It is stated; ‘(5) Any losses or breakages to be determined by the Bidder.’
(page 53 of 150)

This means, basic prices for the supply of material are inclusive of wastage
caused by the Bidder/Contractor.
Therefore, the Unit Rate Breakdown Analysis should consider only the exact
quantity of material required for the corresponding item without adding wastage
in percent.
