RE: Youth Unemployment in Kosovo
Problem definition
Youth Unemployment that is occurring in Kosovo, is a problem not only for now but also
the future of Kosovo, it will lead to great consequences such as a very bad economic stability for
our country and the residents of it, increased risk of under fed and homeless people in our
country. It is one of the most important problems that Kosovo needs to have solved as soon as
possible. We are of the belief that the low standard of education and number of jobs offered to
the youth are the roots of the problem. As the problem was thoroughly analyzed four alternatives
to be chosen for implementation are developed; (1) Education improvement by having new
schools built throughout Kosovo and offer trainings to teachers, (2) Job opportunities being
increased by having built fabrics, (3) Incentivizing businesses and employers , (4) Do nothing
towards the problem. The above-mentioned alternatives of policy implementation will go
through three criteria which include time based on the alternatives at most 8years, cost of no
more than 6 million and the efficiency degree that they have achieved constructed on their
success opportunity.
Implementation alternatives
The first alternative in tackling this problem is to build new schools throughout Kosovo
and in order to improve the education offer further trainings to the teachers. As we know the
schools in our country lack the education quality and in some provinces throughout the rural
regions the children do not attend them because they do not have a school functional and with
the given qualities to be used all over the year cold and hot. We will have these new schools
build as per to get the total number of educated residents increased, citizens with better education
and higher education have indeed a higher percentage of getting offered a better job for their
future. The job opportunity increases as the quality of the workforce does. Getting back to the
second part of the problem solution which is offering trainings to the teachers who work on the
old schools as also on the ones that we plan to be built. On top of the organization of the
trainings will be not only the government as in much places we will include Public-Private
Partnerships accordingly as learned through the course and in the book (Ramesh, Howlett and
Perl, 2009). Policy design approach. The solution is believed to be finished in a time span of 8
years as there is building the schools involved while on the other hand it will cost 5-6 million as
we will try to involve sponsoring by adequate companies or Ngo’s. Accordingly, to the game
theory model of discretion enhancement in such complex subjects, these benefits as the trainings
in our case have been shown to solve the principal-agent problem (Ramesh, Howlet and Perl,
2009).
In order to have the number of jobs offered increased is to build and open new fabrics
which is the second solution to the problem raised. Taking in consideration that the youth already
have finished their studies and they are now ready for work this solution sounds better for them
and the problem. As a result, creating these job opportunities for them as a cause that 30.2% of
the youth aged between 14 and 25 lack unemployment based on statistics raised by Kosovo
Statistical Office (Kosovo Statistical Office 2015). Building fabrics will involve from the less-
skilled workers to the top performing and best in their course of study and education. As to be
working in a fabric includes the workforce but it also includes a lot of other departments such as
marketing, selling, financing etc. All of these departments as mentioned need workers managers
accountants layers and many more other concentrations which include a wide range of the youth
being involved and offered a job for them. As mentioned before the principal-agent problem will
be also accorded in this solution as the issue of the unemployment will be fixed and relations
between the government and the targeted group, the youth. (Ramesh, Howlet and Perl, 2009).
This alternative will have 5 million euros cost as it will also have other investors or owners of the
company in which the fabric will work on invest as well. It will be very efficient time wise as
only the building of the companies should not take more than 4years.
The third solution is incentivizing businesses and employers. By providing monthly cash
payments to offset wage costs of companies or employers it will help youth who are seeking for
jobs return to work, it will also give employers a direct support to the cash which will help the
business. This alternative involves a payment done to the employer over two years for each
unemployed youth Kosovar when found a job adequate for them to keep. This solution will last
only 2 years and cost wise it will be only 3 million euros.
The fourth and the last option is to do nothing. Taking any action towards the case of
youth unemployment in our country is not seen as beneficial to us taking in consideration all the
measures that have to be taken and the cost. Within the given rage of cost that is 4-6 million
euros and the time span ranging from 6 years to 8 years, this money and time can be invested in
another more important problem in Kosovo. However, this solution of doing nothing is the most
economic and profitable as we spend no time or money into it, it actually leads to the
continuation of the problem, youth unemployment in Kosovo, and the risks it indicates to our
country’s economy and its youth.
Commencing all of the alternatives presented, alternative (2) should be the one that
should be implemented to our raised problem. Building the fabrics provides a more direct and
enhanced solving in increasing the job opportunities for the youth of Kosovo. Targeting the
youth for now this solution will focus and solve the problem faster and more efficiently rather
than the other solutions even though education still needs to be addressed in the near future.
Evaluation:

Afterward the alternative has been carefully chosen the next important step is that we
evaluate its effectiveness. In order to achieve the highest quality of the evaluation specialized
agencies and evaluation judiciaries and legislatures will be used (Ramesh, Howlett and Perl,
2009). After having it undergo all these steps the solution will be promising in success and
efficiency.
