Dear Minister Besimi,

North Macedonia: Public Sector Energy Efficiency Project

Implementation Support Mission: April 11-15, 2022

I am pleased to inform you that a World Bank team is planning a mission during April 11-15,
2022, to provide implementation support for the Public Sector Energy Efficiency Project (PSEEP). The
main objectives of the mission are to (i) review the PSEEP implementation progress, including
disbursement and procurement plans, (ii) agree on the next steps of project implementation; (iii) discuss
the additional financing possibility under the Green Climate Fund (GCF) to scale up energy efficiency
investments under the proposed Energy Efficiency Fund; and (iv) continue the discussions with the
Ministry of Environment at the technical level on the air quality (AQ) agenda as discussed in the recently
concluded AQ mission.

The Bank team will arrange meetings with the PSEEP Project Management Unit (PMU), Ministry
of Finance, Ministry of Economy, Ministry of Health, Ministry of Environment and Physical Planning,
Deputy Prime Minister for Economic Affairs and the Development Bank of North Macedonia.

The Bank team will be led by Rhedon Begolli (Senior Energy Specialist, Task Team Leader) and
Manuel Jose Millan Sanchez (Senior Energy Specialist, co-Task Team Leader), comprising Tamara
Babayan (Senior Energy Specialist), Ivan Krofak (Consultant), Zdravko Stefanovski (Consultant), Bekim
Ymeri (Senior Social Development Specialist), Antonia Viyachka (Procurement Specialist), Gulana
Hajiyeva (Senior Environmental Specialist), Tural Jamalov (Senior Financial Management Specialist),
Eolina Petrova Milova (Sr Environmental Specialist), Vasil Borislavov Zlatev (Consultant) and Luan Aliu
(Program Assistant).
