Sir,

With reference to the subject mentioned above, the competent authority has approved the scrapping of
two nos. of vehicles under Lakhimpur Division, namely (i) AS-01C-1120(Tata Truck) for Rs 79020.00
(ii) AS-11-0060 (Mahindra & Mahindra Jeep) for Rs 26100.00. The total rate of approval for
scrapping the vehicles is Rs. 105,120.00

Moreover, as per the recent Guidelines of Ministry of Road Transport and Highways Transport section
dated 17.12.2022 as per SI. No. 3 of OM dated 17.12.2022 state that " In order to facilitate seamless
scrapping of such vehicles, it is proposed that the e-auction platform developed by Metal Scrap Trade
Corporation Limited (MSTC) which is a Mini Ratna Company-1 PSU under the administrative control
of Ministry of Steel, should be used to conduct e-auction of such vehicles.”

Because of this guideline we further proceeded for the e-auction of the above mentioned vehicles. The
auction details are as follows:-

The first auction held on 10.04.2023 yielded a highest bid of Rs. 86,123, which fell below our
proposed reserve price. We requested a re-auction in the hopes of obtaining a higher bid, but the
second auction held on 25.04.2023 resulted in a highest bid of only Rs. 42,001, which was even lower
than the first auction. As a result, both e-auctions were rejected.

Previously, we had requested a revision of the reserve price for scrapping the two vehicles based on
the valuation provided by the Technical authority, the Motor Vehicle Inspector (MVI), Lakhimpur
District, Government of Assam. The MVI had valued the vehicles at Rs. 15,000 and Rs. 6,000,
respectively. If we had set our reserve price at Rs. 21,000 for both vehicles combined (adding Rs.
15,000 and Rs. 6,000), we would have been able to condemn the vehicles for the highest bid received
in the first auction, which was Rs. 86,123.

Therefore, we are requesting approval for the condemnation of the aforementioned vehicles at a price
quoted by the MVI, Lakhimpur District, Government of Assam.
