A lady name still unknown came to CEO office approximately in the first week of

December 2022 along with his brother and one army officer regarding the auction of
Stall in
Sadar Bazar. CEO instructed me to guide them for the said auction. All the above
mentioned 03 persons then came to IT section and I brifed them in detail the
procedure and
the documents required for participating in the said auction. Also told them about
the requirement of Digital Signature token whic needs to be registered in the
eauction portal.
From the very first day the lady was insisting to take the shop by some backdoor
approach which I clearly made
them understood that this backdoor approch is not possible and feasible. Also I
clearly told them that this is open to all e-auction through govt. portal which is
transparent
and automatic in nature all throughout the full process of eauction. Then they left
that day.

After some days they again came back to my office and again insisting to me to
favour them without understanding the present generation electronic form of
eauction.
I repeated same thing as told by me earlier. I emphasised them to complete all the
document formalities required for the eauction. After 2 to 3 days they again came
to my office with DSC token and urged me to register the DSC in the site. I told
them to do the same from market. They reqested me to register it, may be they want
to save some bucks. On repeated request, I have registerd there DSC in the eaction
portal. Again they were repeating the same unlawful favour which I denied again.

Now they have managed to get my mobile no. and called me around 10 to 12 times and
querring about the S1 stall which in there perception was the lowest choice by
others.
The same they want to know from me. I told them it is unpredictable, whatever is
your perception you can bid positively with it.

In the first call only 2 bidder participated in which 1 bidder was technically
disqualified. The lady was only qualified. Then she insisted me since I am only
qualified So
I have the right over the stall. I told her that without 2 qualified bidder the
system will not allow for eaction. We are issuing corrigendum for extension of
dates.
You need to apply again. The lady somehow have a perception that the stall no. S1
was her before actual eaction.

In the corrigendum 2 new bidders participated. She asked me whether this time
eauction will happen. I told her yes Some bidders has participated and eauction
will be done on
13th Jan 2023. Now she became annoid and charged me that I am responsible for
bringing the other 2 bidders. I clearly made her understood that any body can apply
for the eaction
and only one qualified bidder is not sufficient.

In the mean time, on 10th Jan 2022 at around 8 PM, Shri Seel Sourav, outsourced
legal assistant, came to my office and asked my assistant to give the information
regarding the Stall no. S9
and my assistant for the first time requested him to meet me to get access of the
files (Till now he always had given all the information of the eauction at any
stage to Mr Seel
thinking that it was CEO's order). I outrightly denied Mr seel to give him the
file. Then he shouted on me infront of Shri Madhvendra Singh, CE and told me that
he will go to CEO incase I deny. Also he was intending
to show as if he has some kind of copyright of CEO's favour. This he has done many
times earlier with other staff also, and created an environment of discrimination
in the office.
Then I told him please come and meet CEO. Now he was not ready to meet CEO along
with me but was shouting horribly. Shri Madhvendra Singh also requested him to
keep quite.
I also increased my voice being senior and inorder to correct him but he was
furious and contioniously doing the indisiplined behaviour. It was not understood
what was the reason
behind getting the file just some days before the actual date of auction. Generally
after the auction financial evaluation and Board Agenda the files are given to
legal cell for
making the agreement. The information of participating bidders has been retrieved
many times from IT section by Mr. Seel in recent past.

Now, on 13th Jan 2023 at around 3.30 pm, the lady came to CEO office and created
some indiscipline nuicance infront of everyone and insisted to meet CEO at once.
CEO was busy with some important meeting. Now she
started shouting just at the door of CEO. When I came to know this I came out from
my office and requested to be seated till the time CEO is free. But she was more
interested
in making some nuisance and literally shouting with high voice and telling that
every thing is planned in this office whom to give which stall.
I repeatedly requested her to go back and prticipate in the eauction, as it was
around 4 p.m. and also not to waste
any more time as auction will be closed by 5 P.M if no one is bidding within 10
minutes before 5 p.m. But She was insisting to cancell the eauction and telling
that
she is not going to participate in it.

Then CEO met her. she was indisciplined even with CEO. then she was going back but
Shri Seel Sourav, outsourced legal assistant, continiuosly requested her to come in
his room.
I told all of them including Seel Sourav let her go and let them participate, but
as usual, Seel sourav shouted on me and asked me to leave the place. Then I left
that place and
moved in my office. It was not understood, what was the reason behind requesting an
indisiplined lady to come inside the office of Seel saurav whereas the time was
running by for eauction.
This happened around 4.30 pm. As per the bid history of the eauction portal, it was
revealed that the lady participated in the eauction and put the highest bid. So all
the nuicance whatever
and allegations she have made seems to be false. The only outcome is that she had
to fight in the eauction which she did not wanted

At late evening CEO called all the bidders of all the stalls and asked them
regarding any involvement of office regarding the auction of stall. Everyone
unanimously told that
there is no such cases with them. Also at that time, it was known from the other
bidder of S1, that she had contacted with the other bidder and also requested him
to be away from the said
eauction as she, in her perception, thinks that she is the only contender for S1.

At last I admit that I have only lawfully helped the lady for participating in the
eauction. The verbal false allegations is totally illogical was really unfortunate.
