SPONSIBILITIES:

The main duties and responsibilities for the job are to;

1. Carry out the role of Accounting Officer of the University.

2. Serve as a Secretary to the University Council and its Committees.

3. Provide professional advice and guidance, as well as interpretation

of Council policies and decisions.

4. Ensure that accounting procedures, manuals, and other documents

relating to financial control and management, are in place as per

approved financial laws and regulations.

5. Coordinate and facilitate the timely preparation of the University’s

annual budget and work plan.

6. Monitor and track the utilization of recurrent and development

expenditures against approved work plans and budgets.

7. Coordinate the production of the University Financial Management

Reports, from the Administrative and Academic Units.

8. Coordinate the production of Final Audited Accounts of the


University.

9. Maintains a register of all University assets and facilities and

ensures that they are effectively and efficiently managed and

utilized.

10. Coordinate the procurement of goods, services, and works and

ensure that all contractual obligations are fulfilled in accordance with

the provisions of the Public Procurement Disposal of Assets (PPDA)

Act and Regulations.

11. Ensure that procurement procedures, manuals, procurement plans,

and other documents relating to procurement Management, are in

place in accordance with the relevant laws and regulations.

12. Ensure that Human Resource procedures, manuals, and other

documents relating to Human Resource Management, are in place

in accordance with the laws and regulations.

13. Ensure that recruitment, performance management, staff

development, staff welfare, discipline, and other human resource


functions, are handled in accordance with the laws and regulations.

14. Ensure efficient and effective management of the retirement benefits

scheme and adherence to all matters relating to compensation and

labour relations.

15. Ensure that legal matters are handled in accordance with the law

and the attendant regulations.

16. Supervise Staff, assess their performance and identify training

needs, and make appropriate recommendations for training.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Should have a minimum of;

1. Bachelor’s degree in either Business Administration, Public

Administration, Education Management, or Economics, obtained

from an internationally recognized Institution.

2. Should have a Master’s Degree in either Business Administration,

Public Administration, Education Management, or Economics

obtained from an internationally recognized Institution.


3. Experience of not less than eight (8) years of working experience,

four (4) of which are in senior management positions in a reputable

institution.

4. Should be knowledgeable about Government policies and

procedures.

5. Additional postgraduate training in either Administrative Law,

Business Management, or Strategic Investment Management,

obtained from a reputable professional development Institution, will

be an added advantage.

3. Should have at least six (6) years’ experience of which three (3)

should have been at senior level in administration in a reputable

PURPOSE OF THE JOB

To promote efficient and effective graduate studies, research and

innovations across the University.


KEY FUNCTIONS

1. Monitor the registration status and the progress of Graduate

students at different levels and in Faculties.

2. Identify sources of and solicit for funds to support research,

innovation and Graduate programmes.

3. Coordinate research activities of the University and manage the

research output (both electronic and print) in liaison with relevant

University Academic Units to increase its visibility and dissemination.

4. Strengthen links with other universities and research institutions/

organizations on Graduate research activities.

5. Develop, promote and periodically review the University research

agenda to reflect the priorities of the University and the Community.

6. Produce an annual update on completed and on-going research and

publications in the University.

7. Provide courses and organize workshops, seminars, symposia and

provide support to conferences on research activities.


8. Responsible for the annual budget of the Directorate: develop,

implement and regularly review financial strategy for the Directorate.

9. Develop and nurture a culture of excellence in research at the

Directorate and the University at large.

10. Manage and develop the digital Academic Record for research,

students and related staff.

11. Develop and maintain authors/researchers’ intellectual property

rights, copyrights, rights management and other legal issues

especially as they apply to primary research in various forms in

liaison with the University Library as mandated by the Legal Deposit

PERSON SPECIFICATIONS

Should have a minimum of;

1. A PhD. and at the rank of Professor or Associate Professor in any

academic field with Senior Managerial University experience of

at least five (5) years at the rank of Dean, Deputy Dean, Head of
Department or equivalent.

2. Must have excellent record of administration, teaching, research and

service in Public Universities of not less than eight (8) years, three

(3) of which in senior management level.

3. High degree of integrity to safeguard the intellectual property of

researchers/graduate students and research funds.

7. Reviewing and drafting contracts, agreements and ensuring that

they are in compliance with all statutory or legal requirements.

8. Liaising with the External Lawyers, in consultation with the University

To perform general accounting duties involving tracking accountability,

vouching for completeness, up-dating and maintaining books of

accounts and, producing routine financial statements and reports.

KEY FUNCTIONS

1. Ensure proper payroll management and timely payment to

beneficiaries including gratuity.

2. Prepare and file all statutory monthly returns to URA and NSSF, and

ensure all suppliers and contractors are issued with Tax Clearance
certificates in respect to WHT.

3. Assist in the preparation of annual budget and budget performance

reviews on a monthly and quarterly basis.

4. Provide IFMS system training and support to users at the University.

5. Assist in preparations of periodical financial statements.

6. Resolve all IFMS related clearances and online registrations,

reconciliations, and ensure the dossier, purchasing, Account

payables, account receivables, cash Management and General

Ledgers statuses are normal periodically.

7. Compile accountability returns, verify and retire advance ledgers.

8. Examine correctness of payment requests and completeness of

documentation for further processing.

9. Maintain primary financial records and up-to-date books of account.

10. Prepare periodic bank reconciliation statements.

11. Analyzes and monitors financial systems of the office, as requested

and recommends improvements.


12. As directed, provides assistance to departments and individuals in

interpreting reports, accounting procedures, controls and in resolving

associated problems.

A minimum of 4-years of working experience as an Accountant in

Government or, an equivalent level of Accounting work experience

from a reputable organization, of which 2-years should have been

3. Payment vouchers prepared and checked for authorization of

payments.

4. All payment vouchers duly authorised; are supported by the required

documents and filed properly.

5. Income and expenditure schedules are continuously updated.

6. Reconciliation schedules are prepared.

PERSON SPECIFICATIONS

A Bachelor’s Degree in Commerce or Finance or Business Studies

(Accounting or Finance Option) plus CPA / ACCA Level II obtained

from a recognized awarding body. Evidence of practical training on

IFMS will be highly desirable.

A minimum of 4-years of working experience as an Accountant in

Government or, an equivalent level of Accounting work experience


from a reputable organization, of which 2-years should have been

served in payroll management.
