhance management mechanism
• Proactive action towards environmental issues
locally & globally
• Develop & produce action plan
DASN objectives :-
• Clean, safe & healthy environment for
future generation
• Conservation of natural culture and
heritage (unique & aesthetic value)
• Sustainable life style, demand &
production pattern
Principles in DASN

(1) Environmental Control

-ethics & moral to environment

(2) Continuous improvement of environmental quality

-Improve productivity & environmental quality in line with econom
ic & human development

(3) Commitment & Responsibility

Ensure high commitment on environmental management & preservat
ion in any planning & activities (target group- decision maker in public
or private sector, non government organization & public)

(4) Active participation in international society

(5) Sustainable usage of natural resources
Manage & preserve natural resources
(6) Integrated decision making
Integrate environmental dimension into planning
& implementation of policy, objectives & mandate
in all sectors.
(7) Role of private sector
Role of private in environmental management &
conservation
National Green Technology
Policy

Defination Of Green Technology

Green Technology is the development and
application of products, equipment and sys
tems used to conserve the natural environ
ment and resources, which minimises and
reduces the negative impact of human acti
vities.
National Green - Criteria

Green Technology refers to products, equipment, or syste

ms which satisfy the following criteria:

•It minimises the degradation of the environment;

•It has a zero or low green house gas (GHG) emission;
•It is safe for use and promotes healthy and improved envi
ronment for all forms of life;
•It conserves the use of energy and natural resources; and
•It promotes the use of renewable resources.
National Green Technology Policy Objective

•To reduce the energy usage rate and at the same time increa
se economic growth;
•To facilitate the growth of the Green Technology industry and
enhance its contribution to the national economy;
•To increase national capability and capacity for innovation in
Green Technology development and enhance Malaysia’s com
petitiveness in Green Technology in the global arena;
•To ensure sustainable development and conserve the enviro
nment for future generations; and
•To enhance public education and awareness on Green Tech
nology and encourage its widespread use.
National Green Technology Policy Pillars

• Energy - Seek to attain energy independence

and promote efficient utilisation;
• Environment - Conserve and minimize the
impact on the environment;
• Economy - Enhance the national economic
development through the use of technology;
• Social - Improve the quality of life for all.
Education Policy

Definition Environmental Education:

" Learning process to understand

interaction between human &
environment and the best solution to
manage the environment for
sustainability of life”
• Environmental education & awareness on
environmental conservation need knowle
dge, understanding, good attitude & invo
lvement of the public.
• Practice good attitude & moral toward e
nvironment in early child development
• Target group for Education policy-public/
private sector, school & university.
• Aim-Environmental awareness & educatio
n for all target groups
• Implement activities on environmental ed
ucation
QUESTION

• We have a good regulations system. Are

they sufficient enough?
• Because, in some circumstances, some en
vironmental issues is still arising.
Some issues..

Governance structures not well adapted

to new governance needs
Insufficient investment
Lack of maintenance
Poor management
Political interests
Examples on environmental
education activity…..
Sustainable School

• Sustainable school definition- Environmental

Award

Sustainable School
Establish environmental education at school level
Aspects involve-management, curriculums,
co-curriculums
Life style of the school in line with sustainable
development
• Sustainable school
An attempt to implement “Dasar Alam Sekitar
Negara” (Principles & green strategy)

Green strategy-priority to focus on education

aspect & awareness, clarify on sustainable
development concept (as stated in Agenda
21)
• The establish of this document is to:-
support school on environmental
education aspect.
Enhance environmental education
element to teachers, students and public.
Integrate knowledge, skill, good value on
environment in curriculum & co-
curriculum.
