    Background

    Background
    The 1st edition of ICAO Doc 9859 (Safety management
    Manual) contained guidance material on FDAP in chapter
    16.3
    This guidance was removed from the 2nd edition of Doc
    9859
    The ICAO Air Navigation Commission and the ICAO
    Secretariat therefore tasked the OPS Panel to
    draft a new FDAP Manual on the basis of the existing
    guidance material (Phase 1)
    further develop the FDAP Manual (Phase 2)

    Key content changes
    Description of the relationship between FDAP and SMS

    This may involve among others:
    Airline operation
    Business aviation operations
    Cargo operations
    Helicopter operations
    Large and small organisations
    Framework for measurements and data collection
    Standardisation of processes
    Examples with and without worker’s council
    representation

    Propose good practice examples and achieve a
    representative coverage of regions, e.g.

    Review the structure of the Manual
    Review currency and completeness in particular to:
    relationship between FDAP, SMS and occurrence
    reporting
