JOINING INSTRUCTIONS FOR YOUNG LEADERS COURSE (YLC) SERIAL NO-06

SECTION I : GENERAL INFORMATION

1. The Young Leaders Training Wing (YTW) has been established at OTA Chennai for
training and grooming capable and motivated soldiers aspiring to become commissioned
Officers through ACC, SCO and PC (SL) entries and prepare them to face the Service Selection

Board (SSB) with greater confidence. These Joining Instructions lay down the guidelines and
detailed modalities to be followed by individuals while reporting at the YTW, OTA Chennai for
screening and training post selection.

2. Aim. The aim of Young Leaders Course (YLC) at YTW is:-

“To enrich the personality and improve English Communication Skills of

selected JCOs/OR with a view to enhance the probability of success of
in-service candidates in the SSB”

3. Location. The YTW is located in OTA Chennai campus which is located in general
area St Thomas Mount at Chennai (Tamil Nadu), approx 17 kms from the Chennai Central

Railway Station and 3 Kms from the Chennai International Airport.

4. Duration and Strength of Course. Two YLC courses of 18 weeks duration each
with a strength of 200 in-service candidates will be conducted per year at YTW. The 18 weeks

duration of training at YLC is divided into two parts of 09 weeks each. YLC Ser No-06 will be
conducted wef 30 May 22 to 01 Oct 22. Screening for YLC-06 will be conducted from
21 May 22 to 28 May 22.

6. Dates of Reporting. Due to limited accommodation, the screening of nominated

course will not be entertained.

7. Grading. The YLC is a graded course. Based on assessed performance of trainees,


they will be graded as under on termination of the course:-

8. Cancellation of Nomination. No request for cancellation of nomination for

screening/ YLC-06 will be accepted. Case for cancellation of nomination on compassionate
grounds will be considered on receipt of Statement of Case processed through formation
channel not later than 10 May 2022. This will ensure that other candidates lower in

merit are stepped up and are given an opportunity to attend screening/ YLC-06.

9. Failure to Report. Units failing to sponsor candidate(s) for screening at YTW/

Formation Cdr for onward submission to HQ ARTRAC and IHQ of MoD (Army), ADG AE (AE-1).

10. Documents. The following documents will be mandatorily carried by candidates

(ii) Individual is meeting Qualitative Requirements (QR) for SSB with respect
to ACR/age criteria duly cross checked with concerned Records. Onus to ensure
trainee attends SSB post termination of course rests with units/ respective
records.
(iii) Individual has passed BPET and PPT for the previous Quarter.

(v) Individual is not due for any Army Course/Promotion Cadre during the

(Army) letter No 58507/Tattoos/Sel Pol/Rtg P & C dt 11 May 2015.

(vii) Individual has not attended YLC earlier.

carrying health record card.

(ix) Individual has been interviewed by CO and is found fit to undergo/attend
YLC along with a pen picture of the individual in 100 words with respect to his

(x) Individuals application for ACC/SCO/PC(SL) has been prepared and


forwarded through Formation channel and individual has been interviewed by

(xi) Willingness to undergo the course from individual duly countersigned by

CO stating that the individual will not submit any application for withdrawal from
the course except under extreme compassionate grounds.

(e) ADHAAR & PAN Card number along with three photocopies of each.

(f) All documents to be carried for SSB should be brought along including updated
Field Conduct Sheet (CTC copy only). Individual attending the course will not be

granted any leave/break for getting the same. Unit to ensure this aspect in letter and
spirit.

11. ACC-127 Written Entrance Exam. ACC 127 Written Entrance Exam will be
conducted approximately in 1st/ 2nd week of Aug 2022. YTW will endeavor to dispatch
candidates for the said exam and will take up case for change of exam centre for trainees to

HQ Southern Comd HRDC-II, Bengaluru being closest exam centre to OTA Chennai.
Candidates desirous of attending the said exam will be in possession of a photo copy of the
application/ question paper demand for the said exam. Candidates will be in possession of all
documents required to be produced for the Written Entrance Exam and COs cert as per format
given at Appx C attached.

12. Trainees who are not in possession of any one of the certificate/documents
mentioned in paragraph 10 above on the day of reporting will be RTU from the Reception
Centre itself and reserves will be called for in his place.

13. Continuation in Course. It will be the responsibility of Unit and the next higher
Formation HQ to ensure that the trainee once selected to undergo training at YTW attends the
complete course. Withdrawal from course as a norm will not be permitted post 14 days of
commencement of course except under extreme compassionate grounds and that too with the
concurrence of Unit and next higher Formation HQ.

14. Travel. Chennai is well connected by all modes of travel to include air, rail and
road. Chennai Central is a major railway station from where trains are available to all parts of
the country at adequate frequency. Chennai Airport just 3 kms from OTA and has adequate
connectivity to major cities of the country. Trainees are advised to check the train and air
schedule. Trainees will travel to Chennai under own arrangements and report directly to YTW,
OTA Chennai. Chennai Metro also connects Chennai Central and Chennai Airport to

Naganallur Road Metro Station near OTA Chennai from 0500h to 2300h daily.

15. All trainees while travelling and reporting for YLC will take all the COVID-19 preventive
measures during travel. Trainees are advised to wear facemask, face shield, gloves and keep
sanitizer handy to maintain proper hygiene during travel. Ensure all belongings are properly

sanitized before leaving the place and on arrival. All trainees will have Arogya Setu
application installed with registration carried out before arrival.

SECTION II : RECEPTION, SCREENING, SELECTION AND SETTLING DOWN

16. Candidates Reporting to YTW for Selection. Candidates qualifying as first 72
for SCO/Med (NT) and 1000 for ACC in the merit list published by ADG AE (AE-1) will report to
YTW. All candidates reporting to YTW will be screened separately as per entry and separate

17. Actions at Reception Centre at YTW. Candidates will report directly to YTW,
OTA Chennai latest by 1400 hrs on the date given for reporting. The following actions will take

place at the Main Reception Centre established:-

(a) Sanitization of all belongings of candidates.

(b) Filling up of details in Arrival Sheet. Candidates will maintain proper social
distance and follow all COVID protocols.

(c) Checking of Identity cards and Move order as per merit list of individuals issued
by IHQ of MoD (army), ADG AE(AE-1).

(d) RTU of individuals in situation who are not in possession of required


documents/certificates.

(e) Move to designated barracks.

18. Screening and Selection. The candidates will be screened as per schedule
given in paragraph 6 of this Joining Instructions. All candidates reporting for the
screening will be in possession of documents, clothing and kit as mentioned in

paragraph 10 and paragraph 26 of the Joining Instructions as candidates selected


after screening will be retained at YTW for YLC- 06. The screening tests will be
conducted in a manner to ensure objective assessment. The screening test will compromise of
two parts; Part- I (Logical Reasoning Test) of 100 marks and Part-II (Picture Comprehension
and Discussion Test) of 150 marks. Candidates are also required to be prepared for
contemporary Current Affairs topics for Group Discussion. After screening a total of 50
candidates for SCO and 150 candidates for ACC will be retained as trainees for YLC-06.
Candidates not qualifying in the screening test will be RTU immediately. Accommodation is
not available for screened out candidates at YTW, OTA Chennai.

19. RTU or Withdrawal on Own Request. English Communication Skills training


has been outsourced to a civil vendor and the same has financial implications in case of

reduction in sanctioned training strength. Candidates once screened in and selected for training
will not be allowed to withdraw or RTU on own request after termination of 14 days of course.

Neither will trainees be permitted to appear for promotion cadres or entrance exams. Trainees
however due to exigencies can be RTU only if the concurrence of unit duly countersigned by
next higher Formation HQ is received.

20. Financial Penalty on Withdrawal from Course. Provision of a minimum strength
for training is a mandatory requirement as far as the English Communication Skills classes run
by the civilian vendor are concerned. Withdrawal on various grounds like attending promotion

cadre, appearing for entrance exams and such cases will lead to reduction in training strength
and to a situation wherein the vendor will express his inability to conduct classes with reduced
strength and thus denying opportunity to other deserving trainees. In order to curb cases of

trainees seeking withdrawal on own request post 14 days of training, there will be financial
penalty imposed on them wherein they will have to bear the balance cost of training for the
duration they are likely to miss.

21. Documentation of Selected Candidates. The selected candidates, hereinafter


called as trainees will undergo documentation on 29 May 22. The following actions will be
carried out :-

22. Dress and Turnout. All trainees will be appropriately dressed for all occasions/
functions. Breach of Dress Code will be treated as an act of indiscipline. They will adhere to
the following:-

(a) Trainees will always be properly and smartly dressed whether in


uniform, mufti, civil dress or games dress.

(b) They will not walk with their hands in their pockets or holding each
other’s hands.

(c) Trainees other than Sikhs, will be properly shaved before the first
parade and on holidays, by breakfast. Moustaches will be properly trimmed.
Hair will be kept short and properly groomed at all times.

(d) Headgear will be worn at all times when in uniform, as prescribed.


Wearing of patkas by Sikh trainees except with games dress is forbidden.

(e) Slippers/sandals and casual dresses like bermudas, lungis, track pants
etc will not be worn in YTW/OTA premises to include ante-rooms, dining hall,
all offices, cafeteria etc, except while inside Company/ Platoon barracks.

23. Discipline. The trainees, while undergoing training at YTW, OTA Chennai will be
governed by the Army Act. They will also be subjected to such rules and regulations, as are

laid down from time to time by Commandant, OTA / Commander, YTW for maintaining of good
order and military discipline. Commander, YTW will be the CO of all trainees during the
training period. All trainees are advised to go through the SOPs on Code of Conduct and

Discipline on arrival and adhere to them strictly. A certificate duly signed by CO regarding that
the individual has no red ink entries along with all punishment details will be submitted to the
YTW on being selected for the course (Ref Paragraph 10(d)(i)). Certain Do’s and Don’ts to
be adhered to by the trainees during their stay at OTA Chennai are given at Appx D.

24. Regimental Cutting. Regimental cutting will be recovered as per instructions on
the subject.

25. Items Not to be Carried. Candidates are advised not to carry any of the
following items with them for the training period:-

Clothing and Kitting.

26. Items to be Carried. Trainees will bring the following clothing/ kit while reporting
to YTW (A certificate to this effect must be signed by CO of the unit that individual is carrying
the items as given below):-

(a) Three pairs of OG uniform with all accessories and Formation Sign.

(b) Two pairs of combat uniform with all accessories.

(c) DMS Boots.

(d) Black Shoes (Oxford pattern).

(e) Night Dress.

(f) Civil dress as required by the individuals.

27. There will be no issue of ordnance items/clothing during the training period. Trainees

such as mattresses, pillows, bed sheets, buckets, mugs, waste bins etc will be provided at the

28. Trainees should cater for adequate cash (approx Rs 5000.00) to cater for certain
cuttings required for employment of mess keeper and cleaners for the trainee mess/barracks
and also for the following items that they will be required to buy on arrival at YTW to ensure

29. Each trainee should be prepared to give minimum 10 power point presentations on

SEC III : ADMINISTRATION

31. Accommodation and Messing. Trainees will be accommodated in dormitories in


their respective Coy/Platoon barracks and will use common bath and toilet facilities. Free
messing will be provided as authorised. All 200 trainees will dine in the Central Dining Hall

together for all three meals.

32. Amenities. OTA has following facilities within its premises which are open to all
trainees: -

(a) Banks and ATMs. Branches of State Bank of India and IDBI banks with ATMs
and an ICICI Bank ATM are within the Academy Campus.

(b) Unit Run Canteen (CSD).

(c) Stores for Uniform and other Equipment / Utilities required for training.

(d) Tailoring Shop.

(e) Bakery.

33. Medical Facilities. OTA has a MI Room inside the campus staffed by two Army
doctors, one Nursing Officer and Nursing Assistants. The Regimental Medical Officer and his

team will provide the required medical cover to trainees. In case of serious injuries and
sickness, trainees will be referred to the MH located, three km from OTA. Trainees are
advised to carry out their med (AME/PME) before rep to YTW. No AME/PME will be

carried out during training.

34. Leave / Breaks. There will be no mid-term break during the course keeping in view

for more than 14 days will be RTU.

Communication Facilities

36. Use of Phone by Trainees. Smart Phones can be used by trainees but only in the
barracks, when off parade. However, existing Cyber Security rules will be strictly adhered to.
Carriage of mobile phones outside living barrack is not permitted. Only Airtel network works
satisfactorily inside the Aacademy.

37. Laptops. Trainees are permitted to carry their Laptops. It is advised that all trainees
should preferably be in possession of Laptop for their assignments and study. Adherence to
existing Cyber Security rules is individuals resp.

38. Internet. Internet facility (with multiple work stations) is provided within the

campus in the English Lab.
