Background
 Today, we will explore critical aspects
of partnerships and engagement entry
points within the Philippine National
Police (PNP).
 In recent years, the PNP has
recognized the importance of building
positive relationships with the
community and various stakeholders.
 This lecture will focus on five key
areas.
3
1. Diversity and Inclusion
(Executive Order 100 s. 2020):
 Diversity and Inclusion are
fundamental principles in modern
policing.
 Executive Order 100, issued in 2020,
underscores the need for equal
opportunities and protection for all,
regardless of gender, age, ethnicity,
religion, or other characteristics.
4
Definitions
 Diversity refers to the range of human
differences, encompassing but not
limited to age, gender, ethnicity, race,
religion, sexual orientation, and
physical or cognitive abilities.
 Inclusion, on the other hand, is the
practice of ensuring that all individuals,
regardless of their differences, feel
valued, respected, and have equal
opportunities to participate and
contribute. 5
Key Points of EO 100
 EO 100 mandates the promotion of
equal opportunities and protection for
all, regardless of gender, age,
ethnicity, religion, or other
characteristics.
 It recognizes the importance of
building a diverse workforce within the
PNP.
 The order emphasizes the need to
combat discrimination and harassment
in the workplace. 6
Benefits of Diversity
and Inclusion
 Diversity and Inclusion promote a sense
of belonging, ensuring that every
member of the PNP feels valued and
respected.
 A diverse workforce brings a wide range
of perspectives, experiences, and skills,
fostering innovation and problem-solving.
 It enhances the PNP's ability to connect
with and serve a diverse and multicultural
7
society.
PNP’s Commitment

 The PNP has made significant strides

in promoting gender sensitivity and
inclusivity within its ranks.

 The organization actively recruits and

provides equal opportunities for career
advancement to women and other
underrepresented groups.
8
Initiatives and Programs
 The PNP has introduced training
programs that focus on developing
empathy, cultural competence, and
active listening skills among officers.

 It is actively working to address and

prevent discrimination and harassment
within the organization.

9
 Inclusivity in the PNP:
 The PNP has made strides in
promoting gender sensitivity and
inclusivity within its ranks.
 This includes recruiting more women
and providing equal opportunities for
career advancement.

10
 LGBTQ+ Inclusion: The PNP has also
taken steps to ensure LGBTQ+
inclusion by implementing policies that
protect the rights of LGBTQ+
individuals within the organization.

 Training and Awareness: Cultural

competency and sensitivity training are
essential components of diversity and
inclusion efforts, ensuring that all
officers understand and respect the
diverse communities they serve. 11
Future Goals
 The PNP remains committed to
fostering diversity and inclusion in its
ranks.

 It will continue to implement policies

and programs that promote these
principles.

12
 Executive Order 100 s. 2020 is a
significant step toward ensuring that
the PNP is not only an effective law
enforcement agency, but also an
inclusive and diverse one.
 By embracing diversity and fostering
an inclusive environment, the PNP can
better serve and protect the diverse
Filipino populace while upholding the
principles of equality and human
rights.
13
2. Malasakit:
Conscientization Processes:
 "Malasakit" is a Filipino term that
translates to empathy or compassion.
 In a broader sense, it is a deep sense of
empathy, compassion, and genuine care
for others, especially those who are in
need or vulnerable.

14
The Essence of
Malasakit
 In the context of the PNP, Malasakit
represents the commitment of police
officers to understanding the needs,
concerns, and welfare of the
community members they serve.
 It goes beyond traditional law
enforcement roles and emphasizes the
importance of building positive
relationships and trust within the
15
community.
 What are Conscientization Processes?
 Conscientization Processes involve
raising awareness, fostering critical
thinking, and encouraging active
engagement among PNP officers to
better connect with and serve their
communities.

16
The Role of Malasakit
 Malasakit is a powerful catalyst for
conscientization processes within the
PNP.

 It promotes self-awareness among

officers, encouraging them to reflect on
their values, biases, and assumptions,
which can impact their interactions
with the community.
17
Components of
Conscientization
 Developing Empathy: Conscientization
Processes involve training and initiatives
that help officers develop empathy,
enabling them to relate to and understand
the experiences of community members.
 Active Listening: Officers learn the
importance of active listening, which
involves giving full attention to community
members' concerns, needs, and
18
feedback.
Practical Applications
of Malasakit
 Community Policing: Malasakit is at the
core of community policing strategies,
where officers actively engage with the
community, build trust, and work
collaboratively to address local issues.
 Crisis Intervention: Malasakit guides
officers in handling sensitive situations,
such as mental health crises or
domestic disputes, with care and
19
empathy.
The Power of Malasakit
 Malasakit is not just a word; it is a guiding
principle that empowers PNP officers to
connect with their communities on a deeper
level.
 Through conscientization processes that
emphasize empathy, active listening, and
cultural competence, the PNP can ensure
that the values of Malasakit are at the
forefront of their interactions with the diverse
Filipino populace.
 By fostering trust, understanding, and
compassion, the PNP can contribute to safer 20

and more harmonious communities.

3. Community Structures
and Networks:
 Effective community engagement
involves establishing and maintaining
connections with community structures
and networks.
 Barangay Outreach: The PNP engages
with barangay (local government unit)
officials and leaders to foster
collaboration in addressing local issues
and maintaining peace and order. 21
 People's Law Enforcement Board
(PLEB): PLEBs serve as
intermediaries between the community
and the PNP, helping to address
concerns and complaints.

 Community-Based Organizations
(CBOs): Partnering with CBOs allows
the PNP to leverage local resources
and knowledge to address community
issues effectively.
22
4. Cultural Awareness
and Sensitivity Training:
 Next, we will discuss the importance of cultural
awareness and sensitivity training within the
PNP.
 Understanding and respecting the diverse
cultural backgrounds and perspectives of the
communities the PNP serves is crucial for
effective policing and building trust.
 To provide effective services to diverse
communities, the PNP recognizes the
importance of cultural awareness and 23
sensitivity.
 Why is Cultural Awareness important?
 Cultural awareness involves
recognizing and respecting the
diversity of cultures, traditions, and
beliefs within Philippine society.
 In the context of law enforcement,
cultural awareness is essential for
building trust, preventing
misunderstandings, and promoting
community cooperation.

24
The Multicultural
Landscape
 The Philippines is a diverse nation with
numerous indigenous communities,
languages, and cultural practices.
 Policing in such a multicultural society
requires a deep understanding of
these diverse backgrounds.

25
 What is Cultural Sensitivity Training?
 Cultural sensitivity training is an
educational process that helps PNP
officers develop an understanding and
appreciation of different cultures.
 It involves learning about cultural
norms, values, customs, and traditions
to ensure respectful and effective
interactions.

26
Goals of Cultural
Sensitivity Training
 The primary goals include reducing
cultural biases, preventing
discrimination, and enhancing
communication between the police and
the community.
 Building cultural competence among
officers enables them to serve diverse
communities more effectively.
27
Components of Cultural
Sensitivity Training
 Historical Context: Understanding the
historical background of different
cultural groups helps officers
comprehend the challenges and
disparities they may face.
 Language Proficiency: Basic language
skills in different dialects or languages
can facilitate communication and
rapport-building. 28
 Cultural Competency: Officers are
trained to be aware of cultural
nuances, nonverbal cues, and the
appropriate ways to address
community members in order to avoid
misunderstandings or conflicts.
 Religions and Traditions: Learning
about various religions and cultural
practices helps officers respect sacred
traditions and beliefs.

29
 Respect for Indigenous Communities:
Special attention is given to respecting
the rights and cultural heritage of
indigenous communities in the
Philippines.

30
Role-Playing and
Scenarios
 Practical exercises and role-playing
scenarios are essential components of
cultural sensitivity training.
 Officers practice handling culturally
sensitive situations, making them
better prepared for real-life
encounters.

31
Advantages of Cultural
Sensitivity Training
 Improved Community Relations:
Training helps build trust and positive
relationships with diverse
communities.
 Conflict Prevention: Cultural
awareness can prevent
misunderstandings and conflicts based
on cultural differences.
32
 Effective Policing: Cultural sensitivity
training enables officers to better
understand and respond to the needs
of the community, promoting public
safety.

33
Continuous Learning
 Cultural awareness and sensitivity
training should be an ongoing
commitment within the PNP.
 As society evolves and diversifies,
officers must continue to update their
knowledge and skills.

34
 Cultural awareness and sensitivity
training are essential components of
modern policing in the Philippines.
 By embracing diversity and respecting
cultural differences, the PNP can build
trust, prevent misunderstandings, and
foster positive relationships with all
communities it serves.
 These efforts contribute not only to
effective law enforcement, but also to
the promotion of harmony and unity in
a multicultural society like the
35
Philippines.
5. Multi-Sectoral
Partnerships:
 Collaboration with various sectors and
organizations is crucial for holistic
community engagement.

 Education Sector: Partnerships with

schools and universities promote youth
development, safety, and awareness
of rights and responsibilities.
36
 Business Community: Engaging with
local businesses can enhance security
and create opportunities for
employment and economic
development.

 Civil Society Organizations:

Collaborating with NGOs and CSOs
can bridge gaps in service delivery and
promote community participation in
public safety.
37
Conclusion
 Partnerships and engagement entry
points within the PNP play a vital role in
building trust, promoting inclusivity, and
enhancing overall community well-being.
 Through diversity and inclusion initiatives,
conscientization processes, engagement
with community structures and networks,
cultural awareness training, and multi-
sectoral partnerships, the PNP is working
towards its mission of serving and
protecting the diverse Filipino populace
38
more effectively and with compassion.
 These efforts are critical in ensuring
that policing in the Philippines is not
just about law enforcement, but also
about community development and
empowerment.
