Introduction
There are a lot of many aspects for any person to be a great
leader. And in every leadership characteristic can be defined under
only two main categories. Which are either skills or behavioral. In
skills, a leader can be effective in communication, delegating, time
management, conducting staff appraisals, running effective
meetings, presentation skills, managing, etc. And in behavioral, a
leader can have qualities such as persona, confidence, self-
motivated, consistent behavior, positive attitude, resilience,
integrity, etc.

And I believe that President Magufuli was a true leader, there are True leaders are in the
several reasons which I admired him in his leadership. His life in service of their people.

leader. My reasons cannot be the same as yours, but I believe integrity and in doing
different reasons motivate different perspectives. That is why my so they establish trust.

Sometimes, people are inspired by what people exude. I believe excellence.
that people need to be treated with respect. A true leader
genuinely values people, believing in them, identifying their
individuality, engaging with them, listening, and responding. All of
these identify how our late President Magufuli was. He believed in
people, treated people with respect not harsh as people identified
him. He listens and responds to all problems which were arising
from people. Nobody can demand respect, loyalty, or trust. These
things have to be earned. People respected him, loyal to him, and
also trusted him. He was not only a political leader, but he was also
a father of the country. He was soo powerful. Because people
respected him and also trusted him.

Many people believed President Magufuli was the truly best leader
Tanzania ever had. Even if others think he was the worst president
Tanzania ever had. To them, they believed that he was crushing
human rights and even intimidating those who speak against him.
I can't even be against them on how they think or believe. But I
believe he was a good leader.

All Tanzanians we will remember him. He was a true game changer.

A TRUE LEADER
A true leader wants nothing more than to make people stand on their own, as leaders in
their own right. Instead of trying to blind us with his or her brilliance, a true leader reflects
our own light back to us, so that we may see ourselves anew. President Magufuli was a
leader who wanted people to work and stand for their own. And he believed that the
country can stand for its own without any help from other people from outside the
country. He believed Tanzania is a rich country and also, believed that we have all
resources that can help us to sustain our economy. His leadership was unique in style.

In the Bible, we see that Moses was the quintessential leader. In Exodus that he was a
shepherd a rather modest beginning for the man who would speak to God. He kept
watching as thousands of sheep wandered the fields. Moses noticed that one sheep was
missing and went off to look for it, finding it at a distant brook. When the sheep had
finished drinking, Moses lifted it onto his shoulders and carried it back to the flock.

When God saw this, he realized that Moses was a man of reason, empathy, and selfless
devotion, a man truly worthy to lead His people. After all, no one was watching Moses; he
could easily have thought to himself, Why be concerned with one sheep when there are
thousands?

In society, sometimes we tend to think of a leader as a well-connected person, who is


powerful or charismatic, or wealthy. We judge our leaders by what they have. But a true
leader should be judged by what he has no ego, arrogance, and self-interest.

A true leader sees his work as selfless service toward a higher purpose.
Leadership is not power and dominance; it is servitude”. To president Magufuli, on many
various occasions, he said, am a servant of all Tanzanians. This does not mean that he was
a weak leader; he derives great strength from his dedication to a purpose that is greater
than himself. He inspired absolutely trust in dedicating himself to fulfill his unique role. As
a true leader in this contemporary world. He understood and appreciated each person's
role in putting our country in a better position in the economy.

A true leader shakes people from their reverie and tells them, No, you don’t need to live a
life of desperation and confusion. Sure, in so many things, Tanzanians were passing
through hard situations in their life. This results in confusion and which made many
people to live in poverty. President Magufuli believed that Tanzania is a rich country and
everyone can live in a good environment through having good infrastructures, good
hospitals, and having good governance, etc. His intention and passion for the country and
people of Tanzania indicate that he was telling us that we don't need to live a confused
and horrible life, while we have resources that can help us to have good infrastructures
and etc. Indeed he was a true leader, which Tanzania ever had in history. He insisted that
Tanzanians have the ability to find meaning in their life, through working hard, having
unique skills in order to fulfill that meaning. His leadership was indeed a link in a chain of
generations to come. He has left a great legacy. A true son of Africa.

He was a true leader who showed us a true nature of the world. All prejudices and
prevailing political wind. He was very open to people, showing them, we can rid in this
world, which is full of war, political war, economic war, diplomatic war. He show us that
our world is indeed heading somewhere and that we can control its movement.

Many people have lost faith in political leaders. Not because they are bad leaders,
but I think people have lost faith in them because of their leadership style. And
many people are divorcing themselves from having faith in any political leader. I
believe some people will criticize this book from the perspective of a political
different ideologies. But I convised that the solution is not to divorce ourselves
from believing politicians. But the ultimate goal is to see the benefits of democracy
and the visionary leader.

A true leader does not want followers; he wants to teach others how to be leaders.
Because of fears, many ministers were working under pressure until he told them
to believe in themselves and to work accurately without fear. He inspired others to
work hard, he did not wanted to control others; he wanted, to tell the truth. He did
not impose his leadership on others, nor does he take away anyone’s autonomy
though, many didn't understand him. He inspired many with love. When it comes
time to take credit, he makes himself invisible; but he is the first to arrive at the
time of need, he never shrinks away in fear.

He was a living example. His leadership and personal life embody his leadership
philosophy. We have many things to learn from his leadership philosophy. We
trusted his words and actions. He was not only a political figure but also, he was a
spiritual father. He was a Godly-fearing man. He encouraged everyone to live in
faith and to trust God in everything they are doing.

President Magufuli was a visionary leader; he was a good communicator of his


vision to be translated into specific. So, his leadership was selfless, devoted,
visionary, courageous, and above all, he was humble.

President Magufuli knew what it means to be poor. He grew under Nyerere's rule
in a village in the northwestern Chato district along the shore of Lake Victoria and
said his modest background has inspired his own desire to work for the Tanzania
public.

"Our home was grass thatched, and like many boys I was assigned to
herd cattle, as well as selling milk and fish to support my family," he
said during his 2015 campaign". "I know what it means to be poor. I
will strive to help improve people's welfare," he added."

If wisdom prevails, we will pass through this


situation in a peaceful manner - President Magufuli.

Even though there are many styles of leadership. Leaders have to be great
communicators. They have to talk to the people they're leading regularly and have a
consistent message that resonates. This is what creates alignment and trust between
people. And these made him be a great leader. He communicated with people
everywhere. President Magufuli was different, he didn't care about taking a risk for the
benefits of the country. He had the emotional stamina to stand in front of any who is
wrong that your ideals or actions are wrong and stupid.

"Great leaders dare to be different. They don't just talk about risk-taking; they
actually do it. And one of the leaders shared with me the fact that the most
impactful development comes when you are able to build the emotional stamina
to withstand people telling you that your new idea is naïve or reckless or just
plain stupid."- TED talk by Rosalinde Torres, a leadership expert from the
management consulting firm BCG.

President Magufuli was a true leader who had a true influence on people through
authentic and transparent communication. He encouraged people to live by the
core values of Tanzanians and Africans in general. He built trust and driving
transparency to the citizen as one of the important leadership characteristics. He
was trustworthy and he shared all the important information and country updates.
Instead of hiding information and leaving the country in the dark, he openly
communicated about everything that is going on in the country.

President John Magufuli canceled the controversial $10 billion Bagamoyo port deal
with China Merchants Holding International (CMHI). The Bagamoyo port deal has
been highly contentious for years, dating back to 2013, when the government first
started negotiations with CMHI to build a harbor and special economic zone in
Bagamoyo, a port city 75km north of Dar es Salaam. President Magufuli believed
his predecessor poorly negotiated.

"President informed CMHI that he would not accept their terms. He canceled a $10
billion Chinese loan; referred to the terms and conditions as one that can only be
accepted by a drunkard person."

Also, president Magufuli sent shocked waves to the mining community with a series
of actions since his election in 2015. Magufuli reiterated that no new mining
licenses would be issued until Tanzania “puts things in order” and that the
government would review all existing mining licenses with foreign investors.

“We must benefit from our God-given minerals and that is why we must
safeguard our natural resource wealth to ensure we do not end up with empty
mining pits,” Magufuli told a rally in his home village in Chato district,
northwestern Tanzania.

Through that, he gave visibility to his followers. That made them to buy his mission and vision.
People supported him with conviction in achieving his goal as the president of the country.

And many leaders are not responsible to society. Our political makeup in Africa is
not pragmatic and compromise, allowing individuals a role in choosing their
leaders while holding their leaders responsible. Also, President Magufuli was a man
who deftly played the long political game. He was nevertheless a puzzle both to
Tanzanians and the world. When he first entered the presidency in 2015, he gained
worldwide acclaim for fighting corruption and imprudent government spending.

Throughout his 20 years as a cabinet minister, he was known to be a hard worker.


He also kept a corruption-free record, a rare feat given the portfolios he was
responsible for. As minister for works between 2010 and 2015, he built a road
network connecting many parts of the country and a new rapid bus system in Dar-
es-Salaam, Tanzania’s commercial capital.

During these two decades, he wasn’t associated with any major corruption. This is
even though infrastructure projects, which often require huge investments spread
over time, are generally associated with corruption. Also, Tanzania was plagued by
major corruption scandals between 2005 and 2015.

Magufuli’s clean record, and his reputation for getting things done, became useful
during the 2015 general election campaign. He promised to fight corruption,
discipline the civil service, and create employment for the youth. Human rights
watchers and other activists started to haunt him claiming that he bulldozed
human rights.

In June 2015, four months before election day, Magufuli was not seen as the Chama
cha Mapinduzi party’s strongest candidate. The front runner had been Edward
Lowassa, who had served as prime minister for three years under Mkapa’s
successor, Jakaya Kikwete. Lowassa was forced to resign after being caught in a
corruption scandal. Magufuli eventually won the nomination, which came as a
surprise to some within his party.

Back in 2015, when he was first elected president, Magufuli earned praise
nationally and internationally. “What would Magufuli do” became a catchphrase to
compare him with underperforming leaders in the region. While, oppositions and
other activists claimed that, he spent most of his first term cracking down on the
opposition and cementing the ruling party’s power position, tightening the noose
on the media, as well as an aggressive action against opposition figures, a rise in
arbitrary arrests and crackdown on civil society. I believe that President Magufuli
had people's interests at heart especially poor people, small entrepreneurs and etc.
His action to poor people was seen in his words and his priority.

"After a modern Mbezi Louis bus terminal in Dar es Salaam has been
named after President John Magufuli. President Magufuli accepted the
name on the condition that small-scale traders should be allowed to run
their business at the newly launched stand without disturbances from
the city's authority." 05.
Magufulification of Africa

Magufulification of Africa is an Inspiring Talk by Prof. PLO Lumumba at Nkrumah


Hall, University of Dar es Salaam, Tanzania. And when some dudes in Zimbabwe
(New Zimbabwe, January 10, 2016, cited in Mhango, 2018) coined the term
Magufulification, I did not know that the term would become a buzzword. The term
was coined a few months after Tanzania President Magufuli came to power and did
things in a very different manner and spirit.

His name contributed another new English vocabulary meaning “to make
something faster and cheaper” and “to deprive public officials of their capacity to
enjoy life at taxpayer’s expense".

While many people wrongly thought that Magufuli’s manner of doing things was a
passing cloud, being a rara avis and rare breed, Magufuli has proved them wrong.
Magufuli has held that Tanzania in particular Africa, in general, are not supposed to
beg.

He has said that Tanzania is not going to beg while it sits on humongous natural
resources of value. To prove his point, Magufuli never neither toured the West nor
Asia in the mission of begging. Instead, he has increased revenue collection as he
embarked on the industrialization of Tanzania.

President Magufuli took on corruption, laziness, and embezzlement of public


resources. He did not spend any money on public holidays. According to President
Magufuli, Nations survive on begging while sitting on colossal natural resources of
value. Actually, Independence in Africa was nothing but the replacement of one
type of colonialism with another.

To eliminate poverty, President Magufuli, opened his statement with we, meaning
that he treated himself as part of his people and therefore they need people to
have is like his own need. “we are fighting the dangerous enemy-poverty. He goes
straight to his understanding of the solution by giving practical examples of how to
eliminate poverty, firstly, by using locally available resources to develop
infrastructure. “when we use our own money to extend power lines and reduce the
cost of electricity, build ships, railway and buy airplanes in cash when we have
bargaining power, we are overcoming poverty”.

Poverty mentality. President Magufuli believed that we have been labeled as


poor. And our own people have contributed to this menace. There is an underlying
fact being insinuated here that Tanzania is not poor. He said “We see African leaders
who are operating fake economies based on donor funds and many go begging for mere
toilets to be constructed. Services are not delivered with the excuse that there is a delay
in donor funding! “why should you wait for donors, donate yourself, you have money,
how do you go abroad and say, look at these children, they need toilets”.

”Let me give you my own example when I was a member of parliament. There
was a school called Ilemela, it was closed because it has no toilets, the area
counselor was the chairman of the board. I went and told the children that they
will not go home, stay at school, and be using the toilet of the
chairman/counsellor, lucky him he has died before he could face justice. The
moment children intruded his toilet, he built their toilets within two days, you can
go to that area and find out the truth, the school is called Ilemela”.

To foreign aid, President Magufuli stressed a very important point that " rich
people do not beg! The essence here is that if African leaders realized the wealth
they have and develop within their own means, there would be no need to seek
foreign help. ” It is therefore pertinent that Africans believe in themselves and
understand that they can fund development projects themselves at cheaper
costs than running after donors who peg loans to their ideologies and Africans
have to pay heavily for several years. Actually, in other rallies, Magufuli stated
that Chinese loans are only good for mad people because they are extortionist.
“If we can collect taxes worthy 7.5 trillion each month, why should we go to
borrow and moreover with high interests?” “They will wonder, for this is the
Tanzania we want to build” Notice the way he introduced a new verb, “They”, he is
identifying a common enemy of the people that don’t wish well for Tanzanian
development. “They cannot be happy when you are building your infrastructure
like railway with your own money at 6,5trillion, they want you to borrow from
them and build at 20 trillion and payback heavy interest rates for generations to
come, The road at Uhuru Dar-es-salaam was built with donor funds, since
independence, the loan was only completed 50 years later. I am begging you
Tanzanians, please understand me now when am still leading you, when I have
left, you can choose to misunderstand me! and let this stay for your memory.

Guarding against corruption, By frequently calling masses “my brothers”,


Magufuli shows that he cares for them well just like his own family. With tough
and comic words/intonations and short breaks in his speech, he gains total
attention from “his brothers” who are constantly entertained and seen laughing
in amazement at their leader’s wisdom. And with such a cocktail of
communication techniques, he gets tough on the corrupt individuals,
indisciplined school children, and lazy leaders who want to copy-paste western
“human rights” without showing responsibility.”My brothers, funds were being
stolen by corrupt individuals, I am telling you the truth I am not telling lies, I have
been a minister for 20years, I understand very well what has been happening, If
you think am lying where did this miracle now come from, that now you are
building a standard gauge railway, your airplanes, hospitals, ships, with billions of
shillings with funding those in those who believe in witchcraft would have said it
is witchcraft but for us who believe in God we know it is God helping Tanzanians.”

A TRUE SON OF AFRICA

Warning against colonial tactics and deliberate misrepresentation of Africa.


The president also stressed his challenges how he is being attacked by external
forces. His understanding is that whenever an African country starts to make
progress, many unscrupulous tactics are implemented on them like creating the
notion of dictatorship, the discovery of unverified diseases aimed at scaring the
masses, issuing dumbfounded travel alerts to impact tourism, etc.”I am being
attacked from all sides but all this is for you, You voted me for free and this is my
sacrifice to you, this work is not easy, they will fight you, they will call you names,
they don’t get tired. They will tell you there is a new disease and in those very
places where sickness or war is being announced, they go and excavate gold. If
you want to milk someone, you must scare him. With these colonial Tactics, any
nation that begins to move forward will be attacked with several weapons. We
got political independence but we did not get economic independence. We have
continued to be milked, I beg you Tanzanians to understand me., There is a time
they said here in Tanzania we were burying many people. Because I knew there
was nothing like that I chased the announcer. I remember I chased him in the
middle of the night at 1 am, there was no death in Tanzania as he claimed. After 1
month of being chased, he was promoted to become their boss there because he
was sent to spoil our image so that no more tourists come to Tanzania, These are
colonial tactics I want you Tanzanians to understand.

They will label you with sicknesses that don’t exist, it's time now that
Tanzania and all the nations of Africa start to believe in themselves -
President Magufuli

Why don’t Tanzanians and African nations want to understand why rich
nations like DRC, continue to have terrible diseases, why can't we ask such
questions?” The language used here is blunt and bold, this could owe to the
kind of audience he wants to influence, or it's being driven by a lot of
pressure to explain his policies - President Magufuli

Reform of the Public Service, Major challenges addressed by President


Magufuli’s administration earlier on in the public services sector were the
existence of ghost workers, forged certificates, and the laissez-faire style in public
service delivery. The public service machinery was largely affected by the
lackadaisical civil servants, who were largely unaccountable in their jobs.
President Magufuli’s administration undertook an exercise to verify public
servants, which uncovered the existence of 10,295 ghost workers and 9,932 civil
servants with questionable credentials. These challenges tremendously impaired
the civil services which in turn affected the performance and service delivery of
the government. The ghost workers and civil servants with questionable
credentials were immediately expelled and replaced with merited employees.
The newly elected President’s vision is to ensure that Tanzania has a public
service with merited employees who are effective and efficient in the delivery of
services.

Proper Management of Public Funds, when President Magufuli assumed office,
there were widespread misuse and embezzlement of public funds, which was
justified with unnecessary and at times overstuffed trips abroad by civil servants
and political officials. Reports from the Bank of Tanzania show that the country
saved $429.5 million (TZS. 902 billion) from foreign travel in the 12 months
between November 2015 to November 2016. This saving significantly reduced
government spending on travel expenses is a result of President Magufuli’s
instructions to limit foreign travel by government officials.

Another area that guzzled public funds by unscrupulous public officials is


through procurement, which was facilitated by the relevant act. As such,
President Magufuli ordered an immediate review of the Public Procurement Act,
2004 to ensure that any procurement meets and reflects the prevailing market
prices. Currently, the Act provides an opportunity for the government to enjoy
benefits such as bulky procurement from the use of standardized requirements,
minimize corruption loopholes and increase accountability as well as minimizing
procurement transaction costs and processing time.

Public funds were also being embezzled through the payment of salaries to ghost
workers. The financial audit in 2017 shows that ghost workers were paid $65
million (around TZS 139 billion) annually, money that could have been used for
other developmental plans. Moreover, payment of non-existent debts and
inflated budgets for public ceremonies contributed to the embezzlement factor.
Dr. John Magufuli noted with concern that these funds could have been directed
to other developmental projects such as improvement of infrastructure and
quality of social services. As such, it is his vision to see a country that adheres to
proper management of public funds.

Improving Social Welfare of the People, President Magufuli identifies himself


as a pro-poor President. Henceforth, all the above efforts and impeccable
achievements recorded within the first two years of his presidency were aimed at
improving the people’s social welfare. When civil service delivery is effective,
public funds are properly managed, corruption is curtailed, infrastructures are
improved, and natural wealth is properly managed, it is Tanzanians who will reap
the benefits. Tanzania envisions a transformation into a middle-income country
that will witness not only impressive economic growth measured in terms of GDP
but also high quality of life to her people. The fifth phase of government under
the leadership of President Magufuli seeks to reduce the number of people who
are languishing in poverty and reduce the illiteracy rate by ensuring that primary
school pupils and secondary school students are studying for free.

Improvement of Infrastructure, Transportation of goods especially agricultural


goods from the rural areas to the markets has been the biggest challenge for
Tanzania farmers who constitute the majority of the workforce. Moreover, in
major cities, transporting the workforce to and from workplaces has been a
challenge costing the country time and money.

Many people like to be the greatest among others, and the Bible is so clear when
he says that, Those who are the greatest among you should take the lowest rank,
and the leader should be like a servant. Who is more important, the one who sits
at the table or the one who serves? The one who sits at the table, of course. But
not here! For I am among you as one who serves” (Luke 22:26-27).

To the natural mind, it doesn’t make sense that Jesus would say such a thing. To
be great, you must become less? How does one become greater through
decrease? Jesus exemplified this through His humility. Philippians 2:6-7 tells us
Jesus did not consider equality with God something to be used to His own
advantage, but instead gave up His divine privileges and took the humble
position of a slave.

The world is filled with people longing to be leaders. They push, strive, and strain
to be out front and on top, but the message of Jesus is clear—if you want to be
on top, get on the bottom. You’ll find that Jesus spoke less of leadership and
more of servant ship. When we busy ourselves serving others, making others
better, we become leaders in the process.

The transliterated Greek word for serve is “diakonos,” which translates as


“attendant, minister, one who executes the commands of others.” This is what it
means to serve, but it is also the purest definition of a leader—someone who
unselfishly waits on another. The greatest leader who ever lived was Jesus Christ
because He was the greatest servant. In Mark 10:45, Jesus is quoted saying, “I
didn’t come so that others could serve Me. I came to serve and to give My life as a
ransom for many people.” Serving and giving is why we are here.

Many leaders in this world especially Political leaders are not leaders with a
servanthood mentality. Servanthood mentality recognizes the presence of God in
everything and even your leadership, its source is from God. President Magufuli
on several occasions acknowledged God. And he was insisting that am a servant
of all people. Such mentality as the political leader was very important and that is
why he was soo powerful. Compared to other leaders in this continent. Many
Tanzanians, will miss him.

In the covid19 Epidemic; President John Magufuli says Tanzania did not need a
coronavirus lockdown because God would protect his people and homespun
precautions such as steam inhalation were better than dangerous foreign
vaccines.

"We Tanzanians haven't locked ourselves in and we don't expect to lock
ourselves down. I don't expect to announce any lockdown because our God
is living and He will continue to protect Tanzanians."

President Magufuli called all citizens to turn to God and to keep the economy
turning, he didn't care about the external pressure. Even if his own church begs
to differ. This man was full of faith in God. He didn't glorify himself, but he
believed in God. And the response to the Corona epidemic, he believed that God
will protect us from that disease. Yet many oppositions and other leaders also
beg to differ. To him, God was first important to his leadership. He acknowledged
God in every statement he made public, and I believe that you can't speak a thing
which is not in you, President Magufuli believed God even in the hard situation as
the country was passing through, we must learn from him.

Many leaders, sometimes tend to shut down their minds and inherit panics,
when things are not going well or when even people are passing in the hard
situations. Acknowledging God in your leadership and encourage people to
believe in God is the best thing a leader should do. We need to choose a leader
who is God-fearing but not self-referencing, and many political leaders in this
continent are self-referencing, not God-fearing. That is why we have many
leaders who have turned to be demigods. Many people were praising and
glorifying them. The position of God should remain intact. Nothing should take
the position of God. And nobody should be entertained as God.

Any leader who tends to ignore God is not good. And many people should
understand that. While others leaders even challenge God.

Tancredo de Almeida Neves, more


commonly Tancredo Neves was a
Brazilian politician. He was born in
São João del Rei, in the state of Minas
Gerais, of Portuguese and Austrian
descent, on 04th March 1910.

During the Presidential campaign, he


said if he got 500,000 votes from his
party, not even God would keep him
from the Presidency. He did get the
votes, but could not become President.
On 15th January 1985, Tancredo was
Tancredo Neves elected President by a majority of the
Electoral College.

However, on 14th March, on the last day of his predecessor's term and on the
eve of his own inauguration, Tancredo became severely ill, requiring immediate
surgery. Thus, he was unable to attend his own inauguration on the 05th March.
The Constitution required the President and Vice-President-elect to take oaths of
office before the assembled National Congress. The inauguration was
accordingly held for the Vice-President only, the Vice-President immediately
assumed the powers of the presidency as Acting President.

Tancredo suffered from abdominal complications and developed generalized


infections. After seven operations, Tancredos died on the 21st April, more than
one month after the beginning of his term of office, without ever having taken
the oath of office as President. Never, ever, challenge God.

I believe that leaders are from God, but other leaders are not from God, that is
why we have many leaders who have no fear in God. In Hosea 8:4, they set up
kings without my consent; they choose princes without my approval. With their silver
and gold, they make idols for themselves to their own destruction. Citizens, we need
to reflect a lot about how we are choosing our leaders. We need to ask God to
give us leaders who are truly from God but not otherwise.

The weakness of the person should not be taken as a referencing point to


anyone. We can't be strong leaders when we rejoice in the death of other
leaders.

If President Magufuli was a dictator, then dictatorship is just an assumption. And


I have come to realize that many leaders who are labeled as dictators are true
leaders who understand democracy. We need true reform in politics, rather than
having politics which have other influences from the foreign. The tragedy comes
when western people try to help us to label our leaders as dictators. If President
Magufuli was a dictator, I think dictatorship is good.

I think in politics there are a lot of manipulations and a lot of moral battles. Which
hinders our political activities. His death leaves a great legacy. "Human Rights
Watch said. His death provides an opportunity for the new leadership in Tanzania
to take concrete steps to reverse the country’s downward human rights trajectory
and ensure accountability for past abuses."

My response to Human Rights Watch is that no country can exercise human


rights while many of his or her people are poor and are living in terrible
conditions, with no hospitals, no good governance, etc. If the human right is not
to give people good roads, fight with corruption, and put our country in order,
then am questioning what defines human rights. The human rights which never
acknowledge poor people and even fighting with people who are stealing public
money, laziness in the public offices, etc then am very sure that what we call
human rights is not human rights. Many people tend to fight other people in the
name of human rights, peace, etc but are not.

Leaders in modern politics have generally disregarded God's truth and their
philosophies about leadership have worked their way into another truth. Many
people involve our African politics with witch-craft activities. They believe that if
you want to involve yourself in politics, you must go to witchdoctors and perform
certain rituals, which will help you to win the elections. People are killing each
other believing that it is a good thing in order to get power. They believe that you
can't separate politics and witchcraft, which is not true. We must choose leaders
who understand the position of God in their leadership.

And also, I have observed that many leaders, don't understand their leadership
style. Understanding your leadership skills helps a leader to understand
strengths and weaknesses. In understanding your leadership skills. You can be
proactive and more effective as a leader by strategically using your strengths and
counteracting your weaker areas. Your style defines your values and perspective,
and being aware of it will aid your communication with those you work with. As
the saying goes, knowledge is power. You can empower yourself and move
forward in your career or interest by exercising this knowledge.

Build upon the weaknesses and strengths of your leadership style by becoming
more effective and balanced at leading others. Having this knowledge gives you
direction to develop goals and a training plan to become a better leader. This
plan will be effective for evaluations, you'll have a benchmark and milestones to
share and evaluate. In turn, your superiors will be able to clearly evaluate your
progress and make recommendations for promotions.

Your leadership style will address a problem differently than others. When
challenges arise you can contribute best to the solution by understanding your
leadership style. It may mean you’re the best to get involved with the issue or use
another strategy for solving the situation. You can arrive at the most effective
result by navigating the strengths of your leadership style.

As we remember the leadership style of the late President Magufuli, we see that
he was addressing the problems of many people differently than other leaders.
And this definitely. His leadership style helped him to bring the best solutions to
his people.

With the help of God, President Magufuli succeeded his leadership more than
any leader in the short term of his office. And in that sense, I believe he was not a
dictator as other oppositions leader labeled him.

The conflict and struggle other leaders are going through today are astounding
far greater than those faced by our ancestors. Today many people are constantly
fighting for power no matter what. In this situation, it requires more time to be
direct in providing development to our people. Political fictions and conflicts have
got birth to poverty and corruption.

Leadership Philosophy
We, Will, miss the hours-long road trips he embarked on
across the country which involved multiple stops so that
he could speak with the public.

Nyerere. His responsibilities (to him) appear to be simple
assignable to the gift of authority, given to him by God.”

Leadership Philosophy
A leadership philosophy contains value-based ideas of how a leader should be
and act and the sources of their power. Any leadership philosophy is a way of
thinking and behaving. It is a set of values and beliefs. Philosophy is a series of
reference points or a foundation upon which processes, decisions, actions, plans,
etc. can be built, developed, and applied. Ultimately, a leadership philosophy
connects leadership with humanity, morality, and ethics, and crucially, trust.

Leadership philosophies help us to understand how a leader comes to power


and stays in power. They are not 'designed to be applied like a model or a style,
but they do enable much greater insight into the wider causes of, and effects
upon, leadership from the widest possible human viewpoint.

Under the leadership of President Magufuli, there was no any magic. He did the
unthinkable. His leadership philosophy helped him to achieve many things
unexpectable.

Indeed, we have lost the brave perfect man in our motherhood, he loved us
perfectly, our hearts were overwhelmed while his departure. President Magufuli
cared so much about the common community. We may not bring him back to
life, but will never be forgotten. He has died fighting for the truth: what a wicked
world.

"Hapa Kazi Tu!" his slogan indeed reflected the true meaning of his leadership
philosophy. That slogan in Tanzania became more and more famous across the
world. That slogan was uttered frequently by him. Though many people never
understood that slogan. The slogan was a direct indication of his regime that
people must work hard and be productive as well as his government. We have to
admit that many Tanzania are impressed by the tremendous efforts the
President Magufuli had to stick on the slogan.

President Magufuli believed that, was elected as the President of the country, so
that he can change the economy of the country and also put the country on the
right track. He never entertained any person who is not good for the country.
When he was elected as the president immediately; the war began against
corruption and embezzlement of public funds, cutting down the number of
foreign trips by government officials and instantly sacking corrupt or unqualified
public servants of various institutions. Under his widely-known motto 'hapa kazi
tu' which in English translates to "only work matters," Magufuli has managed to
introduce a disciplinary environment into public offices which before were
regarded as the platforms for all kinds of misconduct and misuse of public
resources. Revealing ghost workers, people who were just paid in reality never
existed.

In his leadership, we see the connection between his leadership and his
philosophy, which mostly contributed more to the guiding principles and
leadership. He created a theory or an attitude, which provides the norms of
behavior and action. His model of behavior as the leader inspired a lot of many
people.

His theory defined the way his leadership what's is about. On many occasions,
he said that his government will emphasize more in fighting corruption, job
creation, and industrialization - President Magufuli.His attitude was very focused
on approaching leadership. President Magufuli vowed to fight corruption in the
country, ghost workers, and also to improve the national economy. He never
tolerated any lies, laziness in the government even if the human rights activists
rejected his attitude of dealing with people. Though his time was attracted
considerable criticism for changes that critics said threaten freedom of
expression and business.

On his first day in office in November 2015, he made a big impression.


He made a surprise visit to the finance ministry to check on how many people
had actually turned up to work - sending a message that he would not tolerate
the reputation Tanzanian civil servants have for absenteeism.

That same week, as an economizing measure, he also banned all foreign trips
for public servants. It appeared to work. A central bank report in 2017 revealed
that the government had saved $430m (£330m) on foreign travel in just one
year. He also scrapped costly independence day celebrations, instead of
declaring it a national clean-up day and was pictured picking up rubbish outside
State House in the main city, Dar es Salaam. His attitude attracted both
admiration and ridicule on social media. People both inside and outside
Tanzania.

President Magufuli, over the first years of his first term, was everything some of
the countries desired but didn’t have. A genuine and tough stance against
corruption. A deep commitment to public service. Chapa kazi tu. There was no
time for laxity. He espoused the belief and practiced servant leadership, placed
the issues of the average Tanzanian at the centre of government policy. He was
too good to be true. Building a firm foundation for the Tanzanian economy to
take off.

Guiding principles, servanthood mentality were his principles and values that he
held dear when he was leading others. He was a genuine servant leader who
was truly beloved by the ordinary wananchi of Tanzania.His leadership was
neither rhetorical nor theoretical, it was a very practical, visionary, and
servanthood leader that brought a total transformation in the lives of Tanzania.
From free primary and high school education to free healthcare for the elderly,
relentless fight against drug trafficking, construction of roads, bridges, railways,

and port, tax collection reform among others, his government had zero tolerance
in laziness, corruption, and inefficiency, and ineffective service delivery to the
citizens. In his fullness of power, he never believed that he was a politician. He
perceived himself as a servant of the people who cared less about honorable
titles. His persona portrayed humility at its best.

He had a legion of critics. While his supporters believed that the country had
been in shambles for the longest and that he was a God-sent leader to transform
their lives and livelihood together with the lives of future generations, his critics
perceived him as a dictator.

Above all; no matter how great you are, you cannot please everyone. To put it in a
biblical context; ‘He came to his own and his own rejected him.’ John 1:11.

When you view and read the life of President Magufuli, you see that his
leadership philosophy is a compass. Which helped us to define our expectations,
his values that provided the roadmap for actions. With his clear leadership
philosophy, he created a focused thought system surrounding his leadership,
which defined the behaviors and attitudes he wanted to cultivate in himself, but
also in others. His leadership philosophy allowed many people to know what to
expect from his leadership. Which many leaders lack.

According to Plato, one of the great political philosophers, who lived in Athens
between 429-347BC, was deeply concerned with the issue of the quality of
political leadership, and this led him to insist that to be a political leader, one
should be a philosopher-king. This king must be sound and strong in
intellectualism and integrity. With such a leader on the throne, justice can be
achieved for the common good of society. As such, morality or ethics is important
to Plato in the achievement of the common good.

To Machiavelli, quality as integrity and intellectualism may weigh down the


political leader from achieving the common good and, therefore, the leader
should use any means possible to achieve the common good;

Integrity demands political leaders to be charismatic, disciplined, accountable,


and transparent in leading society. A leader with integrity may suffer far less
degree of corruption than one without integrity. To a charismatic leader, it is
given to be happy, smiling, not frowning, ever- ready to meet the led and know
their problems, and make genuine efforts to solve them. Whenever the leader
speaks, the people find it palatable to listen and easily understand; so the leader
carries them along. The charismatic leader is a popular leader who is admired
and supported by the led.

A disciplined political leader is one who is always prepared to do the right things,
obey the rule of law, and positive traditions and customs of the people. To this
leader, behavior is important in the lives of everybody and so he leads by
example.

An accountable leader is one who is ready at all times to render stewardship
account of how the peoples’ resources were used by him and the output and
outcomes of such utilization. In doing his work, the leader is transparent by
ensuring that nothing is hidden from the people and decisions are made by those
who should make them. Therefore a disciplined, accountable and transparent
leader will always insist that he should be prosecuted if it is suspected that he did
wrong.

A good political leader should be intellectually sound in his knowledge of society,


the theories and issues of politics, law, and the behavioral sciences.

A good political leader should be one that loves the people he leads. True
patriotism or love for the people can dissuade the leader from defrauding the led
for his own gains. This quality empowers the leader to work hard to reduce the
suffering of the people.

differences aside, I will work hard for all Tanzanians
regardless of their tribal, religious or ideological
affiliations.― President Magufuli
Vision
Where there is no vision, the people are unrestrained -Proverbs 29:18 NASB
Vision is what we perceive, by the Holy Spirit, pertaining to God's purpose for us.
A man without a vision is a man without a future. A man without a future will
always return to his past. Each of us needs a guiding vision for our lives. It's
helpful to take time to discover the vision and write it out to help us stay focused.
Each of us has a destiny, which is the will of God for us. But it is a potential
destiny because we do not reach our destiny automatically. We reach our destiny
by following the vision, it creates a spiritual momentum to move towards our
destiny. Momentum results in spiritual advancement, but we must maintain our
gains through spiritual warfare. Welfare always happens during forwarding
advancement. It is a certainty. Everything runs smoothly until you try to do
something. Vision and faith go hand in hand. Faith has eyes. We see things in
faith before we see them in the physical realm.

The last time I traveled to Europe is when I was studying. I did not go to Europe
because I knew Europe is also here. The kinds of projects we are undertaking will
definitely turn Tanzania into another Europe,” he told the gathering where he
asked for votes - President Magufuli

President Magufuli believed that Tanzania will be somewhere in the future. He


had a vision of seeing Tanzania in a good economic future. Under vision 2025,
Tanzania indeed geared to attain middle-income status through its
industrialization agenda. President Magufuri believed that engaging in the
nation’s ongoing ambitious megaprojects in infrastructure development and
power will ensure socio-economic prosperity.

Through improving the nation’s roads, ports, railways, and airport infrastructure
is critical for the country to improve its internal and external trade and
commercial activities. The country’s transport system has demonstrated a steady
growth from 4.4% in 2012 to 16.6% in 2017 with 6.0% contribution to National
GDP in 2017. President Magufuli believed that we can continue to support import
and export for neighboring countries. Due to the increasing demand for long-
distance heavy freight haulage in the region, Tanzania has embarked on the
construction of Africa’s current biggest rail projects, the Standard Gauge Railway
(SGR) along the Central Corridor starting from Dar es Salaam to Morogoro
(300km) and from Morogoro – Makutopora (422km).

Apart from the construction of the SGR, the Government is also rehabilitating the
existing metre gauge railway running from Dar es Salaam to Kigoma and
Mwanza. Improvements of the two parallel railway systems will ease the off-take
of cargo at the port of Dar es Salaam. The modernization of the Dar es salaam
port, construction of the SGR, and rehabilitation of existing metre gauge rail will
complete the logistic chain from the port of Dar es salaam as the major port of
export to the neighboring land-linked states.

The Port of Dar es Salaam after modernization is planned to handle up to 28
million tonnes, which is double the current capacity.

The construction of terminal three at Julius Nyerere International Airport (JNIA)


was completed in May 2019, increasing the planned capacity to 6.5 million
passengers annually, more than twice the existing capacity. In an attempt to
revive the airline market in Tanzania, the Government has purchased eight
new aircraft for the revamped Air Tanzania, all through our own funds.

As road transport is the most widely used mode of transport in Tanzania,


carrying over 90% of the passengers and 75% of the freight traffic in the
country, the sector’s further development goes hand-in-glove with
improvements in the energy sector as Tanzania strives to become a middle-
income country.

Since coming into power, President Magufuli has prioritized the energy sector
as one of the key components for the implementation of Vision 2025 and our
economic development. Accessibility, affordability, and reliability of energy in
our day-to-day life were crucial in his government’s agenda.

As such, the country has invested in a number of megaprojects, which we


believe will push and guarantee us on the sustainability of energy in the
country. Some of the ongoing and upcoming megaprojects that fit for
sustainable energy independence include Kinyerezi II (240 MW) Natural Gas
combined cycle Plant, the 2115MW Rufiji Hydropower plant, the 400kv
transmission line (Backbone Transmission Investment Project – BTIP);
construction of 220kv transmission line from Mkambako to Songea; and 6,349
rural electrification projects. With these projects, we are sure of the availability
and sustainable energy that will drive our economic and social development.

But in many life, everything in life may go fine until you try to do something.
Like the country, we had a vision and we believed that our President will take
us there. But President Magufuli met a lot of attacks from the
oppositions.Named as human rights violence. Whenever we attempt to make
progress in fulfilling our vision there are those who become vision destroyers.
Many people were so negative and talked more. Some people magnify
problems instead of the vision. A visionary will not allow problems or obstacles
to stop their pursuit of the vision. Never allow those who have no faith to
influence us. Never allow them to get close to you. If you are a visionary leader
must persevere like Joshua and Caleb.
