Secretariats system for erfective implementation of welfare programs and implove delivery of seMces
at d ot citizens in a transparent and corruption free manner and established 1L,L62 Village

t Government is extending benefits of various welfare schemes and delivery ol services to all
eligible households irrespective of caste, Creed, Religion, Region and Political affiliation. The System
will ensure leak proof implementation of Government Programmevschemes.

Providing Uniform to the functionaries at the Village^ ard secretariats, will enable the citizen to
identify the functionaries with the department & services that can be availed from them. On the other
hand, the uniform to the individual functionary may give a sense of pride and will bring a commitment
to the duty.

During the review of GVVW&VSWS Department on 18-08-2021 Hon'ble Special Chief Secretary
to Government, GVWV&VSWS Department instructed to provide uniform to all VillageMard
functionaries. ouring the review on 20-OA-2O2L, the Hon'ble Secretary to CM, approved the color and
specifications of uniform cloth, to be procured for the VillageMard Secretariat functionaries.

Accordingly, RFP No.233/U/2027, Dt27-O8-2O27 is floated for procurement of Uniform cloths

and a work order was issued to the suppliers for supply of Uniform cloths to the districts. Three (3)
pairs of uniform cloth to the functionaries (Except Mahila police, ANM & Energy Assistant) of Village/
Ward secretariats will be delivered to the 167 Assembly constituency Head Quarters in the state of
Andhra Pradesh at the places as per the list enclosed (Constituency wise delivery & Distribution
Places). Uniform cloth will be delivered secretariat wise and cloth to each functionary of the
secretariat will be placed separately in a cover/ rapper.

The Buffer Stock should be used for any shortage/ adiustment required at the delivery point
and balance material to be handed over at Joint Collector (VWS& D) office, The Jc (vwSAD) ,
MPDO ,MC of ULB to issue sanction proceedings tor any missing functionaries noticed in the
list enclosed (All Districts Field Report with lunctionary names).

Responsibilities and action plan for uniform cloth distribution at various levels
District Level- District Coordinator/ADC/TC smooth Delivery uniform cloth as per
schedule.

1. The District coordinators/ ADC/TC as per the list given below are kept
lncharge for monitoring smooth Delivery uniform cloth as per schedule.
2. The DCS/ADC/TC to verify the list of Assembly constituency headquarters
offices (list enclosed) allotted for the delivery and inform to this office with
in two days any changes required with alternate office/place for delivery.
3. Designate one active functionary from the secretariat nearest to the
delivery point as in-charge for co-ordination and for monitoring smooth
delivery to Secretariats.
4, Vendors will inform delivery details to the DC'S/ADC/TC. The DCs/ADC/TC
has to inform to all the MPDOS/MCS of ULB, regarding arrival of material to
the delivery point and monitor the distribution in coordination with
M PDOs/MCs.
5. The District Coord inators/ADcs/Tcs have to collect one pair of uniform
cloth (Male & Female) randomly from any place in the district for technical
Lab Testing of quality of cloth and to send the samples to the Office of
Director, GVWV & VSWS Department, Jawahar auto Nagar, Vijayawada.

constituency Headquarters-Headquarters MPDo, Mc

1. The Assembly Constituency Headquarter MPDOS/MCS to make sufficient
arrangements for delivery of uniform cloth at their office premises and to
inform the remaining MPDos/MCs about the receipt of material.
2. The Assembly Constituency Headquarters MPDOs/MCs to verify the
material for the quantity and the measurements and to sign the
acquittance (constituency wise acquittance enclosed) after complete
distribution of the material to all the secretariats.

L. MPDOS/ MCs are responsible to send one Functionary with Authorization Letter (By any one
of PS/ Admin Secty. / MPDO / MC) and with ldentity Card for collecting the Uniform cloth
materials allotted to the Village/ Ward Secretariats from the delivery point at the Assembly
constiluency Head quarter from the Supplier.

Secretariat Level- Panchayat Secretaries/ Ward Administrative Secretaries

1. The Panchayat Secretariesi/ Ward Administrative Secretaries / MPDOs/ MCs are responsible
to send one Functionary with Authorization Lefter (By any one ol PS/ Admin Sec / MPDO /
MC) and with ldentity Card for collecting the Uniform cloth materials allotted to the Mllage/
Ward Secretariats from the delivery point at the Assembly Constituency Head quarter from the
Supplier.
2. The Panchayat Secretariev Ward Administrative Secretaries are to distribute unilorm cloth to
all the functionaries as per the list enclosed (Secretariat wise Male/Female number &
Functionary names)

Hence, All the Joint Collectors (VWS&D) are requested to issue instructions to the
officers/staff concerned to follow the guidelines mentioned above and to complete the distribution
of uniform cloth to all secretariats with in 2-3 days after receipt of the material at the Assembly
Constituency Headquarters.

Vide ref. 1st cited above, it is decided to provide the 4G SlMs to Welfare & Educational
Assistants / Ward Welfare & Development Secretaries in State and the District Coordinators are
requested to furnish the preferred networks for supply of 4G Sims to the above functionaries.

Accordingly, Vide ref. 2M cited, the requirement of 4c SlMs with preferred network are
received from the Districts for supplyto Welfare & Educational Assistants /Ward Welfare &
Development Secretaries in the State.

ln this connection, as per agreement conditions with the service providers ( M,/s
Bharat Sanchar Nigam Limited, M,/s Bharti Airtel timited, M/s Vodafone ldea Limited & M/s
Reliance Jio infocomm ttd., !, it is proposed to provide the 4G SlMs with preferred network toall
the Districts as given below.

ln view of the above, the concerned Service Providers are requested to arrange the 4G
Sims to the Districts as noted above and supply to the .loint Collector (VWS & D) oftices as
mentioned above districts and take the acknowledgment copy for further processing.

The service provider shall tollow the dispatch procedure as mentioned below
1. The 4c SlMs should be bundled District wise.
&
2. Mobile Number, SIM numbers and lMEl number data related to each Welfare
Educational Assistants / Ward Welfare & Development Secretaries shall be
turnished to the Joint Collectors (VWS &D)/ Chief Executive Officers of ZPP and the
Commissioner & Director, GVWV & VSWS Department, Autonagar, VUayawada while
distribution.
3. Paymentwill be made on proper Ieceipt of SlMs acknowledgements and to be signed by the
respective authority ftom the District Concerned. And Payment will be made after end of
completion of availing service.
