Salient Points of PNP MC No. 2022-036 — Conferring the
Combined RCSP Training and PNP SCOUT as BISOC

1. References:
@ Memorandum from TDHRDD for Distribution Control Number U22-03-
31 dated March 31, 2022 re Immediate Implementation of the
Approved PNPMC No. 2022-036 entitled, “Addendum to PNPMC
Number 2017-077, Providing Additional Guidelines and Procedures
for the Implementation of the RCSP Training and Conferment of
Combined PNP SCOUT and RCSP Training to BISOC; and
b. PNP Memorandum Circular No. 2022-036 dated March 24, 2022 re
Addendum to PNP Memorandum Circular Number 2017-077.
Providing Additional Guidelines and Procedures for the
Implementation of the RCSP Training and Conferment of Combined
PNP SCOUT and RCSP Training as BISOC.
2. This pertains to the recently approved PNP Memorandum Circular No
2022-036 aimed to address the pressing concer over the claims for equal
‘opportunity of the 42,648 PNCOs who are graduates of PNP SCOUT but could not
be qualified for Lateral Entry-Line Officer as per NAPOLCOM MC No. 2021-003
3. Purposely, the PNP MC No. 2022-036 Provides for (i) the additional
guidelines and procedures in conferring the combined PNP SCOUT and RCSP
Training as BISOC — supplementing PNP MC No. 2017-077; and (i) the guidelines
and procedures for the implementation of the RCSP Training to be given to all PNP
personnel nationwide
4. In this regard, hereunder are the salient points of the said PNP MC
(Guidelines - from General to Specific and Responsibilities of Concerned Units at
PRO-level):
a. General Guidelines
1) RCSP will run the duration of 15 days comprising 123 total training
hours to be divided into 4 modules using the combination oflecture, audiowisual presentation, and discussion as mode of
instruction; PNP

3) RCSP Training may be programmed (with prior esorinaten
PCADG - Training Proponent) at PRO-level through the RTAP
in compliance to the Training Directive during its its conduct; and

b. Specific Guidelines
1) All applications for training conversion and conferment of
combined PNP SCOUT and RCSP Training as BISOC duly
endorsed by applicant's Office/Unit Director shall be submitted to
the PNP Training Service (PNPTS) for training conversion and
subsequent issuance of Certificate of Conferment by SAF.
2) All applications should contain the following documentary
a) TAB“A’- Training Conversion and Conferment as BISOC
Endorsement from the Office/Unit Director;
b) TAB“B"- Authenticated copyfes of RCSP Declaration of
Graduates and Certificate of C
ompletion; and
¢) TAB “C"- Authenticated copyfies of PNP SCOUT Declaration
of Graduates or Certification of Completion.
3) Training Conversion and Training Conferment Procedures:
a) Step 1. The applicant shall submit his/her application folder to
the Chief, Regional Learning and Doctrine
Division (C, RLDDD) for applicant assigned to PROs;
b) Step 2. The C, RLDDD shall ensure the completeness and
‘authenticity of the documentary requirements of applicant prior
endorsement by their respective Office/Unit Director,
°) Step 3. The Offce/Unit Director shall endorse the application
to PNPTS [Attention: Chief, Academics School of Affairs
Operations (C, ASAO)]:
d) Step 4. The C, ASAO shall verify the completeness of the
documentary requirements of the applicant prior the issuance
General Order Number (GON) and Certificate of
Conferment Control Number [CCNY
e) Step 5. D, PNPTS shall endorse the application with GON and
CCCN for issuance of Certificate of Conferment to D, SAF for
approval; and
f) Step 6. D, SAF shall issue the Certificate of Conferment with
Director, PCADG and D, PNPTS as co-signatories.
cc Responsibilities of Concerned Units at PRO-level
1) RCADD
a) Coordinator with the Training Proponent (PCADG) of RCSP;
b) Conduct the RCSP PRO-wide;call
c) Maintain database with regards to the implementation of the
RCSP Training, list of graduates, training and instructor's
evaluation, and other pertinent data; ining
4) Ensure that RCSP Training is in compliance to the Tra
Directive; and
2) RCD
a) Provide appropriate funds for the RCSP Training and BISOC;
and
b) Perform other tasks as directed.
3) RLDDD :
a) Program, in coordination with the RCADD, the RCSP Training
in RTAP; and
b) Perform other tasks as directed.
4) RSTUS
a) Responsible in managing, supervising, and facilitating the
RCSP Training and BISOC;
b) Responsible in facilitating the issuance of GONs, CCNs, and
Class Numbers for the conduct of RCSP Training and BISOC;
c) Responsible in checking the completeness of the applicant's
documentary requirement for conversion and conferment of
combined PNP SCOUT and RCSP Training prior submission
to PNPTS;
d) Responsible in facilitating the issuance of GONs and CCNs for
the conversion and conferment; and
e) Perform other tasks as directed.
