1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of Metal Oxide Surge Arresters for 11kV through 380kV system voltages,
intended to be used in the system of Saudi Electricity Company (SEC), Saudi Arabia.

2.0 CROSS REFERENCES

This Transmission Material Standard Specification shall be read in conjunction with the
SEC General Specification No. 01-TMSS-01, titled "General Requirements for All
Equipment/Materials", which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revisions of the following Codes and Standards shall be applicable for the
equipment/material covered in this TMSS. In case of conflict, thevendor/manufacturer may
propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

3.1 IEC 60099-4 Surge Arresters-Part 4 : Metal-Oxide Surge Arresters without gaps for
a.c system

3.2 IEC 60099-5 Surge Arresters-Part 5 : Selection and Application Recommendations.

3.3 IEC 62155 Hollow pressurized and unpressurized ceramic and glass insulators for
use in electricalequipment with rated voltages greater than 1000 V

3.4 IEC 60060-1 High-Voltage Test Techniques Part 1: General Definitions and Test
Requirement

3.5 ANSI/IEEE C62.11 Standard for Metal-Oxide Surge Arresters for AC Power
Circuits.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

The analysis of a power system subject to temporary over-voltage, lightning over-voltage,


or swithching over-voltage at a transmission line structure requires specific data on the
following parameters which play a critical role in the performance of surge arrester for
transmission lines:

4.1 General

The surge arrester shall be of metal oxide, gapless type for outdoor / indoor service,
as specified in Data Schedule.

4.2 Performance Characteristics and Ratings

Ratings and requirements of surge arrester shall be as specified in Data Schedule.

4.2.1 The lightning impulse classifying current for surge arresters shall not be
less than 10kA

4.2.2 The ratings of the surge arrester shall be as specified in Table-1.

4.2.3 Minimum acceptable single impulse energy capability in kj/kV of surge


arrester rating shall be as specified in Table-2.

4.2.4 Minimum external insulation withstand levels of the surge arrester housing
shall be as specified in IEC 60099-4 or ANSI C62.11 as applicable.

4.3 Construction

4.3.1 General

a. The surge arresters shall be of pedestal type , self supporting and


fitted with insulating bases.

b. The surge arrester base shall be insulated from ground for 5kV
minimum for outdoor surge arresters.

c. The arrester shall not be used as a bus support device.

d. Outdoor surge arresters shall be capable of withstanding a washing


pressure of up to 3500kpa without penetration of water into the surge
arrester. The manufacturer shall furnish evidence of withstanding this
pressurized water washing pressure.

4.3.2 Insulator Housing

Insulator housings shall be made of electrical grade wet-processed


porcelain. The manufacturer, if required, shall furnish evidence regarding
integrity of the porcelain housings in accordance with IEC-62155 or
equivalent.

4.3.3 Pressure Relief Device

a. When an arrester is fitted with a pressure-relief device, the failure of


the arrester shall not cause explosive shattering of the housing.

b. The pressure relief device shall be capable of withstanding the


symmetrical fault current of the system as specified in Data Schedule
or whichever is higher.

c. The pressure relief device shall be designed to ensure safety to


operating personnel and other apparatus in the vicinity, in case of the
operation of the pressure relief device.

4.3.4 Mounting Arrangements

The surge arrester shall be suitable for base mounting in a vertical position.
The arrester base or end casting shall be furnished with at least three
mounting holes at 120 degrees on a 254 mm or 420mm diameter bolt
circle. The mounting holes shall accommodate either 13mm or 19mm bolt
with flat and lock washers. Surge arresters for the 13.8kV and 34.5kV
system shall be bracket mounted, if specified. Structure is to be designed
for wind load of 2kN per square meter on the arrestor and steel structure.

4.3.5 Fittings

All exposed ferrous parts shall be hot-dip galvanized in accordance with


01-TMSS-01.

4.3.6 Terminals

The surge arrester line terminal shall be of 4-hole terminal pad with NEMA
Standard drilling, suitable for line conductor of sizes upto 240mm2.The
terminal pad shall be an integral part of the arrester head. The terminal pad
shall be corrosion resistant.

4.3.7 Accessories

a. 230kV and 380kV arresters shall be equipped with grading rings.

b. Surge arresters for system voltages of 69kV and above shall have a
surge (discharge) counter along with a built-in milliammeter to
monitor the leakage/internal current of the surge arrester
continuously.

c. The surge counter shall record the number of lightning and switching
discharges of the surge arrester automatically on a five-digit
cyclometer dial. The surge counter shall be non- resettable and
capable of registering up to 5 discharges per second.

d. The leakage and internal current indicator shall monitor and measure
the sum of leakage current across the external porcelain insulator plus
the internal current flowing through the surge arrester. The scale
range shall be 0-50 mA Peak / 2 (nonlinear scale).

e. The surge counter and leakage/internal current indicator unit shall be


maintenance free, weatherproof sealed type.

Insulated cable connection shall be provided between surge arrester


ground terminal and surge monitor. The insulation withstand of the
cable shall be 5kV minimum. By pass shunt shall be provided to
establish continuity to ground from the surge arrester ground terminal
for ease in maintenance.

4.3.8 Grounding

Each surge arrester shall be provided with one grounding pad, sized to
accommodate connectors suitable for stranded copper conductor of sizes
up to 70mm2. The connection between surge arrester and discharge
counter/ leakage current indicator shall be made with 70mm2 insulated
stranded copper conductor. Whereas the connection from leakage indicator
to grounding grid shall be made with 2*240mm2 bare stranded copper
conductor (for more details for grounding of surge arrester refer to TES-P-
119.10).

4.4 Nameplate

4.4.1 Each surge arrester shall bear a nameplate permanently and legibly marked
in English with the information listed per IEC 60099-4 or ANSI / IEEE
C62.11 as applicable and the following additional information:

a. The words: " kV Surge Arresters"

b. SEC Purchase Order Number/Contract Number/J.O. Number.

c. 35-TMSS-01, Rev. 0.

4.4.2 The nameplate material shall be stainless steel and shall be fastened to the
equipment by stainless steel screws or rivets. The markings shall be
engraved.

5.0 TESTS

All test results shall be provided for review and acceptance by SEC.

5.1 Type (Design) Tests

All type tests prescribed in the latest revision IEC 60099-4 or ANSI/IEEE C62.11
standard shall be performed on the representative unit or on the first unit of every
new design or rating to be supplied to SEC.

In lieu of the actual type tests, certified test reports of type (design) tests performed
on an identical unit may be submitted to SEC for review and approval during
bidding stage.

5.2 Routine (Production) Tests

All routine tests prescribed in the latest revision IEC 60099-4 or ANSI/IEEE
C62.11 standard shall be performed on all surge arresters.

5.3 Acceptance Tests

Acceptance Tests per the latest revision IEC 60099-4 or Conformance Tests per
ANSI/IEEE C62.11, as applicable, shall be performed on the nearest lower whole
number to the cube root of the number of surge arresters to be supplied.

5.4 Special Thermal Stability Test.

Special Thermal Stability Test per latest revision of IEC 60099-4 shall be conducted
on the appropriate sample taken from the production lot if this test is mentioned in
the Data Schedule or SOW/ PTS.
