Company Nature

Maxwell Renewables has been producing hydrogen for energy purposes since 2017. Our
company is known globally to be the first solar and hydro powered hydrogen producer in all of
South East Asia. The company has gone to great lengths on building a safe and reliable control
systems that is up to date and up to the task. The company always ensures the safety of the
production and making sure that its service quality remains high.

Maxwell Renewables utilizes the process of Electrolysis to produce vast amount of


hydrogen. This process needs a lot of energy so the company took the initiative to invest on other
green energy such as solar and hydropower to supplement this process. Due to the limitations of
solar for only producing during the day and producing less power during monsoon seasons, we
took the initiative to supplement our power intake with the help of hydropower utilizing dams to
producing power that is much reliable. With this, the hydrogen produced can be burned with no
carbon emissions and much more reliable and renewable than the conventional fossil fuels.

The company is controlled by well-educated professional on their on fields ranging from


electrical engineering for the much of the process requires the experiences with electric grids and
power plant engineering for the safe handling of our produced fuels.

Company History

Maxwell Renewables is born with the idea of having a true reliable green energy alternative
for the benefit of the environment. It is a solution on the growing problems of the country’s thin
electric reserves and its woes on the effects of climate change.

Engr. Mark Luke Ulit introduced the concept and worked with Engr. Whendell Pentinio
on the feasibility studies of the concept. Engr. Fritz Jervy Buenafe came as an investor and the trio
started the company on January 17, 2017 as a renewable energy producer a first in the Philippine
History.

The Company faced challenges in its inception, since it is the first in the country there are
no policy yet made for this kind of technology. The company with the help of Engr. Adrian Justine
Manalo helped with the drafting of the Memorandum of Agreement of the company with the
Department of Energy and the Department of Environment and Natural Resources and they
subsequently provided a detailed policies regarding Large Scale Hydrogen Production for
Electrical Production and recommended a legislation to the Philippine Congress.

After sorting the policies regarding its operations, the company is allowed to register with
the Securities and Exchange Commission as a start up company in the energy industry. With this,
the company grew bigger with the arrival of investors such as Engr. Bernard Baldesco, Engr. Justin
Shane Ledesma, and Engr. Karl Custodio. The Company’s board stood the ground for the inception
of its first facility at Ilijan, Batangas City with the help of its investors. The company opened its
Ilijan Facility mid-2019 and started full operational capability in the first quarter of 2022.

The company inked a deal with KEPCO Ilijan Corporation (KEILCO) to retrofit and
convert its fuel source from natural gas into hydrogen. The first part of the partnership is riddled
with challenges, with the monsoon season peeping in, the solar power wasn’t generating enough
to power the electrolyzers that produces the hydrogen, and the Ilijan Power Plant is nearly losing
its reserve hydrogen fuels. With this in mind, the company inked another deal with San Miguel
Corporation to procure 50% of the energy produced by the joint venture Batangas Tidal Power
Farm off the coast of Batangas Province with the supervision of the Philippine Government to
supplement the reserves of the Ilijan Power Plant. After the configurations of the system, and the
upgrades in the utilized equipment such as the electrolySer, command control systems, and the

electrolytes, the company’s Ilijan Facility successfully produced 95% much more hydrogen fuel
than its first production. With this result, the Ilijan Power Plant is supplied reliably with hydrogen
fuel and the company is able to sell its excess fuels elsewhere.

With this ground breaking achievement the company made headlines internationally. The
company is named by the nation’s President as the Country’s Premiere Renewable Firm, the
Department of Science and Technology together with the Department of Energy and Department
of Environment and Natural Resources acknowledge the achievement the company has made.

With the succeeding years, the company grew exponentially and is set to become the
country’s top company by year 2026 if the projections are set into stones. The company went into
great length to secure its operation even with the pandemic ravaging the world. The company put
in place a skeletal and virtual workforce and never once let go an employee as the company did
not suffer too much losses. The company also provided all of its employee with great benefits to
say afloat in the crisis.

The company is proud to produce a reliable green energy for the country’s need and
development. With all this in mind, Maxwell Renewables will continue to grow to improving the
service that we so deeply care, and to the continuing development of the technology for a better
and efficient production.

Products and Services

Maxwell Renewables Incorporated aims to provide the best green alternative to fossil fuels.
The services we offer are well-planned and executed with a high degree of care and accuracy. It is
in the core of the company to render service that of international standards.

The company is producing hydrogen in sustainable and environmentally friendly methods.


We ensure that we use renewable energy as primary sources of energy such as hydro and solar
power. We only use small portions of diesel powered generators as back-up when the grid is
overwhelmed in times of disasters and crisis such as red levels in the grid. The hydrogen produced
by the company is then used to power the retrofitted or newly built electric Power Plants in the
country.

From the renewable source of energy, we process an electrolyte in an electrolyser and


produce vast amount of hydrogen to power gas turbines. Without the risk of pollution as hydrogen
produces only water when burned. Then the oxygen that is also a bi product of the electrolysis
process is also used and is sold for medical and industrial use. The company has gone to great
lengths in trial and error on the right electrolytes to be used in the process for a better and efficient
production.

Process number 1 is the renewable energy, the company first procured solar power
capabilities in the first facility in Ilijan, Batangas and then we have joined forces with San Miguel
Corporation in a joint venture in Tidal Power farms off the coast of Batangas Province to
supplement the unpredictability of solar power capabilities. Process 2 is achieved through the H2
Facility that is produced vast amounts of hydrogen. Process 3 is where the produced hydrogen
goes, Ilijan Power Plant is the first to initiate the hydrogen powered gas turbines in the whole Asia.
Then, the excess hydrogen is then sold of to industrial use, oxygen produced is also sold off for
industrial and medical use. Process 4 entails the next step for the company to grow, that is to enter
the consumer market with our hydrogen to be used commercially as form of LPG and same
application products. Process 5 is still in the research development phase. The company is finding
various ways to produce green hydrogen as seen in the figure above there are many ways to achieve
the company’s goal. Currently Electrolysis is used by the company. With partnerships with the
Batangas State University – The National Engineering University and Maxwell Renewables, the
company is now researching the feasibility of Direct Solar Splitting and is now currently building
a facility within the BatStateU KIST Park.

The Ilijan Power Plant Conversion is one of the biggest projects of the company with
partnership with San Miguel Corporation. The conversion into hydrogen made the biggest
power plant in the country green and carbon free. The plant originally outputs 1200MW at
maximum but in practice the plant only produces 1000MW due to high prices of fossil fuels.
The locally sourced hydrogen made it possible to run the Power Plant in its 100 percent
Capacity of 1200MW plus an upgraded capacity of another 1920MW totaling 3100MW
capacity, with enough hydrogen reserves for emergency situations.

Pantabangan Hydrogen Fueled Power Plant is a venture of the Philippine Government and
Maxwell Renewables within the BOT agreement. The company is set to build the facility
within 4 years’ time and the company will be operating the facility within 50 years to
recuperate its investment. The facility will be transferred to the National Government after
the company’s tenure. The Facility is a hydrogen fueled power plant that is able to output
1800 MW of power that will free up the congested National Electric Grid. The government
ensured that the facility will receive 70% of its raw power input through the Pantabangan
Dam Hydro Power Plant and the company is then to build a solar farm to meet its 30% raw
power input requirement.

A. Background

The country’s electrical supply is far from reliable. Frequent power shortages and blackout
became the norm of this country. The Philippines is in need of more source of electricity and it
needs it clean and reliable. As the country also suffers the worst effects of the climate change, the
country needs to stick to its policies that going green energy is the best solution for its future. For
this, the Mindanao and Visayas Region is sparsely electrified and experiences more frequent power
shortages than Luzon. For this reasons, Maxwell Renewables is proposing the construction of
Mindanao Hydrogen Fueled Power Plant to be situated at Lanao Del Norte near the Maria Cristina
Falls Hydro Power Plant.

This proposed project aims to achieve the following:

• Diversify and spread the source of electric power all throughout the Philippine
Archipelago,
• To reduce the reliance of the country on fossil fuels and making hydrogen fuel the biggest
contributor of electric power in the country,
• To provide the country’s overwhelmed electric grid a much-needed boost in its capacity.

Given the instability of fossil fuels prices that the country has no control, Maxwell Renewables
is offering the best alternative to lessen the dependency of the country on imported commodities
to produce electricity. This would be a great indicator that the public can be charged less for electric
consumption as the country will be paying significantly less price for our hydrogen.

The company’s model “The Green Hydrogen Production” has been a success based on the
Ilijan and the ongoing Pantabangan Project. The company is confident on the results and credibility
of the service rendered on the previous projects. The process of Electrolysis is better refined by
the research and development team of the company. The proposed project will be utilizing all the
updated equipment such as the new gas turbines, the new command and control systems, and the
improved solar panels that have been commission from Panasonic Japan.

B. Description

This part presents the company’s process on the completion of the Mindanao Project, its
parts.

1. Preparations of the Mindanao Facility


The Mindanao Project is a sister project of the Pantabangan Project. The difference is the
capacity of the Mindanao Project is significantly higher. The Mindanao Project is set to
produce 2200MW of Electricity for the National Grid. This is due to the higher output of
the Maria Cristina Hydro Electric Power Plant. This will be very beneficial for the
country’s electric grid as it will be acting as a great provider of much needed supply and
reserves for the country.

1.1 Procurement Process. Maxwell Renewables have made sure that all the required
assets and equipment necessary for the project. Making sure to ink partnerships
with both local and international firms for ma better and reliable service delivery.
2. Construction of the Main Facility
Maxwell Renewables have acquired a 15-hectare lot 500 meters from Maria Cristina Falls,
2 hectares of it will serve as its integrated power facility, where it will be the production
site of both the hydrogen and the gas turbines for a much efficient production of power.
This is the first of its kind, its predecessors the Ilijan and Pantabangan Projects have
separate facility for its electrolyzer and gas turbines connected by series of pipelines. The
decision has been made to integrate these two facilities, for easier maintenance and much
safer operations as there are less points of errors and less pipelines to be the source of
leakage.

3. Construction of the Solar Panel Farm


Maxwell Renewables will be building a 10-hecare wide solar farm for an estimated output
of 500 MW of raw electric output. This power is enough to produce vast quantities of
hydrogen on its own. Maxwell Renewables have partnered up with Panasonic Japan for
their top notched solar panels with a maximum efficiency of 47% that is higher compared
to the competition.

4. Procurement of Electric Output from Maria Cristina Hydro Power Plant

Maxwell Renewables will be procuring 500 MW of power from the Maria Cristina Hydro
Power Plant for the supplemental operations reserve as the backup for the solar farm. It is
imperative to the company that the production of hydrogen be continuous as it can produce
far more electric capacity than the other renewables. It is far more stable and reliable. The
company is expected to deal with the National Grid Corporation of the Philippines (NGCP)
with the supervision of Electric Regulatory Board (ERC).

This project is between the National Government of the Philippines and the Maxwell
Renewables Inc. The Government had introduced the grants and loans from other countries that
are willing funding the project due to its green agenda. The European Union granted the project
1.3 billion Pesos, The USAID granted this project 2 billion Pesos, and the Japanese Government
loaned 2.5 billion Pesos to the government that is payable for 35 years. The income generated by
the project will be in the ratio of 70-30 for Maxwell and the National Government for the duration
of the contract to operate which is 45 years. Maxwell Renewables is going to invest 1.33 billion
Pesos in this venture.

Alternative fuels must be technically feasible, economically viable, easily converted to


another form of energy when combusted, safe to use, and potentially harmful to the environment.
Hydrogen is the most common element on earth. Hydrogen does not exist freely in nature, but it
can be produced from a variety of sources, including steam reforming of natural gas, gasification
of coal, and electrolysis of water.

Hydrogen is an energy carrier that can transform an economy dependent on fossil fuels into
a hydrogen economy that can provide a zero-emission transportation fuel. Hydrogen is an energy
carrier that can be used in internal combustion engines and fuel cells, and when burned with
oxygen produces virtually no greenhouse gas emissions. The only emissions of note are water
vapor. Climate change is a serious problem and is becoming increasingly apparent to large
segments of the population. Increasing CO2 concentration directly contributes to the global
warming phenomenon. Hydrogen is an energy carrier that can be produced and converted into
energy in a variety of ways. Electrolysis of water is considered the cleanest way to produce
hydrogen. Electrolysis of water requires electricity, which can be supplied from clean and

renewable sources. A hydrogen internal combustion engine, like a gasoline engine, burns hydrogen
with oxygen in the air. It produces expanding hot gases that directly move the physical parts of the
engine. The only emissions are water vapor and traces of nitrogen oxides.

The company’s model is to rely solely on other renewable sources of energy to produce
the raw power to be used for the Electrolysis process. Mainly we use solar farms for daytime
operations and use hydro power for night-time use. With this model, we are able to produce round
the clock hydrogen in controlled and reliable manner.

This technology and innovation will be beneficial to everyone. As it will be emitting no


harmful substances that would hurt the environment. This method of energy source is also
economical as we can produce energy right on our own control and not rely on the international
market for supply.
