CIL/C5A/CCA4in./093/81 dated 12.06.2006 and CIL/C-5A(CCy805 dated 19120.12.2018 , the
Competent Authority of CIL in its 298th CFDs meeting held on 13.01.2023 under Item No. 498.02
has approved modifications in the Career Growth Policy/ DPC guidelines for Mining Executives of
CIL & its Subsidiaries based on the Recommendations of the Committee Constituted under the
Chairmanship of Shri P.M. Prasad, CMD, CCL.

The revised guidelines are enclosed for information and compliance by all concemed.

l) Discontinuance ofexisting provision ofAdditionaUExtended Residency at the time


of Horizontal Movement, on obtaining First-Class Mine Managers Certificate of
Competency (FMCC). Name of an executive on submitting FMCC shall be reflected
in first class channel. Further, it will have no additional residency period. His/Her
eligibility for promotion to next higher grade will be counted from the date ofhis/her
entry into present grade and not from the date ofentry into first class channel.

2) The first class passed executives who are presently undergoing additional
residency (due to horizontal movement in same grade) will be deemed to be eligible
for consideration for promotion to next higher-grade w.e.f 30th September' 2022
provided they have completed 3 years' residency in present grade on the cutoff date
from the date of initial entry into presert grade.

3) Since the recommendations will take effect from 30e September'2022 cut off DPC, the
following points are to be followed: -

a) Executives, who are currently in Second class channel and declare first class
certificate that corresponds to any year prior to 2021, will be considered for entry
into first class channel in accordance with the policy in vogue at the time of
effective date, as mentioned in first class certificate. (Please Refer Table-A)

b) Executives, who are currently in Second class channel in E5iE6 grade and
declare first class certificate that corresponds to year 2021, will be considered for
entry into first class channel at par with those executives, whose first-class
certificate also conesponds to year 2021 and were horizontally shifted on account
of declaring their certificates. Accordingly, while placing those second-class
executives in first class channel, their date of entry into present grade will be
changed so as to bring parity. (Please Refer Table-B)

c) Executives who are promoted to E5/ E6 in second class channel and thereafter
acquire first class certificate that corresponds to year 2022 or thereafter, will be
considered for entry into first class channel below those executives whose first-
class certificate corresponds to year 2021. Accordingly, while placing those
second-class executives in first class channel, their date of entry into present
grade will be changed so as to bring parity. (Please Refer Table-C)

d) Previous settled cases, where the executives after Horizontal Movement have
completed additional Residency period, will not be compared to situation 3(b) &
3(c) given above. Recommendations at point 3(b) & 3(c) are to deal with future
situations after adoption ofnew policy w.e.f. 30s September'2022.

4. The existing criteria of fixing of Inter-se seniority in First Class Channel, i.e.
Present Deemed Date, Effective Date of FMCC, Effective Date of SMCC and
Date of Birth to continue.

5. Present practice of separate seniority lists for Mining First Class & Mining
Second Class to continue.

6. During DPCs, vacancies are to continue to be filled FIRST by First Class Holders
then balance vacancies from Second Class Holders.

7 Present guidelines with respect to accepting only Unrestricted Mining certificates


for career growth beyond E3 grade to continue.

8 Executives are supposed to submit their FirsV Second class certificate details soon
after receipt ofthe same.

9 If an executive, who is eligible for consideration for DPC, is not able to submit
his firsVsecond class certificate prior to the DPC, due to various reasons, then he
will be given time upto next DPC Cutoff date for promotion with notional
seniority subject to normal process ofDPC and promotion ofjunior executive
earlier. Claim of notional seniority is subject to effective date of certificates
being prior to the DPC cut off with reference to which he has got claim to
notional seniority.

Submission date: on or before 30th Septembe/2022.
Extended submission date to claim notional benefit: 30th Septembe/2023.

If any executive submits his first class/second class certificates, beyond the
extended time as stated in above, such executive will be assessed for
promotion in subsequent DPC without benefit of notional fixation of
seniority.

r0. All promotions will continue to be vacancy-based and subject to fulfilment of


eligibility criteria as per Cadre Scheme & general guidelines/policies ofDPC.

ll. Above modifications is effective from the DPC of 30s September'2O22 cut
offonwards.
