EXECUTIVE ORDER NO. 14 SERIES 2020

RE-ORGANIZING THE MUNICIPAL DEVELOPMENT COUNCIL (MDC) OF

CONCEPCION, ROMBLON

WHEREAS, RA 7160, otherwise known as the Local Government Code of 1991

provides among others the organization of the Local Development Councils at all Levels as
an advisory body to Local officials in setting the development thrusts of the locality;

WHEREAS, the code mandated that the Local Development Council with CSO
Representatives shall formulate a multi-sectoral development plan that shall direct the
Local Sanggunian in crafting the economic and social development and coordinating
development efforts within its territorial jurisdiction;

WHEREAS, Article 62 of the rules and regulation implementing RA 7160 provides

for the meaningful participation of CSO’s and PSO’s in the pursuit for Local autonomy and
furtherance of development;

WHEREAS, the code institutionalizes this participation through the local special
Bodies which are primarily created and organized as the advisory and recommendatory
bodies of the local government units;

NOW THEREFORE, I, MEDRITO F. FABREAG JR., Municipal Mayor of Concepcion,

Romblon by virtue of the powers vested in me by law and other issuances, do hereby order:

SECTION 1. Organization and Composition of the Municipal Development Council.

There is hereby organized a Municipal Development Council which shall be composed of

the following:

 SECTION 2. Duties and Function.

The MDC shall exercise the following functions:

1. Formulate long-term, medium-term, and annual socio-economic development

plans and policies;
2. Formulate the medium-term and annual investment programs;
3. Appraise and prioritize socio-economic development plans and projects;
4. Formulate local investment incentives to promote the inflow and directions of
private investment capital;
5. Coordinate, monitor and evaluate the implementation of development programs
and projects; and
6. Perform such other functions as may provide by law or competent authority.

SECTION 3. Municipal Development Council Executive Committee

a) There shall be an executive committee in the MDC who shall act in its behalf when
it is not in session.
b) The EXECOM shall be composed of the following:

c) The EXECOM shall exercise the following powers and functions:

1. Ensure that the decision of the council are faithfully carried out and
implemented;
2. Act on matters, requiring immediate attention or action by the council;
3. Formulate policies, plans and programs based on the general principles
laid down by the council; and
4. Act on other matters that may be authorized by the council.

SECTION 4. Meetings and Quorum. The MDC shall meet at least once every six (6)
months on a time, date and place to be specified in a notice of meeting at least one (1) day
before the scheduled meeting, or as often be necessary, by the PDC Secretariat.

SECTION 5. Secretariat, (a) secretariat of the MDC shall be headed by the Municipal
Development and Planning Coordinator and his staff as member.

(b) the secretariat shall perform the following functions:

1. Responsible for the provision of technical support;

2. Documentation of proceedings;
3. Preparation of reports; and
4. Perform such other functions as may be required in the discharge of its
functions.
 SECTION 6. Sectoral Functional Committee shall provide technical support to the
MDC based on area of specialization.

SECTION 7. Internal Rules and Procedures: (a) the MDC shall adopt its Internal
Rules of Procedures (IRP) as a guiding procedure in conducting the affairs of the council as
well as a mechanism to systematize and rationalize its operating structures and decision-
making process. (b) The IRP be supplementary to legal issuances promulgated by higher
authorities.

SECTION 8. Effectivity. This order shall take effect upon its approval.
