IF VESSEL WILL CALL USA, PANAMA, OR OTHERS WITH SPECIFICS, ENSURE THAT THE RELEVANT PLANS (NTVRP, PCSOPEP) AND QI CHECKLIST ARE BEING CONSULTED AND
FOLLOWED PRIOR ENTRY TERITORIAL WATERS, MINIMUM 96 HRS IN ADVANCE.
IRRESPECTIVE THE QI NOTIFICATION VIA PHONE CALL MUST BE MADE EVERY 3(MONTHS) RECORDS MADE IN DECK LOG BOOK AND WITH DRY MARKER ON THIS PLAN.

Display Pages 1 & 2 pages on the Bridge / Wheelhouse and insert only the dates (day) of drills done in the appropriate box. Details of the drills and subsequent debriefing must be
recorded in the Official /Deck Logbook as appropriate. Simulation Procedure – Page 3 of 3 – must be kept laminated in the Freefall Boat.
Statutory drills and contingency drills may be combined into one drill when appropriate. (e.g. in January it is acceptable to combine the Statutory Fire drill with a Contingency Plan
drill/table top exercise and the Enclosed Space Entry drill, all leading to an Abandon Ship drill.)
 SOLAS does not specify that drills related to launching of any LSA should be carried out only in the road or when the vessel is alongside in a port!
 If the drills cannot be carried out as required, the reason must to be specified in the log book. Plan Ahead! Do not wait until the end of the interval/limit.
 The drill intervals in the table should be considered as a maximum and drills must be planned in such a way as to be carried out at intervals no longer
than specified, except where otherwise stated in SOLAS.
 Instructions in the use of the ship’s fire-extinguishing appliances, life-saving appliances and in survival at sea shall be given at the same intervals as the
drills. Individual instruction may cover different parts of the ship’s life-saving appliances and fire-extinguishing appliances, but all the ship’s Life-saving
appliances and Fire-extinguishing appliances shall be covered within any period or two months (SOLAS III/19/4.1).
1. The Master must ensure that Flag State requirements are complied with.
For example, under Maltese Flag requirements a Boat and Fire Drill must be carried out every other week, and under MI Flag the use of Life Throwing Apparatus (LTA) must be drilled with crew
every 3(three) months without firing it- this is to be carried out by all vessels during the MOB Drills.
2. Drills shall, as far as practicable, be conducted as if there were an actual emergency (SOLAS III 19/3.1).
3. Fire Drills shall include, amongst other items (SOLAS III 19/3.4.2):
a. The starting of a fire pump, using at least the two required jets of water to show that the system is in proper working order
b. Checking of all fire fighting and rescue equipment.
c. Checking relevant communication equipment.
d. Checking the operation of watertight doors, fire doors, dampers and main inlets and outlets of ventilation in the drill area.
e. Checking the necessary arrangements for subsequent abandoning of the vessel.
f. MUST be carried out within 24hrs if more than 25% of crew has been replaced.
4. Abandon Ship Drills must include, amongst other items, the following:
a. Donning of Immersion Suits at least once a month. This must be recorded.
b. Testing of Emergency Lighting for mustering and abandonment (SOLAS III 19/3.3.9).
c. MUST be carried out within 24hrs if more than 25% of crew has been replaced.
5. Launching of Boats (SOLAS does not specify only in the road or in ports): The Master’s attention is drawn to the advice given in IMO MSC Circular 1206 Annex 2 ‘Guidelines on Safety during
Abandon Ship Drills Using Lifeboats’, MSC Circular 1326 .
a. RESCUE BOATS (other than lifeboats which are also rescue boats) shall be launched EACH MONTH if reasonable and practicable (but at least every 3 months) with their assigned
crew and manoeuvred in the water (SOLAS III 19/3.3.6).
b. Each LIFEBOAT (including the FREEFALL BOAT) shall be launched and manoeuvred in the water with its assigned crew at least EVERY 3 MONTHS (SOLAS III 19/3.4.3/3.4.4).
6. Onboard training in the use of DAVIT-LAUNCHED LIFE-RAFTS shall take place at intervals of NOT MORE THAN 4 MONTHS on every ship fitted with such appliances. (SOLAS III 19/3.3.4)
7. On board training of crew involved in Enclosed Spaces Entry shall take at intervals NOT MORE THAN 2 MONTHS.
8. The Videotel library/VOD and/or other training aids must be used in support of these drills and records maintained.

Simulated Launching of Freefall Lifeboats (SOLAS III 19/3.4.4) - General Procedure


Note: The exact procedure will vary from vessel to vessel.
The Instruction Manual for your Freefall Lifeboat MUST be consulted before carrying out this procedure and checked that the manufacturer issued
the FFB Simulation Procedure and is contained in the manual.
IF NOT contained in the manual, THE FREEFAL BOAT IS SUBJECT ONLY TO FREEFALL LAUNCHING EVERY 6 MONTHS.

1. Assign an operating crew and responsible person and establish an effective communication procedure between them.
2. Check the equipment and documentation to ensure that all components of the lifeboat and launching appliance are in good condition.
3. Ensure that the free-fall release mechanism is fully and correctly engaged.
4. Attach the lifeboat to the davit using the slings. The slings should be tightened so far as is practicable in order to prevent the boat moving then the release mechanism is
operated.
5. Release the gripes and any other lashing arrangements.
6. The assigned operating crew board the lifeboat and fully prepare the lifeboat for freefall launch.
7. The assigned operating crew secure themselves in their seats under the supervision of the responsible person.
8. Everyone, except the assigned operating crew, leaves the boat.
9. The assigned operating crew activates the release mechanism when instructed by the responsible person and when it is considered safe to do so.
10.Ensure that the release mechanism operates satisfactorily. This should be verified by the responsible person from outside the boat.
11.Re-secure the lifeboat to its stowed position and ensure that the gripes and any other lashing arrangements are correctly secured.
12.Ensure the free-fall release mechanism is fully and correctly engaged.
13.The assigned operating crew disembarks the lifeboat.
14.The slings should be detached from the davit.
15.A final check should be made to ensure that the lifeboat is ready for launching in an emergency. LEAVE THE VALVE SCREW IN THE OPEN POSITION!!!
