Re: Urgent Appeal for Justice

Dear Secretary Remulla:

Warm Greetings of Mabuhay!

Please allow me to come to you as a foreign investor, brutalized financially,


physically and almost spiritually by a Chinese gangsters syndicate headed by ex-
Presidential Adviser: Michael Yang.

Undersigned is the CEO of Big Emperor Technology Corp.(BIG EMPEROR), a


legitimate investor and operator of a gaming enterprise and who was lured to
come to the Philippines and transfer business operations by another Chinese
named company XIONWEI TECHNOLOGY COMPANY, LTD. INC.(XIONWEI) as a
sublicensee.

Convinced on the prospects and potentials laid down before me, undersigned
transferred substantial foreign investment to this country, that is easy to fall in
love with.

As one who has adopted the Philippines as an investment haven, undersigned


likewise convinced other investors to come and be a part of lucky Chinese
investors. My friend, a president of a large Chinese business Chamber of
Commerce, used to joke me for being the unofficial Philippine public relations and
lobby ambassador.

Since undersigned has successfully established business operations at Eastfield


Corporate Centre along Macapagal Ave., MOA Complex, we have employed no
less than One Hundred Fifty Filipino nationals who consider themselves “gainfully
employed” or financially secured.

However, suddenly all these pleasant realities have been instantly transformed
into a hideous nightmare, when XIONWEI goons physically kidnapped me.

Undersigned now confesses that he had never imagined as he had no cause to do


so or let alone expected to be so “brutalized”.

Undersigned was held under arbitrary detention for at least 20 days, while
almost daily, strange men both Chinese and Filipino males took turn beating me-
up.

During a break from merciless torture and abuse, I was able to entice one of the
torturers to explain to me this crucial occurrence.
As relayed and ordered by a fellow Chinese, I was told me to just comply and
turn-over the Big Emperor Business to Michael Yang in exchange for my life. This
Chinese hoodlum emissary of Michael Yang under a well calibrated manner of
handing over large amount of money in most unlikely areas of a cloak and dagger
nature. Xionwei’s goons were able to amassed continuous transfer of several
millions of pesos in various tranches.

Mr. Secretary, the details of my ordeal can be later revealed during a special
investigation your office may please hold regarding this brutal kidnap for ransom
incident and how I was able to cheat death and escape the mutilating torture
chamber.

But right at this moment, I am duty bound to save my investors who had
deservingly placed full trust and confidence with their money.

Undersigned therefore appeals to your office instant remedy in appreciation of


the foregoing fatal threat to foreign investment by suggesting the following
course of action:

1. To instantly have the criminal aspect of my kidnapping investigated and


subsequent charges filed against these transported Chinese hoodlums
and their Filipino Police cohorts who aided them albeit, illegally.

2. To subject XIOWEI to legal sanctions, not only for illegal corporate raid
but for employing criminal means in effecting business grab.

3. To order the police and other law enforcement agencies NOT to


cooperate with the criminal agenda of XIONWEI and their Chinese Mafia
or gangsters.

Mr. Secretary, this particular incident is already known to the Chinese Chamber of
Commerce, some members of which have already been informed through
channels by undersigned.

My associates have already initiated steps to ventilate in the foreign and local
media my harrowing experience and heavy handed criminal activities by Chinese
goons who operate with impunity on Philippine soil.

As Chinese investor victimized by Chinese hoodlums headed by Michael Yang of


XIONWEI, undersigned appeals for justice!
