Welcome Book 
omanian Transylvania fascinates with dark legends about vampires,
ancient fortresses and picturesque landscapes of the Carpathians. In

fact, the modern Transylvanian lands are a fairly developed cultural and
economic center, where youth life is raging. Welcome to Cluj-Napoca, a city

that is now considered the uno cial capital of Transylvania.

Back in the days of the Roman Empire, a base of the Roman legion called

Napoca was established on the site of present-day Cluj, but it was destroyed
during the Great Migration. For some time, Slavic tribes moved here, but in the
12th century, Hungarians nally settled in these areas. The rst mention of Cluj
appeared at the beginning of the 13th century - then there was a fortress here,
which acquired the status of a city already in 1270.

A
ctually, the Hungarians ruled these lands until the second half of the

16th century, until they founded the Transylvanian principality here,


which was under the supremacy of the Ottoman Empire, but had a

double vassal dependence - from the Sultans of Osman and the Habsburg
Hungarian kings. Until it came under the control of the Austro-Hungarian
Empire at the beginning of the 19th century.

At the end of the 19th century, when the Kingdom of Romania was formed,
theRomanian minority almost completely supplanted the Hungarian majority.

During the communist era, in 1974, Cluj returned to its historical name of
Napoca, but the name Cluj-Napoca was xed after it. During the Romanian
revolution of 1989, when Nicolae Ceaușescu was overthrown, Cluj-Napoca
was one of the main centers of the anti-communist struggle, which is now
remembered by a memorial in the city center.

The Peace Action, Training and Research Institute of Romania (PATRIR) is


committed to a world in which con icts are transformed constructively,

through peaceful means – in which individuals, communities, countries


andlocal, national, regional and international organizations and actors are

empowered to address con icts e ectively, and work together to do so.

Ukraine House – Protection & Support Hub in Cluj-Napoca, implemented in


collaboration with UNHCR and centered around the needs of the targeted
audience.

The Ukraine House delivers a comprehensive program geared towards the


protection, information provision, well-being and inclusion of the Ukrainian

refugee community in central to northern Romania through Protection Support


Hubs, psycho-social support and trauma care, and provision of vetted

information.

The development of this project has been based upon continual consultation

and engagement with the Ukrainian community in Cluj and ‘listening’


exercisesin which Ukrainian community members (refugees) have self-identi ed
and

mapped their needs, issues confronting them, and priorities in the elds

addressed by the program. The project further builds upon a


comprehensivetrack record and engagement from PATRIR, UNHCR and the
All for Ukraine Global Humanitarian Response and Refugee Support.
