Introduction
Perform balance adjustments to:

» Correct the entries from the Load Initial Balances process that were processed during the
conversion
» Load initial balances for an employee who is transferred from some other payroll system to the
Oracle Payroll application
» Correct balances that were loaded:
» With incorrect tax balance dimensions
» For the incorrect state tax jurisdiction
» With over or understated taxable limits
» Correct balances that were not loaded at all and a payroll was processed for the employee

When processing balance adjustments, you have the following options:

» Run the Adjust Individual Balances task in the Payroll Calculation work area.
» Access the Manage Balance Adjustment page within the Balance Results section of the View
Person Process Results task.
» Perform a batch balance adjustment. For information on mass balance adjustments, see the
Information Center: Fusion Human Capital Management - United States (Doc ID 2063588.2) on My
Oracle Support (US – Payroll tab > Product Documentation > White Papers > Balance Adjustments -

NOTE: Balance adjustments bypass system validation. Vertex validation occurs during payroll
processing but not during balance adjustment processing. Therefore, limits are not verified. It is your
responsibility to ensure you do not adjust taxable balances in excess of the government regulated limit.

Assumptions
The following are beyond the scope of this document and are assumed to be complete and accurate:

» Organization setup is complete


» Employee has been created and payroll attached

Overview of Balances
A payroll balance is the accumulation of values over a specific period of time. The three main components of a
balance are:

» Its name
» Components that feed it (balance feeds)
» Dimensions that define its unique characteristics
For example, the balance Regular is the accumulation of all standard earnings processed in a payroll run.

Dimensions allow you to view the value of a balance based on a predefined combination of:

» Time (such as the Period-To-Date or Year-To-Date dimensions)


» Employment level (assignment, terms, or payroll relationship)
» Context (required for specific balances only, such as tax reporting unit, element, or payroll)
For example, you might want to view gross earnings for one employee for the current pay period, or as of year-to-
date.

NOTE: The View Balances task refers to these context values as References.

Balance Components
Balances consist of the following components:

Component Description

Balance Name Actual name of the balance, such as Gross Earnings. Balance types always have a numeric
Unit of Measure, and in some instances a currency code.

Balance Feed Element input values that make up a balance. Balance feeds can either add to or subtract from
a balance.

Balance Dimension Defines the time period, employment relationship, and context from which to calculate the
balance.
For example, “Assignment Tax Unit Year to Date” indicates the balance value is for a given
employee’s assignment within a particular tax reporting unit, for the Year to Date time period.
Balance dimensions are predefined.

Contexts Means of restricting the run results included in a balance value. Contexts are normally
predefined by either Oracle Fusion HCM Global Payroll or Oracle Fusion HCM for the US.
Specified as part of the dimension.

Defined Balance Name used to identify the combination of the balance type and the balance dimension (such as
REGULAR_ASG_TU_YTD). Whenever a balance value is obtained, it is from a defined
balance.

Balance Model
A defined balance value is the value for an individual on a particular date for a specific balance type. Each defined
balance holds a value for an individual at one of the three levels of the employment model.

» Payroll relationship
» Employment terms
» Assignment
A dimension enables you to view a balance value based on a combination of criteria. The balance dimension
determines the date, such as year to date. Balance dimensions may also use contexts, which are entities that
require values for a particular balance value.

For example, the “Regular Earnings Core Relationship Tax Unit Area1 Year to Date” defined balance is an
association of the Regular Earnings balance type with the “Payroll Relationship Tax Unit Area1 Year to Date”
balance dimension. The contexts associated with this dimension are:

» Payroll Relationship (PAYROLL_RELATIONSHIP_ID)


» Tax Unit (TAX_UNIT_ID)
» State (AREA1)
A balance feed is an association between a balance type and an element input value.

For example, if you specify that the salary pay value feeds the Regular Earnings balance, an employee's salary run
result feeds all Regular Earnings defined balances provided that the contexts associated with that run result match
the contexts used by the defined balance.

Available Balances
For a complete list of balances available for adjustment, refer to the Identifying Balances for Initialization section of
the Balance Initialization white paper. See the Information Center: Fusion Human Capital Management - United
States (Doc ID 2063588.2) on My Oracle Support (US – Payroll tab > Product Documentation > White Papers >
Balance Initialization).

Documenting Balance Adjustment Details


Prior to making a balance adjustment, use the View Person Process Results task to view the Balance Results of the
desired employee and document the following details:

» Employee
» Effective date of adjustment
» Balance prior to your adjustment
» Adjustment amount
» Expected balance after adjustment

Creating Balance Adjustments


You have two methods to perform balance adjustments for a person:

Elements Used
When performing adjustments on elements, the process uses one of the following to adjust the balance:

» Primary (or base) element


» Results element
The Results element is a secondary element created when you define the primary element.

For adjustments on predefined tax elements, the process uses the primary element to adjust the balance.

The following table outlines which element and input value to use to adjust balances for each primary and secondary
classification:

Prerequisites
Before you use either method to perform a balance adjustment, you must consider the following

» If a balance adjustment is required for any element other than Earnings, Pretax, Voluntary or Involuntary, you
must manually create balance feeds for the following balances:
» Net Pay
» Gross Pay
» Any balances associated with the primary and secondary classifications of all elements other than
Earnings, Pretax, Voluntary, or Involuntary
For example, if you are adjusting an employer liability, you must manually set up a balance feed for the net pay,
gross pay, and the balances associated with the Employer Liability element. The application automatically sets
up the necessary balance feeds for elements of Earnings, Pretax, Voluntary, and Involuntary classifications.
» To perform adjustments on any element, you must have created their eligibility links. To adjust base elements,
the base element must contain an eligibility link. To adjust results elements, the results element must contain
an eligibility link.
» Perform these adjustments using the elements described in the Error! Reference source not found. section.
It is not recommended to create specific adjustment elements of your own.
» If an employee has transferred from one tax reporting unit (TRU) to another within the calendar year, and you
need to perform a balance adjustment for either TRU, then you must perform a separate adjustment for each,
using a process date as of when the transfer took place. When defining the adjustment, you must select the
Calculation Breakdown Component value. This value is the same as the TRU you are currently adjusting.
There is a 1-to-1 relationship between the TRU and the Calculation Breakdown Component. For example, if
the TRU is US MAIN TRU, then the Calculation Breakdown Component must also be US MAIN TRU.

Residency Considerations
If you are adjusting an employee’s city or county taxes, you must ensure you are using the correct balances or
element. For example, if you are adjusting the City Withheld balance directly using the Balance Adjustments Page
Method, you would also adjust the City Withheld Resident or City Withheld Nonresident balances as needed.

If you are adjusting city tax balances using the tax element using the Adjust Individual Balances task method, you
must use either the Work City Tax or Residence City Tax elements. If you are using the tax element to do the
adjustment, the appropriate resident and nonresident balances are automatically fed.

PA Act 32 Considerations
If the employee’s work or residence is in a Pennsylvania PA Act 32 jurisdiction, and you did not initialize the local
level balances for city and school district balances (Local Income Tax: City and School balances as listed in the
Balance Initialization white paper), then you must adjust the employee’s local level balances.

If you are performing adjustments in place of the balance initialization process, you may need to perform multiple
adjustments for every combination of resident and work PSD codes. For example, if the employee moved into a
different jurisdiction, they may have multiple local-level balances to adjust.

Restrictions
Retroactive processing is not applicable for balance adjustments.

Balance adjustment formulas are not currently supported.

Effective Date
For the payroll period you wish to process the adjustment, you must enter an effective date between the Start Date
and the End Date of the pay period (as defined in the Payroll Time Periods).

Adjust Individual Balances Task Method


Use the Adjust Individual Balances task to:

» Adjust existing balances for elements processed in a payroll run


» Create new balance results for elements not processed in a payroll run
» Update contexts for an entry
This task offers eligible elements for adjustment in a selectable list of values. You must first create the eligibility
links before you can adjust the element.

To use the Adjust Individual Balances task:


1. Navigate to the Payroll Calculation work area.
2. Under the Person heading, select Adjust Individual Balances.
3. Enter the search criteria, and click Search.
4. Select the employee name in the Search Results section to navigate to the Adjust Individual Balances page.
5. Enter the appropriate effective date (if not populated from previous screen).
6. Select the appropriate element to adjust.
7. Select (or query) the desired assignment number (if applicable, as this depends on the employment level
defined for the element).
8. For elements at the term or assignment level, if multiple terms or assignments exist for the employee, select the
appropriate value for adjustment.

The Element Details section includes fields for data selection of the adjustment. The Employment Level is
applicable to what level of employment is defined for the element. If the Employment Level is at assignment
and multiple assignments exist, a list of values is used to choose the appropriate assignment to adjust. If there

is only one assignment, that assignment is defaulted and no list of values is presented. This is also applicable
in the case where multiple terms exist.

The References section includes the contextual information. These values are defaulted based on the element
selected and may not be changed by the user.

9. Enter the appropriate balance adjustments in the Adjustment Values section.

The available input values depend on the type of element you selected. For example, elements using the
Earnings primary classification have State, County, and City input values. Tax elements also use the
geography as an input value.

NOTE: Entry of input values is not explicitly required, but entry of certain context values may be required
to perform the adjustment correctly. If you leave the context values blank, the adjustment may not be
associated to the correct context. For example, if the adjustment is related to the state of California, you
must enter CA in the State field. If you leave the State input value blank, the context is undefined, and the
process would not adjust the value for California.

The following attributes are necessary to ensure that the balance is adjusted with the correct context:

10. Under the Costing and Payment Details section, select the appropriate options based on your organizational
needs.
If you require the adjustment to result in a refunded or deducted payment and should be processed in the
payment process, select Yes on the Include adjustment in payment balance field.

To calculate the costing details of an individual balance adjustment as soon as you process the balance
adjustment, select Yes on the Include adjustment in costing process field.

The default on both options is No.

11. Click Submit.
12. Click OK.

Manage Balance Adjustments Page Method


Use the Manage Balance Adjustments task when you need to adjust element entries that are already associated
with a person and the contexts do not require updates. Do not use this method if:
» The person does not yet have an element entry to adjust (the element was never assigned to the person and
not processed in any of their previous payrolls)
» The context needs to be updated
In these cases above, use the Adjust Individual Balances task.

Adjust the balances for the employee within the Manage Balance Adjustments task by using the following steps:
1. Navigate to the Payroll Calculation work area.
2. Under Process Results, start the View Person Process Results task.
3. Search for and select the employee requiring adjustment.
4. Expand the Statement of Earnings header, and click Balance Results.
5. Indicate if you want to search by balance group or balance name, and select the appropriate balance value.
6. Select any additional search criteria available.
The Search Balances section offers attributes available to enter as search criteria that change depending on
the balance you select and what criteria are relevant for the selection.

7. Click Search.
8. Under Search Results, select the row of the desired balance to adjust, and select Adjust Balances from the
Actions menu.

The Search Results section displays the balances that meet the search criteria you entered in the Search
Balances section. The Adjust Balances action is available here from the Actions menu for the rows you
selected, as well as several other row-level actions.

9. Within the Manage Balance Adjustments page, select the relevant element.
10. Enter a new amount.

11. Click Submit.

Verifying Adjustment Results


After performing a balance adjustment, verify the balances now have the expected amounts:
1. Navigate to the Payroll Calculation work area.
2. Under Process Results, select the View Person Process Results task.
3. Select Balance Adjustment in the Process list of values.
4. Enter the additional required search criteria, and click Search.
5. Select the employee name in the Search Results section.
6. Expand the Statement of Earnings header, and click Balance Results.
7. Indicate if you want to search by balance group or balance name, and select the appropriate balance value.
8. Select any additional search criteria.
9. Click Search.

Optionally, use the View Payroll Process Results task to query the Balance adjustment process. Once started, you
can navigate to the View Person Process Results task where you can use the steps above to view and verify the
balances.

Additionally, if the adjustment was set to be refunded in the employee’s payment, the payment amount includes the
adjusted amount. You can verify this in the employee’s payment once a prepayment process runs for an effective
date that includes the date the adjustment was made.

Rolling Back Balance Adjustments


If you need to correct or remove a balance adjustment, you must roll back the adjustment process. Do this through
the either the View Person Process Results or View Payroll Process Results tasks.

View Person Process Results Task
To roll back balances through the View Person Process Results task:
1. Navigate to the Payroll Calculation work area.
2. Under the Process Results heading, select View Person Process Results.
3. Select Balance Adjustment in the Process list of values.
4. Enter the additional required search criteria, and click Search.
5. Under Actions, click Roll Back.

View Payroll Process Results Task


Use the View Payroll Process Results task to query the Balance Adjustment process. Once selected, you can
navigate to the same View Person Process Results task where you can use the steps above to roll back the balance
adjustment.

Appendix A: Example Adjustment of State Disability Insurance Employee Tax


In this example, an employee’s SDI Employee Withheld tax was over-taxed by 10 USD, so you must adjust the tax
and refund the money.

NOTE: If there are Employer taxes requiring adjustment, repeat this process to adjust those balances.

This process involves:


1. Ensuring you created the eligibility links for the element
2. Viewing the employee balances prior to the adjustment
3. Adjusting the balances
4. Verifying the balance results after the adjustment
5. Paying out the adjusted money

Ensuring the Eligibility Links


You must ensure you have created the eligibility links for your elements. If not, the element is not available for
adjustment. In this example, you are adjusting the employee’s State Disability Insurance Employee taxes. To
adjust the SDI Employee value, you must ensure you have established eligibility links to the State Disability
Insurance Employee Tax element.

Viewing the Employee Balances
Prior to performing the adjustment, verify the employee’s current balance values:
1. Navigate to the View Person Process Results task.

2. Query the employee.


3. Select the employee details to view their SOE.

4. Navigate to their balance results from the SOE.

5. Select the State Disability Insurance Employee balance group, and click Search.
6. In the search results, select the SDI Employee Gross balance:

Adjusting the Balances

To adjust the balances for the employee:
1. Navigate to the Payroll Calculation work area.
2. Under the Person heading, select the Adjust Individual Balances task.
3. Enter the search criteria, and click Search.
4. Select the employee name in the Search Results.
5. Enter an appropriate effective date, if necessary.
6. Select the State Disability Insurance Employee Tax element.

7. Enter the appropriate balance adjustments in the Adjustment Values section.

Because you are adjusting a state-level balance to the same state, you must specify a value for the State
context. This links the balance adjustment to the state.
8. Under the Costing and Payment Details section, specify the following:

9. Click Submit.
10. Click OK.

Verifying the Balance Results After the Adjustment


To review the balances after the adjustment:

1. Navigate to the Payroll Calculation work area.
2. Under the Process Results heading, select the View Person Process Results task.
3. Select Balance Adjustment.
4. Enter the additional required search criteria, and click Search.
5. Select the employee’s name in the Search Results section.
6. Navigate to their balance results from the SOE.
7. Select Balance Group.
8. Select the State Disability Insurance Employee balance group.
9. Click Search.
10. Confirm the balance adjustment.

Paying Out the Adjusted Money


To verify the balance is correct and the adjustment is refunded in the employee’s next payment:
1. Submit the Calculate Payroll process for the next pay period.
2. Start the View Person Process Results task for the employee.
3. Select the SDI Employee Withheld balance results:

4. Validate the run results of the State Disability Insurance Employee Tax element:

5. Validate the SOE for the payroll run. In this case, the net pay is 1215.89 USD.

6. Submit the Calculate Prepayments process.
For this example, the refunded amount on the payment is: net payment of 1215.89 USD plus 10 USD adjusted
value, for a check amount of 1225.89 USD.

NOTE: You do not need to run the payroll process if you just want to pay the adjusted value. In this case, you can
run the prepayment process, which picks up the adjustment amount. You can then pay the adjustment amount
through check or electronic funds transfer.

Appendix B: Example User-Created Voluntary Deduction Element with System


Created Results Element
In this example, you created a voluntary deduction element for a union deduction. An employee was over-deducted
by 20 USD, so you must adjust the balance and refund the money.

This process involves:


1. Creating the base element
2. Configuring the results element
3. Reviewing the balance feed
4. Viewing the employee balances prior to the adjustment
5. Adjusting the balances
6. Verifying the balance results after the adjustment
7. Paying out the adjusted money

Creating the Base Element

For this example, the base element is a user-defined Voluntary Deductions element for union dues. In this case the
employee is deducted 25 USD per pay period (weekly basis).

The base element was defined with the following values:

run the prepayment process, which picks up the adjustment amount. You can then pay the adjustment amount

Appendix C: Example Adjustment for Incorrect State Tax Jurisdiction

Appendix D: Example Adjustment for Under-Taxed City and School District Taxes
(PA Act 32 Only)
If either the employee’s work or residence is in a Pennsylvania PA Act 32 jurisdiction, you must also adjust
additional local-level balances. This is an example of an employee that meets that requirement. In this case, the
employee:

» Works in Salford Township jurisdiction (PSD code 461503) for the entire year
» Resides in Allentown and Allentown City school district (PSD code 390101) jurisdiction for the entire year
In this example, an employee’s residence city and school district taxes were under-taxed. The city tax was under-
taxed by 10 USD, and the school district was under-taxed by 5 USD. In this case, you must adjust the taxes
withheld to correct the balances. The adjustment is processed in the following pay period. (The amounts used in
the examples are hypothetical.)

This process involves:


1. Ensuring you created the eligibility links for the element
2. Viewing the employee balances
3. Adjusting the balances
4. Verifying the balance results after the adjustment

Ensuring the Eligibility Links


You must ensure you have created the eligibility links for your elements. If not, the elements are not available for
adjustment. In this example, you are adjusting the employee’s residence city and school district taxes, as well as
the local withheld balances. To adjust the City Withheld, School Withheld, and Local Withheld balances, you must
ensure you have established eligibility links to the Residence City Tax, Residence School District Tax, and Local
Wages and Taxes elements.

Appendix E: Performing Adjustments for Tax Refunds using Element Entries
This appendix introduces an alternate way to perform adjustments to tax balances by manually creating elements for
the sole purpose of adjusting the tax balances. It discusses:

» General tax balance terminology
» How to define each element, its input values, and balance feeds
You can add elements and the input values using either the Manage Elements task or the Payroll Batch Loader
(PBL).

Tax Adjustment Elements


This section illustrates how to define a user-defined element strictly for adjusting tax balances. The elements are
classified as Employee Tax Deductions or Employer Taxes for the sole purpose of adjusting the tax balance. The
main difference with this method than the others noted in this white paper is that you can use the Manage Element
Entry task or the PBL tool to enter this information in mass. This reduces the complexity in making these
adjustments, as well as gives you the ability to define costing that may be different than what you have set up for the
main tax elements. Additionally, it allows you to process these adjustments in a payroll calculation or QuickPay
process and have the results reflected on the employee’s payslips. This is especially useful when you want to refund
taxes withheld in error and have it included in the employee’s payment and have it displayed at the same time on
the payslip. Further, these transactions can be picked up by downstream tax reporting processes and reports.

NOTE: This process is not designed to be the only method of performing balance adjustments on taxes, but it is
offered as an alternative method. As noted in this document, there are other ways to perform tax balance
adjustments and achieve the same result. One method may be preferable over the others depending on the

scenario. Thus, care should be given to review your options when deciding which approach you take to make these
adjustments.

Tax Balance Terminology


When determining what balance adjustments to create when adjusting taxes, you must understand what balances
are maintained for a particular tax. This helps you make the necessary adjustments to tax balances for a payroll
relationship for accurate tax reporting.

When reviewing the tax balance group in the Balance Results task for a particular payroll relationship, there are a
number of tax balances returned for that balance group.

For example, the image below shows that the Federal Income Tax (FIT) balance group query returns balances for
FIT Gross, FIT Subject Withholdable, FIT Subject Withholdable, and FIT Withheld:

These tax balances form the basis for tax reporting.

For example, the summation of the Subject Not Withholdable and Reduced Subject Withholdable balances for FIT is
the amount reported as “Wages, tips, other compensation” in Box 1 of Form W-2. Similarly, FIT Withheld is the

balance reported as “Federal income tax withheld” in Box 2 of the W-2 form. Thus, it is important to know what tax
balances should be updated when you adjust them. Otherwise, it could result in out-of-balance conditions that you
must address when you perform periodic or year-end tax reporting.

The following is a general description of the different types of balances Oracle Fusion Human Capital Management
for the US maintains:

Tax Balance Description

Gross Total earnings, calculated from earnings elements (regular, supplemental, and imputed earnings),
except nonpayroll payments.

Exempt Earnings elements that are not subject to tax. Some imputed earnings fall into this category.

Subject Withholdable All taxable earnings from which taxes are calculated AND are not reduced by any pretax
deductions. Most regular, supplemental, and imputed earnings are subject to tax.

Subject Not Withholdable All taxable earnings from which taxes are not calculated or withheld during payroll processing.
Group Term Life Insurance (GTL) imputed income is an example of a taxable earning for which
taxes are not withheld.

Pretax Reductions The total amount of pretax deductions that reduce taxable earnings (401 (k), 403 (b), 457,
Dependent Care, Section 125, and others).

Deferred Compensation 401k Reductions / Section 401 (k) amount that reduces taxable earnings.
401k Reductions

Deferred Compensation 403b Reductions / Section 403 (b) amount that reduces taxable earnings.
403b Reductions

Deferred Compensation 457 Reductions / Section 457 amount that reduces taxable earnings.
457 Reductions

Dependent Care Reductions Dependent care amount that reduces taxable earnings.
NOTE: This is not included in the Section 125 Reductions total because it is covered separately
under Section 129 of the IRS code.

Section 125 Reductions Section 125 amount that reduces taxable earnings.

Other Reductions Pretax amount that does not fall into the 401 (k), 403 (b), 457, Dependent Care, and Section 125
categories that reduces taxable earnings.

Reduced Subject Withholdable All taxable earnings reduced by Subject Not Withholdable earnings and pretax reductions.

Taxable The amount of taxable earnings subject to limits, such as Social Security, Federal Unemployment
Tax, State Disability Insurance, and State Unemployment Insurance. When earnings reach the
limit, taxable amounts do not continue to increase past the limit. Thus, when you are making
balance adjustments for taxes subject to limits you must make sure you keep this upper limit in
mind.

Excess Taxable earnings subject to earnings limits, such as Social Security, Federal Unemployment Tax,
State Disability Insurance, and State Unemployment Insurance, whose taxable earnings are
greater than the defined limit. If the taxable balance is not equal to the government regulated
limit, the excess balance should be zero.

Withheld The amount of tax that is withheld from the employee and is reported on the W-2.

Liability The amount of the employer tax.

NOTE: All earnings defined with a primary classification of "Standard Earnings" are always subject to federal and
regional taxes. Elements using the following primary classifications are subject to federal and regional legislative tax
rules that dictate whether or not they are included in or excluded from tax consideration:
