Eco-innovation
Japan has ambitions to become a Leading
Environmental Nation as declared in its
“Strategy in the 21st Century: Japan's Strategy
for a Sustainable Society“.
Eco-innovation is at the heart of the strategy.
METI defines eco-innovation as techno-social
innovations to meet environment challenge,
resource constraints and diversification of
values among the people with compatibility
between economy and environment.

Implementation of eco-
innovation in Japan
Concrete measures are taken in Japan to support this
type of innovation-
At industry level (working towards sustainable
manufacturing which utilizes recycling resources and
reduces resources)
At the level of infrastructures (deployment of zero
emission social infrastructures, e.g. zero-emission-type
coal fired power generation with efficient
cooling/carbon capture and storage, and distribution
and diversification of energy sources using IT
technology;
Environment friendly transport or IT systems; etc.), and
Involving consumers (realizing sustainable
consumption and life-style, for instance by selling
functionalities, not goods).

1967- Pollution Countermeasures Basic
Law is passed.
1968- Air Pollution Control Law is passed.
1971- Environment Agency is established.
1972- Nature Conservation Law is passed.
1974-National Institute for Environmental
Study is established.
1980-Research begins on acid rain.

1988-Ozonosphere Protection Law is
passed, with provisions to reduce the use
of chlorofluorocarbons.
1989- Air Pollution Control Law is
amended to control the use of asbestos.
1993- Basic Environmental Law is enacted.
1999 Environmental Impact Assessment
Law is implemented.

2000 -Environment Agency is upgraded to
Ministry of the Environment.
2001- Specific Household Electrical Appliance
Recycling Law is implemented. Law
Concerning the Promotion of the Recycling of
Food Resources is implemented.
2002- Law Concerning the Recycling of
Construction Materials is implemented.
2003- Law for the Restoration of Nature is
implemented.
2005- Law for Recycling of Scrapped
Automobiles is implemented.

2005-Kyoto Protocol goes into force Revised
Law Concerning the Promotion of Measures to
Cope with Global Warming is implemented .
2008- Leaders of the group-of-eight major
industrial countries agree on the long-term
goal of halving global greenhouse gas
emissions by 2050 at the Toyako summit in
Hokkaido.
2011 Law concerning Special Measures for the
Disposal of Waste Matter Arising from the
Great East Japan Earthquake is promulgated.
2013-Small Home Appliance Recycling Act .
