1.0 GENERAL

This specification covers the information for procurement of Fire Fighting System and
accessories for Cambodian 1 x 150MW leader energy power plant, suitable for
outdoor installation.

2.0 SCOPE OF SUPPLY, EXCLUSIONS AND TERMINAL POINTS

2.1 Scope of Supply:

The plant fire protection system shall be designed in accordance with the
requirements of the local authority having jurisdiction and / or NFPA 850. Automatic and
manual fire protection systems employing detection and extinguishing equipment will be
provided at all locations having potential fire hazard due to the presence of combustible
materials or where major property damage could result.

The source of fire- fighting water is the service water tank which has a reserve of 2 hours
storage as recommended by NFPA 850. The following fire pumps will be provided that take
suction from the fire / service water tank:

• Electric motor driven fire pump (2000 gpm)


• Diesel Engine Fire Pump (2000 gpm)
• Jockey pump (75 gpm)

The main underground fire header will serve strategically placed yard hydrants and supply
water to fire sprinkler/spray systems for plant equipment and structures. Hose cabinets
will be installed around the yard adjacent to fire hydrants. The buried fire ring main piping
will be made of HDPE material. Yard hydrants, interior fire hose stations, and portable
extinguishers will provide additional incipient fire extinguishing capability and overall
protection throughout the plant site.

The firewater distribution system will incorporate sectionalizing valves so that a failure in
any part of the system can be isolated while allowing the remainder of the system to function
properly. Sectionalizing valves will be post indicating valve assembly (PIVA) type and
will be suitable located during engineering stage.

Fire Protection System

Fire protection system will be provided for the area / system below:

1) Boiler area: Standpipe and Hose reels will be provide in the operating floor and at other
strategic locations. CO gas detectors will be provided for the coal silos.
2) STG HP Bearings - Pre-action System with Rate-of-Rise for Steam Turbine HP Bearings as
per OEM’s recommendation
3) ST Lube Oil tank - Wet pipe sprinkler system for the LO storage tank
4) STG building: Indoor hose reels
5) Transformers - Water Spray System with wet pilot actuation system for each transformer
6) Electrical & Control Building – Heat / Smoke detectors/portable extinguishers
7) Switchyard Control Building - Heat / Smoke detectors/ portable extinguishers
8) Indoor Coal storage area: Water Canons and heat detectors
9) Conveyor system – Fire alarm and detection, Hose reels

Fire Detection System

A fire detection and alarm system will be provided for all main plant buildings. The system
will be intelligent, addressable, multiplex, supervised, manual and automatic, non-coded
fire detection and alarm system that will provide both automatic detection and alarm, and
manual alarm. The system will consist of a Main Fire Alarm Panel, located in the Control
Room, and local panels, as required, for fire detection and alarm systems. The Main Fire
Alarm Panel will include fire, supervision, and trouble alarms from all fire protection systems. In
addition, the Main Fire Alarm Panel shall receive trouble and indication signals from the fire
pump controller.

The fire detection system panel shall be provided with the following components:

1) One central fire detection control panel to monitor status of zones, with visual indications,
audible alarm, and test provisions
2) A mimic panel A3 size
3) Area fire/smoke detectors for “alarm” in the control room.
4) Alarms from remote manual pull stations
5) Interconnecting cabling

Transformer fire detection system alarm is designed to shut down the associated
transformer cooling fan.

The cable cellar beneath the electrical building is open on all sides and is not deemed to be
confined space. Yard hydrants will cover the areas around cable cellar and no additional fire
extinguishing system is envisioned.

Fire ring pipe, sectioning valves, and other piping should be quoted as per
optional price

2.2 Exclusions:

- All Civil Works for equipment in scope of work, unless otherwise specified.
- Power supply Fire panel
- Power supply to MCC and to Motors
- Erection and commissioning

2.3 Terminal points:

The terminal points applicable to the Seller’s scope of supply are as listed below:

Fire Water: Fire ring inlet

Power: At inlet to the jockey pump controllers

NOTE: The Seller shall submit general arrangement (GA) drawing and P&ID
drawing along with the quotation, with clear demarcation of scope considered.

4.0 APPLICABLE CODES, STANDARDS & REGULATIONS

Seller shall conform to the latest editions of the following standards and all other
applicable Local Regulations for the design, fabrication, installation and testing of
the proposed equipment.

Basic Standards
The design, engineering and specification of all work shall be in accordance with
applicable laws and regulations of the Local Authorities. The works shall be in
accordance with the standards and regulations listed below or approved
equivalent.

Alternative Standards
If the seller uses other standards, a list of those standards shall be submitted
stating, why another standard is necessary or applicable. The decision to accept
an alternative standard shall rest with the Buyer, on the basis of his evaluation.
For the equipment and material whose details / specifications are not listed in the
data sheet, seller shall select equipment or material based on a similar type of
application.

No part of this specification shall be construed to relieve the seller of his


responsibility with respect to applicable Codes and Standards in effect at the time
the contract is signed.

If there is any conflict between the requirements of the above mentioned Codes,
Standards and Regulations, or a conflict between any of the above and this
specification, the matter shall be referred to the Buyer for resolution.

It shall be the seller’s responsibility to ensure that his suppliers of equipment,


material and / or services are aware of and comply with the requirements of this
Specification and Equipment Datasheets.

5.0 TECHNICAL REQUIREMENTS

5.1 This specification establishes the Buyer’s minimum requirements for the fire
detection and protection system. All such equipment provided by the seller shall
conform to this standard Specification and the job-specific Equipment Datasheets
unless the seller secures written approval for any exceptions. If there is a conflict
between the standard specification and owner’s requirements the latter shall
govern.

5.2 GENERAL REQUIREMENTS

5.2.1 The Performance requirements, conditions of service, and information regarding


the fluid(s) to be handled are described in the Equipment specification / Equipment
requirements

5.2.2 The equipment to be furnished hereunder shall consist of the manufacturer’s


standard design and first line quality, which meets or exceeds the requirements of
this Specification.

5.2.3 The material of construction of any equipment under this specification shall be
carefully selected to resist the effects of corrosion and erosion of the sea water.

5.2.4 Materials shall be in accordance with ASTM requirements (or approved


equivalent), be new and of first quality and shall be free of all defects which would
affect the performance or service life of the equipment or which would cause
unsightly appearance. The material of construction shall conform to owner’s
requirements.

5.2.5 The maximum A-weighted sound pressure level noise emission permitted is 85
dBA when measured with a standard sound level meter at a slow response at 1m
from the equipment and 1.2m above grade under normal operating conditions
unless otherwise specified in the Equipment Specification / data sheets. After

award of contract, the Seller shall submit a complete noise spectrum of the unit,
as this is required for the far-field noise analysis, to be conducted by the Buyer.

5.2.6 The use of asbestos or materials containing asbestos is strictly prohibited.

5.2.7 Safety guards shall be provided wherever necessary for personnel protection.

5.2.8 Each spray pump shall be provided with an arrow denoting the direction of
rotation; the arrow may be cast into the pump casing or stamped on a stainless
steel tag permanently attached to the pump casing.

5.3 EQUIPMENT REQUIREMENTS

5.3.1 Refer to attachments for owner’s specifications for the various equipments in
Attachment No.-2.

5.3.2 MOTORS

5.3.2.1 The Seller shall have unit responsibility for proper jockey-pump/motor
characteristics and compatibility.

5.3.2.2 The motor torque capability must have an adequate margin above the equipment /
pump speed-torque curve at all speeds. The torque requirements must be the
highest value for the pump / equipment.

5.3.2.3 Each motor shall have a rotation arrow consisting of a stainless steel plate
permanently affixed with stainless steel screws. The rotation arrow may be
incorporated in to the motor nameplate if desired. Casting the rotation arrow into
the motor casing is also acceptable.

5.3.2.4 Refer to the attached LV motor specification E208.

5.3.3 NAMEPLATES

5.3.3.1 Each electric motor shall have a stainless steel nameplate with all pertinent
information legibly engraved thereon in the English language. The nameplate shall
be permanently attached to the motor in a conspicuous location. Each nameplate
shall include the information listed below, as a minimum.

6.0 PROTECTION & PAINTING

6.1 GENERAL

All ferrous equipment furnished as part of this specification shall be suitably


cleaned and coated in the manufacturer’s shop before shipment (excluding name
and data plates, tags and machined mating surfaces).

6.2 CLEANING AND CLOSURES

6.2.1 All exposed portions of casting surfaces that have not been machined shall be
filled and rubbed smooth. All burrs shall be removed and all sharp edges shall be
eased.

6.2.2 All internal and external surfaces of equipment shall be cleaned of all mill scale,
loose metal particles, weld spatter, slag, dirt, grease, oil and other foreign matter.
All burrs shall be removed and all sharp edges shall be eased. Following cleaning,
all openings shall be sealed against the entry of paint, water, dirt and debris during
painting, shipment and field handling. Flange covers shall be used to prevent
damage to the flanges during shipment and field handling. The use of Visqueen
and/or duct tape for flange protection is prohibited. The seller shall describe
protection methods to be employed for the Buyer’s approval.

6.3 PAINTING

6.3.1 Unless otherwise specified, the manufacturer’s standard prime and finish coats will
be acceptable, subject to the buyer’s approval. The painting schedule shall be
suitable for the aggressive coastal environment. The following general conditions
shall be met:

• All structural members and mild steel parts shall be shot-blasted to Sa


2.5. Details of the coating to be applied after blasting shall be submitted
for Buyer's review. Access platforms, ladders and handrails shall be hot
dip galvanized.
• Non-stainless steel parts shall be protected by an appropriate anti-
corrosive and anti-fouling coating to the Buyer's approval.

6.3.2 Paint application shall be in conformance with the paint manufacturer’s


recommendations. The paint shall be compatible with the maximum operating and
environmental conditions expected for the equipment. Sufficient final coat paint
shall be supplied to allow site touch-up painting.

6.3.3 All nameplates, data-plates, tags, and machined rating surfaces shall be protected
from paint.

7.0 SPARE PARTS AND SPECIAL TOOLS

7.1.1 Seller shall include all the necessary start up and commissioning spares in the
base price of the equipment. A list of such spares provided shall be included along
with the offer.

7.1.2 The seller shall provide a priced list of recommended spares for normal
operation and maintenance of the plant required during the first two years of
operation.

7.1.3 The Seller shall include all necessary special tools and devices required for the
installation, operation and maintenance of the furnished equipment and
accessories in the base price. A list of such special tools shall be included along
with the offer.

7.1.4 The Seller shall confirm that spares and support services will be available in
reasonable time for the entire life period of the power plant.

8.0 INSPECTION & TESTING

8.1 The inspection and Testing of the equipment shall be carried out in accordance with
the applicable Quality Assurance Plan. Seller after receipt of order shall submit a
detailed QAP for the purchaser’s approval. The QAP shall be prepared in accordance
with the applicable Standards and regulations as indicated in CL. 4.0 of this
specification and prevailing standard practice.

8.2 Tests shall be witnessed at the sole discretion of the Buyer. The Seller shall notify the
buyer at least two (2) weeks prior to witnessed testing.

8.3 Following installation of the equipment, the Buyer may conduct preliminary operational
tests to determine that the equipment meets the specified operational requirements.
Should these tests indicate that the equipment does not meet the specified
performance requirements, the cost of necessary corrective measures and subsequent
substantiating checks shall be borne by the Seller.

9.0 PERFORMANCE GUARANTEE

9.1.1 The Seller shall guarantee all equipment supplied, as part of this specification, for
a period of 12 months from the date of Provisional acceptance (PAC).

9.1.2 The Seller shall guarantee that the equipment furnished conforms to the
requirements set forth in this Specification, the Equipment Datasheets, and to the
specified Codes, Standards and Regulations and that specified tests have been
satisfactorily completed.

9.1.3 The Seller shall guarantee all the equipment supplied under this contract against
all defects, manufacturing flaws, or defective materials and undertake to repair
and/or replace without charge to the owner, the whole or any parts or sub-
assemblies found to be so faulty or defective during the applicable guarantee
period.

9.1.4 Any equipment returned to the Seller by the owner, under this guarantee shall be
so returned, carried or delivered to the Seller and the Seller shall forward and
deliver any such replacement parts to the owner at his own cost.

10.0 PACKING AND SHIPMENT

10.1.1 For shipment, each unit shall be disassembled only to such extent as may be
necessary to facilitate field handling and to prevent damage during shipment.
Seller shall state any assembly of the pumps that will be required in the field other
than mounting of the motor and coupling of the pump and motor shafts.

10.1.2 Each assembly or component shall be skidded, crated, boxed or otherwise


protected against damage or loss during shipment and to facilitate field handling.

10.1.3 All equipment shall be packed and securely clamped against movement in robust
wooden packing cases or other suitable containers to ensure safe transit from the
Manufacturer’s works to the site. The packing shall provide physical protection
during handling and storage under the ambient conditions at the site and during
transit to the site.

10.1.4 Equipment liable to deterioration by seawater, moisture or ingress of foreign


matter shall be totally sealed in strong polythene bags. Internal surfaces of
equipment and other such parts shall be sealed off by means of gaskets and
condensation shall be protected by packs of silica gel or other approved desiccant.

10.1.5 Each case shall be indelibly marked with its own individual serial number. The
Owner’s name, the contract number, the Seller’s name, the port of origin, the port
of destination, the equipment description, its gross weight in kgs, its net weight in
kgs, description of contents, case measurements, country of origin, final
destination and all necessary handling and slinging instructions. Each case shall
contain fully detailed packing list in English in a sealed weatherproof envelope.

11.0 TRAINING

11.1.1 The Seller shall include for the provision of training for the operation and
maintenance staff. Training is to cover all operation and maintenance
requirements, as required to run the Plant in a safe and efficient manner.

11.1.2 All relevant documentation and course materials, such as manuals, equipment
documentation / drawings, etc. shall be subject to Owner's prior acceptance.

11.1.3 The course material shall generally cover the following areas:

• Introduction to the equipment


• Design / assembly / configuration of major equipment
• Operation
• Control systems including alarms, trips and interlocks
• Equipment interfaces
• Trouble-shooting
• Repair and maintenance programs

12.0 DOCUMENTS

All the arrangement drawings, P&IDs, data sheets and the wiring diagrams, etc shall be
prepared specific to the project. No catalog data or drawing will be accepted.

The O&M manual shall contain the following details, as a minimum:

Note 2:

1. The Seller shall follow the SI units of measurement and all the drawings shall be
prepared on ISO standard 'A' size sheets.
2. The Seller shall provide commissioning manual, giving a detailed description of the
commissioning procedures.
3. The O&M manuals and the commissioning manuals shall be site specific and written
exclusively for the Plant and shall not include generic instructions from similar projects
elsewhere. The manuals shall fully describe all aspects of the Plant and systems.
4. The O&M manuals, apart from the required number of hard copies, shall be submitted in
two CDs, one marked "MASTER" and the other marked " BACK UP". Each CD shall be
of re-writeable, good quality. The manuals in CD ROM shall be presented using
visualisation only and shall be presented in a format known as "portable document
format (PDF)" using Adobe Acrobat Reader. Non-electronic documents shall be scanned
and converted to PDF image files. The CD shall be self-executing and the software for
the operation of the CD shall be Adobe Acrobat Reader for Windows NT and Windows
95 which shall be delivered as part of the CD ROM operating system. Adobe Acrobat
Reader allows the PDF files to be viewed, printed and navigated. A table of contents
shall be incorporated on the CD and shall open automatically upon insertion of the CD
and this shall be the key document for the structure of the CD. All volumes, sections and
chapters of the manuals shall be addressed from this document and every entry in Table
of contents shall contain hypertext links to the corresponding volume, section or chapter
of the manuals. The electronic manual on CD shall be an exact copy of the hard copy
version and once a section is opened, it must be capable of being read page by page or
make a print for reading. Should further comments arise as a result of the use of the
manuals by the Owner during the Defects Liability Period, then the Seller shall promptly
revise the sections as necessary and supply replacement pages for insertion in the
manuals and replacement CDs.
5. A separate volume shall be provided containing the following information which shall be
fully indexed and cross-referenced to other volumes:
• Test certificates and Test reports
• Guaranteed and bonafide performance figures.
• Design data and curves for main and auxiliary equipment.
