"Container Freight Stetion' means nornally a warehouse


or a transit shed adjacent to the Container Yard (cv)

u) 'Containership" means a cargo vessel designed and


constructed primarily to carry containers.

v) "Container Tally Sheet" mcans carmo receipt issued


by the shtp's checker or arent and acknowledped by
the arrestre's checker 15 evidence of receipt of

condition of the container.

w) "Container Terminal" means a port facility designed


to provide an interratcd use of berthing facilities
for conteainership and harbor transport systen for
containers and tneir contents.

"Container Yard" means a desienatca area in a Container


Terminal usually adjacent to the harshalling Yard (1 ¥)
where containers and chassis are receiver, stacked and
disoatched,

"Control Tower" means a signal station generally located


at a place which oc mmands a full view of the Container ''

neans of communicating the movements, stacking and hand-
ling of containers in tne terminal,

Sec, $3. General Gardelines/Verulations on Containers. -


The following guidelines/reguilations shall be applicable to
ports handling containerized cargo, to wit

a) Containerized cargo shall be unloaded from the vessel


and placed oniy on the space at the pier or wharf designated
for the purpose and shall be subject to the same rules as are
applicable to general cargo regarding the releasee, withdrawal,
transfer and collection of storage charges thereon,

b) Containers loaded with export carmo coming from the


exporter's warehouse or outside CFS, must be brought to the
Customs Sone/rort srea and entrusted to the arrastre Contrac-
tor twenty-four (24) hours before loading to carrying vessels,
an order to prevent congestion in the pier or vharf,

c) Sawe procedure shall apnly to empty cortainers coming


from outside the Customs ‘.one/Port area.

ad) 2reak-bulk export cargo for stuffing inside the Customs


Zone/Port 4rea must he brought to the CFS forty-eight (48) hours
before the arrival of the vessel to which such cargo will be
loaded so that the stuffing can be finished tventy-four (24)
hours before loading to carrying vessels.

e) No empty containers treated in Section 9${c) and (a), "

Sec. 94 “ontainer's Regulations for the Port of Tanila. -


The following regulations shail govern the hancling and novenent
of containerized cargo in the rort of lanila, particularly South
farbor, and may be made spplicable to other ports handling con-
tainerized cargo 1s 30 far as tney are adaptable and practicable
thereat taring into consideration the situations obtaining in
said ports, to vit

a) it least °4 hours prior te the arrival of vessel, ship's


agent shall submit to the Luthority two (2) copies of container
ranifest. In addition, a List of container to be loaded or un-
loaded shall also be submitted to the suthority for proner
planning and control of eguipmert dispatch.

b) Cargoes inside a container shall be treated like any


other break-bul& shipments subject to the provisions of the
Tariff and Custems Code aad applircoble reguiations. toreover,
all covering decuments ana P permits regarding sovements of
cargoes contained therein, S shall among others, bear the iden-
tiv’ying merks and/or numbers of the conteiners and the nanes
end registry numbers of the carrying vessels.

c) Containcrs loided with hazardous or dangerous cargo Me


shall have stickers posted in 2 conspicuous place on the
faces of the containers showing, among other things, the nature
of the cargo sterage and handling instructions, If the sane

Sec. 95. Container Terminal Ineide the Port Zone/Custons


Sene (South Barbor), -

a) The Conteiner Terminal inside the Port Zone shall be


maniged and operated in accordance with the Management
Contract entered into by and betyecn the irr «tre C ntrictor
and tne wure & of Custom /PPL.

b) The trrastre Contractor shall provide odequate faci-~


lities, handling equipment and personnel to be able to operate
the container terminal in accordance with the pertinent pro-
visions of the lanagement Cantract.

c) In coordination with the shipping companies end the


Lyrastre Contractor, the juthority shill establish a system
of accounting of containers and traching their movements
inside the Port/Customs Zone of South Harbor, Manila.

(1) For the purpose of zonifacation, the Southside


Pier 3, the Northside cf Pier 13, and Pier 15 shall be
classified as larshelling Yard (i %) where containers
unloinded from the ships are temporerily stowed for imne-
diate transfer to the CY or withdrawal from the pier.
For loading to the carrying vessels, containers shall
be arranged at tne Farshalling Yard secording to the
sequence of la iding and stowage plan of the carrying
vessels. The open yard at Pier 3 and at Boston Street
and Picr 13 Berth I where containers are now being
stacked shall be classified as Contsinmer Yards, These
are the areas where containers intended for devanning
and for stuffing of cargoes are stowed.

(i1) The open ares opposite Pier 13 berth 1 shall


be considered as a Roll-on/fRoll-off Terninal with
corresponCing C¥ and CFS located therein. hs

(111) The stacking, stowage and shifting of con-


tainers at tne Container Terrmiral shall be the respon-~
sibilaty of the arrastre Contractor whe operates the
feptrel Tower. .il movenents ef c onttiners within the
y rd shell be immedistely relayed to the suthority by
the Control Tower for recording a nd tracing purposes.

(iv) No contei1rer shall ne opened for the pur-


pose of stripping or stuffing of cargoes .t the pier
or any place erccpt t the CY Pier 3, CY Boston and
Toll-on/*oll-off Termincol unless authorized by the
.uthority. Yvowever, if there ere existing reefer
corvainer facilities, strapping or stuffing may be
alicwed. Containcrs fren the discharging ships may
be transferred directly te the CY-CFS Pier 3 or CY
Soston Street or any CY within the Customs Zone. The
shipping agent shall notify the Authority before
effecting such transfer.

(v) No container shall be allowed passage thru


Laure de la Cruz (Clé Gate I) even for the purpose of
shifting ror shall be cllowed passage thru the gate of
Prer 13 unless covered by valid transfer or delivery
permit or suthority from the PPA and the Bureau of
Customs, if necessary.

(vi) 411 containers inside the Fort/Custons wone


shell be properly cirded on appropriate forms where
all pertinent iunfermatisn shall be reflected from the

out from the Port of fanila.

(vi1) The Contcaner Yard and the larshalling Yard,

slots, or bays, sh*il be specifically designated by ap-
propriate merkings, lines, numbers and/or letters.

Containers entering the Port/Cuctoms ucne ccming fror the cut-

standard fornet te be preseribed by the .uthority for the
use of shippers, %rokers, shipping companies and warehouse
operators. This must be sccomplished in five (5) ecpies
