WHEREAS, Section 52 of the Revised Implementing Rules and Regulations (IRR) of RA 9184. otherwise
known as the Government Procurement Reform Act 2009, allows as agency to resort to shopping.
WHEREAS, further, section 52.1a of the Revised IRR of RA 9184 allows an agency to resort to Shopping when
there is unforeseen contingency requiring immediate purchase and the amount involved does not exceed the
thresholds prescribed in Annex H of the revised IRR in the amount of One Hundred Thousand Pesos
(P100,000.00) for NGAs, GOCCs, GFIs and SUCs;
WHEREFORE; for and in consideration of foregoing premises, and upon motion of JEREMIAH V. MACARAEG
and duly seconded, the BAC Resolves, as it is hereby resolved to recommend “Shopping Section as the mode of
procurement.
NOW, THEREFORE, WE, the members of the Bids and Awards Committee, hereby RESOLVE:
