This contains the possible sanctions of the citizens of the ____ City who will violate the Community
Acts that is implemented by the Management. Please observe the following rules below.

INDIVIDUAL FAIL RPs (separate from the FAMILIA/ GANG/ GROUP FAIL RPs)

Level 1 – Minimum of 100 community service

Level 2 – You'll get 150 of community service
Level 3 – You'll get 300 of community service
Level 4 – You’ll get 24 hours ban
Level 5 - You’ll get 7 days ban
Level 6 - You’ll get 2 weeks ban
Level 7 - Permanent Ban (Appealable depending on Management’s Decision)

FAMILIA/ GANG/ GROUP FAIL RPs (separate from the individuals)

Level 1 – You’ll get 200 community service

Level 2 – You'll get 400 of community service
Level 3 – You'll get 500 of community service
Level 4 – You'll get 1000 of community service
Level 5 - You’ll get 7 days ban
Level 6 - You’ll get 2 weeks ban
Level 7 - Permanent Ban (Appealable depending on Management’s Decision)

SPECIAL CASES SANCTIONS:

This contains the possible sanctions of the citizens of the _____ City who will violate the following:

3) VDM
4) Using +18 emotes in public

Level 1 – You'll get 500 of community service

Level 2 – You'll get 1000 of community service

- Permanent Ban (Appealable depending on Management’s Decision)

6) Using Third Party apps/ Cheats that is being used as an advantage to any circumstance
- Permanent Ban (Check UNBAN RULES for full information)

______ City RP | Act 0122 |

This contains the possible sanctions of the citizens of _____ City who will violate the Community Acts
that is implemented by the Management. Please observe the following rules below.

a.) Lights on, Light Off -

b.) Disrespecting - Always respect the admins and citizens. Saying inappropriate word to our city staffs and
citizen and disrespecting women in rp or ooc are not tolerated and subject for Permanent Ban (Admins and
Management’s Discretion)

c.) Don’t be a toxic player - Using /ooc or in-game voice for saying inappropriate or not allowed words within
roleplay situations are automatically subjected to a punishment.
d.) Anti-Cheat - using mods and third party apps that ruins the city are automatically result to Permanent Ban
(Non-appealable)

e.) Sexual Harrassment - saying obscene words or any form of sexual assaults that can harm the emotional
feelings of other players are not tolerated in any given scenario. Always remember that we’re promoting a
community that is safe and will not affect their own mental wellness of other players. FORCE SEX, RAPE RP,
OR ANY ATTEMPT OF DOING SO is NOT ALLOWED.

f.) Proper Names - The name of the citizens must be the same in the steam name, in-game name, and
discord name to properly monitor activities and avoid inconveniences for both players and server admins.

g.) No Green Light on Head - Green light on head while on robbery are not allowed for fairness of the roleplay
and factions.

h.) Cop Baiting/Trolling - Weaving or taunting the police, shows motive to the police to chase and turn to
gunplay and ambush are not tolerated. Proper sanction level will be implemented.

i.) Paycheck Farming - Collecting paychecks while you are on AFK or while-on duty (Whitelisted Jobs) are not
allowed.

j.) Combat log and Force Respawn - Exiting or force respawning while there is on-going roleplay are not
allowed.

k.) Safezone Abuse - Running to safe zones while there is on-going role play is not allowed.

l.) Stay in Character - Breaking character while we have roleplay while there’s on-going roleplay and talking
OOC while on-going roleplay.

m.) Medkit Abuse - Looting medkits from a dead body and possessing medkit is not allowed. We have
blackmarket items with the same properties that make use of it.

n.) Spitting obscene words and doing emotes on someone's dead body, and posting dead bodies of a
defeated party on social media - Gang/Familia/Citizens are not allowed to talk with dead bodies or doing
emotes. At the same time, posting dead bodies on social media is not allowed as it all leads to OOC
circumstances. Proper role play is allowed as long it’s not toxic or OOC related to other players.

o.) Illegal Activity Abuse - Doing any illegal acts (Ex. Robberies, Kidnapping, Hold-up and Small robberies)
that can lead to death when there’s no ems and police are not allowed.

p.) Familia/Gang Uniforms - Citizens must be aware of the Familia/Gang uniforms and the color they
represent. Colors are on a first come, first serve basis. Prevent wearing their uniforms, masks and pandong (or
the pandong with hat) that represents the color of the Familia/Gang to prevent putting your lives at risk.

q.) Unregistered gang- Unofficial gangs are considered normal citizens. Therefore , they should not act as a
gang until they’re official. Engaging in any gang raid/gang raid or street war is not allowed.

r.) Familia/ Gang /Civilian Alliance - participating in any gang activities that you are not a member of will be

tagged as an alliance. Civilians are not allowed to wear Familia/Gang uniforms and represent them. Only
registered members in the ┆𝐆𝐀𝐍𝐆𝐒-𝐀𝐍𝐃-𝐅𝐀𝐌𝐈𝐋𝐈𝐀𝐒 section of our email will be honored. Anyone who will
be caught by the admins doing so will automatically result in Fail RP, thus community service penalties will
apply.

s.) Helmets - Helmets can only be used in the following circumstances:

i. All heists except Small Store Robbery

ii.Gang Wars
iii. Gang Raid

t.) +18 emotes - +18 emotes are available in the city to add realness to romance roleplay. However, +18
emotes are not allowed to be used in public places and can only be used with consent and in a private location
like hotels and houses. Depending on its gravity, it is a bannable offense.
u.) NEW CITIZENS - New citizens from the airport have from any illegal activities such as being held as a
hostage, mugging, or hold-up. Immunization will be void if the new citizen initiated any illegal activities.

v.) NEW LIFE - Citizens entering New life are 15- minutes immune to any RP. At the same time, those who
entered new life cannot come back to the last engagement they died in even if it’s past 15 minutes, you have to
wait until the engagement is done.

_____ City | Act 0322 |

This Act contains the Major Rules that are not allowed inside the _____ City Server.

a.) RDM (Random Death Match) - Intentionally killing a player without any reasonable roleplay will result to
proper punishment (Admin’s discretion)

b.) VDM (Vehicle DeathMatch) - Killing a player with vehicle without any reasonable roleplay will result to
proper punishment (Admin’s discretion)

c.) Metagaming - Using knowledge outside the in-game/server, recognizing a player if he/she wears a mask,
and recognizing voices are not allowed. (Ex: stream sniping, giving items to random people to know the name
of identification/citizen/player)

d.) Powergaming - Using the ability of the player to use their powers for an unrealistic action within roleplay,
exploiting the city bugs, carrying while driving motorcycle, using emotes to exploit like hiding through the walls,
and using /me while dead are not allowed.

e.) Fear of Life - You must have fear for your life and comply with what is happening in a roleplay situation like
hostage taking, pointing a gun at you. Always value your life in all circumstances especially when you are
alone.

f.) New Life Rule - Forgetting all your memories in roleplay that you’re involved in when you enter a new life.
Returning to on-going roleplay when you enter a new life is not allowed.

g.) Revenge Killing - Is an act of killing an enemy player out of revenge, even after you've just entered a New
Life Rule. It’s also an act of Meta-gaming, as your character can't remember the events which led to their
death, therefore making them unable to exact revenge with a valid roleplay reason.

h.) Power gaming and Bug exploit - Any type of power gaming, bug exploits are not allowed. This is a
bannable offense. These are considered as power gaming / bug exploiting, but not limited to:

i. Using emotes in an ongoing RP / robberies / gang engagements / shootouts

ii. Using props to open doorways

iii. "HUGOT NET” to teleport from one place to another or use it for duplication.

iv. any other forms and tricks that can be proven forms of powergaming/ bug exploiting

______ CITY ADDED RULES OF ENGAGEMENT

Section 1: General Crime Rules

a.) Robbers must declare their headcount to the police force inside of the robbery establishment. No one
should be outside of the establishment as the police can arrest you on the spot.

b.) Using any police issued firearms and equipment are prohibited and so is robbing them for such items. It is a
bannable offense.

c.) Robbing PSA or NSO isn’t allowed. Caught having multiple PSA and you are not a new citizen, you may be
subject to COMSERV.
d.) Cops won’t open fire unless suspects draw their firearms. If they have a hostage at hand, cops won’t fire
unless they initiate a gun fight or unless they green light.

e.) In valuing your life, you must think about what you can do in a real-life situation. This will make the RP more
realistic.

f.) A civilian can ONLY steal a police mobile during RP but once the RP is finished you need to dispose of any
emergency vehicle. Failure to do so, if caught you will be apprehended.

g.) When robbing any facility with VCPD on full force, robbers must adjust to the no. of police on duty.

h.) You are not allowed to bring any vehicles inside the buildings or use it to block entryways. Unless there’s a
hostage and that is part of their three demands, if not It will fall into FailRP.

i.) Carrying dead bodies during a shootout or robbery is not allowed. You may do so once CODE 4 is
announced. Police are allowed to carry robbers to help the EMS after CODE 4, but robbers are not allowed to
carry any of their opponents.

j.) You can loot the dead bodies of your teammates but not the bodies of your opponents in an ongoing
shootout or robbery.

k.) No spamming of Shake body as this is a form of bug-exploiting. SHAKE BODY CAN ONLY BE USED
AFTER CODE 4 IS ANNOUNCED IF THE EMS WAS NOT ABLE TO SEE YOUR DEAD BODY.

l.) In any case that you lost connection inside the city (sabog), and Code 4 is announced, you are not allowed
to proceed with the RP. You may be considered dead, or you can retreat. You are not allowed to be
apprehended by police at this time, and it will be as if the citizen isn’t there, but he has to surrender the dirty
money if it is with him/her.

m.) In an instance that you lost connection (sabog/ kinain ng lupa) however you were not able to come back
inside the area you are robbing, you are not allowed to go back inside as you are to be considered dead. You
can flee from the scene or else it will be considered as Fail RP

n.) Revenge Killing is prohibited. When you die, you lose all your memories from the previous incident unless a
witness who lived can remind you of what happened providing all information is gathered through proper
roleplay.

o.) Every citizen who respawned in the hospital is still subjected to proper roleplay
, yet they can’t be robbed, kidnapped, nor killed. You may do so to citizens who went to the hospital for
check-in providing that the roleplay must be performed properly as we can’t use any weapons inside the safe
zone.

p.) You cannot rob unconscious citizens in safe zones.

q.) Police can only tackle if there is no ongoing shootout.

r.) Police cannot search you for no reason unless you are inside the perimeter of an on-going shootout,
robbery, car chase, foot chase and in the vicinity of illegal laboratories.

s.) New life rules should be observed. Once some robbers are dead, he/she is not allowed to go back to the
scene even if the 15-minute new life rule has passed. At the same time, after Code 4 is announced, there
should be no one who’ll initiate any conversation even on social media about the loss of the defeated gang.
Section 2: Car Chase Rules

a.) YOU ARE NOT ALLOWED TO USE ANY EXCLUSIVE, MODDED, or FAMILIA/GANG CARS IN CAR
CHASES. LOCAL VEHICLES ONLY.

b.) Hostages are not allowed to be brought in car chases if demands are requested. Police are obliged to
follow the demands if hostages are turned over.

c.) 3 demands can be requested. Demands can only be granted at a maximum of 5 minutes before it can be
voided, or have damaged any three government properties, whichever comes first.

d.) Cop baiting is not permitted. Do not purposefully try to get the police attention on you by doing things you
would not do with an officer near you, such as burning out in the middle of intersections, revving your motors at
lights to bait a pullover/chase, committing traffic violations in the vicinity of a police officer.

e.) Cops can shoot after the negotiated seconds from the hostage taking robbery during escape of the robbers,
but are not allowed to directly shoot the person going in the car. They are otherwise allowed to shoot the tires
only depending on their demands.

f.) In car chases, cops are allowed to ram/hit or perform a pit maneuver on a robber's vehicle if they hit a
pedestrian, vehicles, any properties or the chase time is more than 2 minutes (whichever comes first.)

g.) If the chasing time takes more than 15 minutes, LEOs have to open fire.

h.) DRIVE-BY IS NOT ALLOWED.

i.) Killing police / robbers using a vehicle is not allowed. It is considered as VDM.

j.) If robbers leave their vehicles with guns out, it is a signal for the police to open fire at you.

k.) Motorcycles are not allowed to be used in any robbery RP. Automatic Fail RP is given to anyone who will do
such an act.

l.) Overloading is not allowed. Hostage takers should follow the vehicle capacity, or else it will result in Fail RP.
Carrying the hostages or your fellow hostage takers.

Section 3: Hostage Taking/ Hold-up and Mugging

a.) Hold-ups are only allowed when the lamp posts are on, or during night times.

b. ) Hostage taking is allowed even when the lights are off or even during daytime so long as you are not going
to mug the hostage.

c. ) You are only allowed to take 2 hostages.

d.) You are not allowed to kill the citizen that you’re taking if he/she complies with your demands.

e.) During a hold-up situation, you cannot kill a compliant citizen who has granted your demands. You cannot
make ridiculous/impossible demands. (i.e., asking the citizen to withdraw all their money and give it to you, or
ask them to give you their cars or something they cannot possibly have.)

f.) You can only kidnap a CITIZEN if there are at least 1 EMS and 1 police officer on duty, regardless if you are
a gang member or a civilian.

g.) If a gang member is kidnapped without their uniform on, they are considered a civilian, and must be
rescued by the Police Department. Same for Familia members being kidnapped, they should be rescued by
the Police Department

h.) ALL WHITELISTED JOBS and FOOD PROVIDERS ON DUTY are not allowed to become hostages.
POLICE, MECHANIC, EMS, Restaurant employees, Taxi ON DUTY wearing their respective uniforms are not
allowed to become hostages.
i.) If a gang member is kidnapped while wearing their uniform, they are considered kidnapped gang members.
They must be rescued by the gang they represent. (Therefore is gang to gang) illegal activities are allowed
even without EMS and Police are allowed for this scenario and exempted from _____ City Act 01-2021 |
Golden Wisdom Act - Section “N”, Engage at your own risk there is no EMS going to revive you)

j.) There must be a minimum of 6 rescuing gang members and 6 kidnapping gang members in uniform to
engage in this kind of engagement. Again, Engage at your own risk even if the other gang members are large
in number and the other is lower are allowed. (Tip: If your gang members are low in numbers; recruit more
members.)

k.) Kidnappers can only give 5 to 15 minutes of prep and arrival time to the rescuers. (Unless both parties
mutually agree to a set time, strictly no OOC/Discord chat arrangements. Strictly proper discussion and
negotiation must be exchanged with all forms of communication in-game ex.: On-hand Radio, Phone Call, Text
Message, Darkchat and etc. as long as it’s available in-game)

l.) Rescuers are only allowed to demand 15 minutes of negotiating time from the kidnappers. (Unless both
parties mutually agree to a set time.)

Ransom for Hostages:

Governor - 100,000k DM
Gang / Familia Boss - 50,000 DM
Gang / Familia Member - 10,000 DM
Citizen - 5,000 DM

I. +18 SANCTION SYSTEM
Level 1 – You'll get 1000 of community service

II. +18 EMOTES - the following are not allowed:

a. Requesting or trolling someone with +18 emotes without consent and/or in public.
b. Using +18 emotes in public (even trial of the emote in public can lead to being penalized).
c. Requesting or using +18 emotes with force and intimidation. Remember anything that is unconsented is
considered as RAPE, and RAPE RP is not allowed
d. No recording nor posting on social media (OOC). Even though consented, there should be no one
who’ll record the intimate scenes of you and your partner. ‘
e. Taking pictures and posting them on twitter is not allowed.

III. NAKED BODIES- The following are not allowed:

a. Wearing naked clothes in public places

b. Forcing or intimidating anyone to wear naked clothes. Check ____ City | Act 0122 | Section D for
more information.
c. Trolling
d. Taking pictures and posting them on twitter is not allowed.
e. No recording nor posting on social media (OOC).

IV. VANILLA UNICORN RULES - The following are not allowed:

a. WHAT HAPPENS IN VANILLA UNICORN STAYS IN VANILLA UNICORN. No one is allowed to take
pictures and post them on twitter.
b. Ages 17 below are not allowed inside the strip club. Vanilla Unicorn employees will be checking each
and everyone's ID.
c. !!! NO TOUCH POLICY!!! Look but don't touch our ladies. Asking for “ADDED SERVICE” is not allowed
inside and outside the establishment.
d. No fighting or angry behavior.
e. Do not insult or harass. Check ____ City | Act 0122 | Section D.
f. No weapons or firearms inside our nightclub. Vanilla Unicorn is a safezone. Check ____ City | Act
0222 for more information.
g. REMINDERS FOR STREAMERS
- !!! NOT STREAMER FRIENDLY!!! For streamers, although as much as possible, we try to prevent
having copyrighted music, there may be instances that copyrighted music is played. So enter at your
own risk.
h. No recording nor posting on social media (OOC).
 MULTI-JOB CODEX
Multi-Job function on your End key is made for you to widen your roleplay and for you to earn more.
However, as in the movie “Spiderman” says: “With great power comes great responsibilities.” Therefore, these
rules should be observed when having multiple jobs:

I. Gangs can enter all whitelisted jobs except for the Police Department and Mechanic.Familias can enter all
whitelisted jobs so long as they have at least 3 criminal records.

II. If a Familias has more than 3 criminal records, they are required to perform 200 community service for each
criminal record they exceed, this is to clean their records and will be under probation (under monitoring) in the
department they have applied to.

III. Multi-job seekers can only apply to one major whitelisted job (police, mechanic, ems) and one or 2 minor
jobs for citizens. For gang/familia major one whitelisted job (police, mechanic, ems) and 1 minor job for
gang/familia.

IV. Citizens/Gang/Familia should abide to the department rules of their chosen department (for major
Whitelisted)

V. Citizens who have a MAJOR WHITELISTED JOB whether on/off duty are not allowed to do any illegal
activities such as robberies, hostage/mugging, etc.

VI. Familias and Gangs can do illegal activities such as robberies, hostage/mugging, etc. when they are off
duty, given that they will not switch jobs in the middle or after their ongoing RP to use their job to their
advantage. Caught doing so will result in Fail RP which has consecutive punishment. They will also be
removed from the major whitelist job they’re in and will be BLACKLISTED IN OTHER MAJOR WHITELIST
JOBS.

VII. EXCEPTION TO THE RULE ABOVE: FOR THOSE WHO APPLIED IN THE POLICE DEPARTMENT,
THEY ARE NOT ALLOWED TO DO ANY ILLEGAL ACTIVITIES.

VIII. There shall be no DIRTY POLICE, MECHANIC, and EMS. If you are caught by the admins, you will be
penalized, will be instantly removed from the major whitelist you’re in, and will be blacklisted from all other
major whitelist jobs. Your co-workers can also report you to the admins, or they can catch you by themselves,
and will also have the same consequences as given by the admins.
 GANG and FAMILIA
2 TYPES OF GROUPS

1. GANG - These are groups/ families that engage with other gangs.
2. FAMILIA - These are groups or families that do pure businesses alone. This type of group is the only group
allowed for any whitelisted jobs.
GENERAL RULES
I. Staying or hiding inside safe-zones are not allowed in an ongoing street war or any ongoing RP. As well as
engaging in a gunfight inside and within the perimeter of safe zones.

II. Gangs should still exhibit fear and respect within LEOs. Disrespecting LEOs is an unlawful offense and can
lead to being arrested.

III. Toxicity isn’t allowed. Keep your RP in a professional manner.

A. Unnecessary use of foul words, curse, or obscene words are not allowed.

B. Talking and cursing on dead bodies are not allowed.

C. There should be no one who’ll initiate any conversation even on social media about the loss of the defeated
gangs, nor take pictures of their dead bodies. Following the general rules, doing emotes on a dead body are
also not allowed.

IV. Any type of OOC conversation or insult is not allowed. This will lead to comserv, in worst case scenario, a
bannable offense.

V. Any type of power gaming, bug exploits are not allowed. This is a bannable offense.
1 | GANG WARS
This section discusses the rules on gang wars for gangs to follow.

1.1. Gangs can only declare a gang war to its opponent if and only if there is a valid RP.

1.2. Gangs must use their templates to declare a war, and indicate their opponent gangs.

1.3. Both gangs must give 15 mins. preparation after the announcement of Gang Raid/ Gang Wars has been
made.

1.4. CODE 4 must be announced by the last man of the defeated gangs.

1.5. 1 hour cooldown should be observed from the time the gangs announced its defeat before declaring
another one.

1.6. New life rules should be observed. Once the gang member is dead, he/she is not allowed to go back to the
war even if the 15-minute new life rule has passed. At the same time, after Code 4 is announced, there should
be no one who’ll initiate any conversation even on social media about the loss of the defeated gangs.

1.7. All gang members should wear their gang uniforms when engaging in a gang raid/ gang war.

1.8. THIRD PARTY IS NOT ALLOWED NOR GANG ALLIANCE.

1.9. LEOs and EMS units cannot respond to gang wars most especially when they are engaging in a war on
their respective bases. EMS are only allowed to respond after CODE 4 is announced.

2 | STREET WARS
2.1. Gangs can only declare a street war to its opponent if and only if there is a valid RP.

2.2. All gang members should wear their gang uniforms when engaging in a street war. HELMETS ARE NOT
ALLOWED.

2.3. THIRD PARTY IS NOT ALLOWED NOR GANG ALLIANCE. EXCEPT FOR THE LEOs.

2.4. LEOs MAY RESPOND AT ANY TIME. If gangs engaged in a street war within city limits. Police will
template after the first gunshot is reported at the scene. The gangs engaged in the street war are given 5 mins
for them to engage but after 5 mins eagle eye (helicopter) will be the first to respond to the scene to perform
thermal (this serves as 2nd warning to both parties that the police are about to arrive). After 2 mins ground
unit/s will respond at the scene. Police will now open fire.

2.5. The LEOs may arrest or kill both participating gangs. Valid RP must still be observed. For the LEOs, if in
any case there are members who try to flee from the site, they can serve a warrant of arrest if the assailants
are properly identified.

2.6. New life rules should be observed. Once the gang member is dead, he/she is not allowed to go back to the
war even if the 15-minute new life rule has passed. At the same time, after Code 4 is announced, there should
be no one who’ll initiate any conversation even on social media about the loss of the defeated gang.

2.7. LEOs are not allowed to use throwables in the street war.

2.8. The LEOs can follow the assailants or declare a gang raid.
3 | GANG RAID

3.1. Usually gang raids are continuous so no preparation time is needed.

3.2. Gang raids can also happen if there’s a kidnapping or hostage taking happening on the gang base, if the
LEOs received a report of illegal firearms or substance transaction, or if they flee from a large heist like
humane, warship, big bank, or merryweather.

3.3. Gang raids can only happen on the opposing gang base.

3.4. LEOs, gangs are allowed to use 4 throwables. (1 grenade, 3 BZ gas with 2 mins interval for LEOs. 4
molotovs for robbers with 5 mins interval for each molotov.)

3.5. All gang members should wear their gang uniforms when engaging in a gang war.

3.6. CODE 4 must be announced by the last man of the defeated gangs/LEOs.
