5.

2 Criteria, sub-criteria, and point system for the evaluation of Full Technical
Proposals are:

1° General experience of the firm in the field: 10 Marks;

Consultant firm must have at least twelve years of general Experience in


Consultancy activities justified by date of issuance of the trading license related to
the consultancy tenders and four supervision works or study of any assignments
(Water, Roads, Construction etc…..) the work/ assignment done in supervision
or study must be issued by public institution proven by notarized good
completion certificates accompanied with notified contract with any amount
(notification of document must be done in one months as per notary dated stamp).

Experience counted refer to experience of issuance of trading license (3 Marks)

1-5 years: 1 Marks

6-10 years: 2 Marks

Experience related to assignment done (7 Marks)

Four references with good completion, accompanied with contract: 7 Marks

Three references with good completion, accompanied with contract: 5 Marks

Two references with good completion, accompanied with contract: 3 Marks

One reference with good completion, accompanied with contract: 1 Marks

Reference without good completion and Contract: 0 Marks

2° Relevant experience in similar services: 15 Marks

At least two references on the work of the same nature (Study of Drinking water
supply) with good completion certificates accompanied with notified contracts
whose value is between and greater than [15-35 million Frw each reference]
executed in last five years [2021, 2020, 2019, 2018, 2017].

(15 Marks).

 One (1) reference: 5 Marks


 Two references: 15 Marks
Sub-contracting references will not be considered

3° Quality of the methodology proposed: 20 Marks;

 The detailed timetable of the intervention of the monitoring office


based tasks required explicit in the terms of reference: 5 Marks
 The list of management personnel that the Bidder agrees to assign to
the project indicating their respective tasks and response times as a
table: 5 Marks
 Planning of key personnel activities bar chart: 5 Marks;
 Detailed strategy for materials choice, the source of materials and
description by respecting the principle of Made in Rwanda: 2.5
Marks
 Having company organizational structure with the following staff
proven by RSSB declaration list of staff (Managing director/ equivalent,
Technical Director who has an experience of 5 years of working
experience in water supply and sanitation facilities design and
supervision. Note: attached the CV of technical Director) and One
secretary/ 2.5 Marks

N.B The deviation of the requirement will affect the Bidder to lose marks
and the methodology should be prepared referring to the duration of the
project.
4° Keys staff: 55 Marks

1.Team leader: 10 Marks

She/he Should have a degree of A0 in civil engineering or water engineering with


6 years of experience in drinking water supply and having carried out 3 similar
projects in the works or adduction consultancy in drinking water as Team leader.
He must present a valid certificate of membership in the Institute of Engineers of
Rwanda (10 Marks).

 Academic certificate and copy of ID + availability, IER Certificate (1 Marks


each): = 3 Marks

 General Experience: executed for projects that are in general works justified
by the service rendered (three projects in any field of supervision or
studies) =3 Marks (1pts to each project)
 Specific experience (Reference in the same field project proved by to whom
it may concern (3 attestations de service rendue) 1 Marks each: 3 Marks

Electromechanical Engineer: 10 Marks


Bachelor’s degree in electromechanical engineering with a minimum
experience of 5 years. With similar service 2 reference same complexity.
He/ She must be registered in the Institute of Engineers in Rwanda with
valid certificate and have license issued by RURA certifying that he/she is
Z class in Installation of any plants up to and including high voltage
indicated in License of RURA. The electromechanical engineer will
supervise Installation of any plants up to and including high voltage works
according to Bills of quantities of execution works

3 Marks

projects = 4 Marks
N.B: Missing of license issued by RURA certifying that he/she is Z Class in
Installation of any plants up to and including high voltage lead to
disqualification of staff.

3. Hydraulic Engineering: 10 Marks

Must have A0 holder in Water and Environmental Engineering, Hydraulic


Engineering, civil engineering, water and sanitation or construction with at least 5
years of experience in Water supply system studies/supervision with certified
copy of Degree.

He/she must have participated at least in three (3) similar projects as site Engineer
with proof/certificate of completion :(10 Marks).

He/she must be registered as professional in Institution of Engineers Rwanda or


the Institution of Engineers.
 Notarized academic certificate +copy of ID + availability, IER, IER =
4 Marks.

NB: 1. Degree, ID, Availability and membership in required field are
mandatory and the absence of one result in automatic disqualification of
personnel.
4.Surveyor: 5 Marks

With at least a bachelor’s degree (A0) in surveying or Topography with a working


experience of at least 5 years. He/She should have conducted at least three (2)
drinking water topographic studies as a surveyor justified by certified copies of
services attestations.

5.Environmentalist: 5 Marks

She/he must have a bachelors (A0) or a master’s degree in water resources and
environmental management (proven by notarized degree or equivalence for those
who studied in foreign country, Minimum of 5 years of work experience in
environmental and social impacts assessments, or environmental and social,
management plan for construction projects. She/he must be registered with
RAPEP as a lead expert proven by a valid practicing Certificate:

6. Social Economist: 5 Marks

Experienced Economist or socialist with at least a bachelor’s degree (A0) in


Economic or in social studies/sciences with a minimum working experience of 8
years in this domain of project impacts appraisal. He/She should have conducted
at least three (3) social economic studies as an Economist justified by certified
copies of services attestations.

7.Geotechnical Engineer: 5 Marks


Should hold a Bachelor’s degree (A0) in Geotechnical Engineering (proven
copy of notarized Degree or notified equivalence for those who study
abroad.)

8.Water Quality Engineer: 5 Marks

At least a qualification of A0 in Water Science, with at least 6 years practical


experience in study or execution of Water Supply projects with proof.

Note:

The key personnel must have the good detailed C.V, updated and signed by the
holder with the notified copy of certification of their qualification as stated above,
copy of Identity card and certificate of availability.

2. Documents of all engineers must be accompanied by their certificates of


registration in the Institute of Engineers in Rwanda with certificates, the absence of
this certificate implies zero point to the proposed staff.

3. Documents of surveyor must be accompanied by their certificates of RMU with


certificates, the absence of this certificate implies zero point to the proposed staff

4. Degree issued by foreign institutions will only be considered if they are


presented with their equivalences in Rwanda.

5. If environmentalist does not present registered as Lead EIA Expert by Rwanda


Association of Professional Environmental Practitioners (RAPEP) the staff will
have zero and will not be considered
6. A Company that will submit Key personnel who do not meet the required
qualification; it will get zero point at those key personnel.

Having a written agreement with one recognized laboratory by RSB inspection tools (Plate
test, tape measure, laser meter, wheel meter, concrete structure scan “GSSI”, Poll static
penetrometer test, cone penetration test); and Surveying equipment (total stations, GPS);

Total: 100 Marks

The minimum technical score St required to pass is: 80 Marks

The weights that will be used in combination of technical and financial scores are
as follows:

1. For technical proposals, the weight is T = 0.90

2. For financial proposals, the weight is P = 0.10

5.6 The single currency for price conversions is: (Frw)

The source of official selling rates is: (BNR)

The date of exchange rates is: See e-procurement

5.7 The formula for determining the financial scores is the following:
Sf = 100 x Fm / F, in which Sf is the financial score, Fm is the lowest price and F
the price of the proposal under consideration.

The weights given to the technical and Financial Proposals are:
